An Act concerning the reform of legislative bill drafting.
Be It Enacted by the Legislature of Candidates of U4PREZ.COM:
1.a- Any and all legislation drafted and presented for approval by the U4PREZ Legislature of Candidates cannot contain any riders, funding or amendments that are not directly connected to the concepts and topic referenced within the bill.
This bill attempts to limit the abuse of process that legislators employ when trying to assemble the votes necessary to pass legislation. This process often leads to the pork barrel spending that bloats the budget and often sneaks through approval for legislation that is unwanted and has no bearing on the main thrust of the individual bills intentions and main purpose. The current division of powers gives the President the power to veto legislation, but balances this presidential power by giving Congress the power to package legislation. Without a line item veto this legislation will help to limit the slights of hand that often sneak off topic issues or funding into bills that have no relationship to them but are likely to pass.
