1.Create a new image, of any size(Depending on what size you want it of course. )
 

2. Go to Filter>Render>Clouds

3. Go to Filter>Brush Strokes>Accented Edges. Change Edge width to "2", Edge Brightness to "38, and Smoothness to "5".

4.Go to Filter>Pixelate>Mosaic. Change Cell Size to "15"

5.Go to Filter>Brush Strokes>Accented Edge. Change Edge Width to "1", Edge Brightness to 0, and Smoothness to "1"

6. Go to Filter>Distort>Twirl. Change Angle to "-129"

7.Go to Filter>Blur>Motion Blur. Change the Angle to "45", and the distance to "21".

8.Again, go to Filter>Brush Strokes>Accented Edges. Change Edge Width to "1", Edge Brightness to "0, and Smoothness to "1".

9. Alter the colors by going to Image>Adjust>Hue/Saturation. Check Colorize and preview. adjust the Hue, Saturation, and Lightness to your liking.
 

The Final Result

This Filter Effect works great for Website logos, Splash images, and wallpapers.
