Well, it seems legally you can. It's a grey area for sure though. The problem lies, as I understand things, in "intent".

Meon Beach
...is situated on the east side of Southampton Water, roughly where it meets the Solent.
It's easy to get to with toilets and free parking on Meon Road (PO14 4HN) nearby, and just 400 yards away is more free parking at the yacht club by the Pagham Harbour information centre, shop and tea rooms. (You must try the fruit cake!). From the free parking (top left picture), just walk to the beach and turn right, walk past the beach huts for maybe half a mile. The beach is mainly shingle with low cliffs behind. I went on a sizzly Monday in September, very few people about. A pleasant way to spend a few hours in the sun. The vegetation is sea cabbage, apparently.
Church Norton is easy to get to from the car park - which makes a change! From the Chichester end of the B2145, head towards Selsey. On your left you will see a small bue sign directing you to St. Wilfred's Chapel. This should be Rectory Lane (PO21 9DT). Follow this lane down to the end, the car park is there. You will see a 5 bar gate on your right as you face the chapel. Fol low this path to the marsh, turn right, walk past the marsh (currently fenced off) and turn left before the bench with a plaque. Walk across the shingle and there you are! The beach is shingle and shells, plenty of space. I went on a sizzly Monday in September and there were maybe a dozen people there in total. Being remote, go prepared - food, water, the usual.
