These are the Bylaws of our Proto-Temple/Temple; they will be registered with the Correllian Directorate once we receive our Proto-Temple/Temple status
I. Identification of the Organization:
The organization shall function under the charter of the Correllian Nativist Tradition of Wicca. If Charter ship under the Correllian Nativist Tradition is not possible or becomes undesirable, the organization shall apply with its local authorities to become a legal entity in its own right. The name of the organization shall be Proto-Temple/Temple Y Gwyr Yn Erbyn Byd
Proto-Temple/Temple Y Gwyr Yn Erbyn Byd {Welsh Gaelic: (Knowledge/Truth Against The World)-(EE-Gweer-Yin-Erbin-bid)} at present based in Tacoma, WA. "An eclectic Coven” working within the Correllian Nativist Tradition.
Mission Statement:
As an establishment of the Religion and Spiritual beliefs of Wicca, we hold sacred the forms and processes of Life. Worship of the Divine as a duality, Celebration of the Seasons, Education, Spiritual Endeavors Private and Public, Community Service and Outreach shall be the prime functions of this Proto-Temple/Temple and its members. We strive for the advancement of All members; we believe Strongly in that Deity comes from within and that there is truth and duality in All of life. We strive for the advancement of each member in: Knowledge, Power, and Wisdom, to gain acceptance, Understanding and courage to live ones life to the fullest through the universal Brother/Sisterhood of the Correllian Nativist Tradition.
To these ends we promote the following:
We shall endeavor in our daily lives to live in a manner that honors the Divine, personified in Wiccan Theology as the Goddess and the God.
We shall endeavor in our daily activities to live a life of balance in all things, but not at the expense of all reason or feeling.
We shall refrain from proselytizing, as we feel that each individual should be allowed to seek and find their own path though we will not shirk any seeker from aiding in their search.
We shall promote the support of one another within the Proto-Temple/Temple and the community in our healing, growth and aspirations.
We shall welcome all inquiries from individuals or groups who may be curious about our spirituality, and will answer, to the best of our abilities, any questions openly and honestly, in an attempt to correct any misconceptions about our Belief.
We shall consider hatred, prejudice and bigotry to be highly offensive, and refuse to promote or condone such behavior, regardless of its form or nature.
We shall provide opportunities for group worship in a non-threatening, supportive environment for Neo-Pagans, Nature Spiritualists, and all others of a like or open mind.
We shall explore, practice and assist in the learning of Wiccan traditions and beliefs, primarily and particularly, but not exclusively, those put forth by the Correllian Nativist Tradition of Wicca.
Further we will endeavor to inspire All members and the community at large to be fair, open and accepting of different ideals and views as all life is striving for the same end goal, only in different manners or paths.
II. Activities:
Proto-Temple/Temple Y Gwyr Yn Erbyn Byd, as a Public Proto-Temple/Temple, shall work in a capacity of Education and Public and Community service. The primary activities of the Proto-Temple/Temple will be as follows.
1. Education in the ways of the Wicca & Lord and Lady as defined by the Correllian Nativist Tradition, Wicca/Paganism in other available forms as the Administration may deem appropriate, it's methods, morals and ethics.
2. To be a community resource to dispel and educate the public to the spiritual path and religion of Wicca through activities such as the Administration may decide (Such as various commodities banks, public outreach, anti hate crime events and others.)
3. Public and Private spiritual observances as the Administration may deem appropriate, which should include but is not limited to:
a. Seasonal Observances, either public or private
b. Public Full Moon Esbats
c. Private New Moon Esbats
d. Fund raising Events
e. Anti Hate crime/proactive community support programs
f. Classes both Public and Private on the Correllian Curriculum and General Pagan/Wiccan traditions and systems as well as divination.
g. Provide Clergy for Public Rituals, Rites of passage to include Wedding/Handfasting, Wiccaning, child to teen, teen to adult, Adult to elder and elder to afterlife. Further with general ritual support, writing, aid and performing for those that may request of us to do so.
4. Introductory classes and other classes open to the public shall be offered at such times and places, as the Administration shall decide. The curricula shall be determined by the Administration. Fees may be charged for the regular curriculum classes for degree status, however appropriate donations as the Administration may deem necessary can be requested from students and the public and / or offered freely by those taking such classes. See finance section for more info on monthly, quarterly, semi annual and annual dues.
III. Member Privacy:
The addresses, phone numbers, and other confidential information of members will not be disclosed without their express permission.
All reasonable precautions will be taken to ensure the privacy of members. The Proto-Temple/Temple is a public institution, and people who are afraid to be publicly identified, as Wiccan may not be comfortable here. However if a member so requests, we will be happy to identify them only by a Craft Name. But the responsibility for maintaining this Craft Name must be understood to be on the member, not on the Proto-Temple/Temple. Proto-Temple/Temple clergy will use the designated craft name, but it is up to the member to refrain from disclosing their given name to other members or otherwise compromising their privacy. Proto-Temple/Temple members are expressly NOT forbidden to mention names, though they are expected to use common sense.
Malicious disclosure of said confidential information may, at the discretion of the Administration, be considered a violation of the by-laws of the Proto-Temple/Temple and grounds for disciplinary action, as described herein.
1st.Offense Counseling with the Council and Administration of the Proto-Temple/Temple
2nd.Offense Session with the Administration of the Proto-Temple/Temple and a minimum amount of Community service time to be set by the administration.
3rd. Offense the member committing the infraction shall not be able to attend functions of the Proto-Temple/Temple for a time or amount determined by the Administration of the Proto-Temple/Temple.
4th. Offense Dismissal From Proto-Temple/Temple for One years time (Unable to attend ANY Proto-Temple/Temple Rituals or Public events but able to maintain classes)
5th.Offense. Final Offense Dismissal from Proto-Temple/Temple Permanently.
Anyone who wishes permanent anonymity must fill out and file a non-disclosure form with the Proto-Temple/Temple at the time of filing their membership and before attending their first public event.
IV. Definitions, Conditions and Conduct of Membership:
Membership to Proto-Temple/Temple Y Gwyr Yn Erbyn Byd is by sponsorship by an existing member. Preferably a member of the Administration or of the Council. Though Members who are in the process of becoming clergy are welcome to sponsor potential members as well. This is a Family Proto-Temple/Temple, Drug use is strictly prohibited, alcohol at events or classes should be limited if minors are present and strictly not allowed to any one under 21.
It is expected of all members to be mindful, aware and adherent to the truth that each person is ultimately responsible for all choices they make, for good or for ill.
It is further expected of all members to accept the social and karmic consequences of each of those choices.
See previous section for actions to Offenses.
Definitions
Participants in the Proto-Temple/Temple and its activities shall be divided into three primary classifications; Non-Registered, Registered, and Inner Court.
1. Non-Registered Participation:
These people can not claim any official connection to the Proto-Temple/Temple, nor hold any council position. They are divided into two classifications:
a. Guests: Interested parties who attend open activities. They are not required to consider themselves Wiccan, they are however required to be respectful of the choices of others and refrain from any behavior that defames, inflames or disrespects other participants. In the event of any such behavior, we reserve the right to request the guest to adjust the offending behavior or leave the activity or Proto-Temple/Temple
b. Congregates: Persons who consider themselves Wiccan and participate in and support the open activities of the Proto-Temple/Temple, but are not registered members.
2. Registered Participation:
These people are official members and will be supported by the Proto-Temple/Temple Administration as such, and are eligible for Council positions if such positions are open and they are nominated. They are divided into two classifications:
a. Peer: Registered persons who consider themselves Wiccan and regularly participate in and support the open activities of the Proto-Temple/Temple, and wish to maintain an official connection to the Proto-Temple/Temple, but do not desire dedication to the level of Acolyte or Initiate. They are not eligible to attend Initiate rituals.
2. Registered Participation continued:
b. Acolyte: Persons who have dedicated themselves to the Proto-Temple/Temple to study the path of Wicca and the Correllian Tradition for a minimum of a year and a day, according to the requirements of the Proto-Temple/Temple. They are not eligible to attend Initiate rituals.
3. Inner Court Participation:
These people are registered members who have made a serious dedication to the work of the Proto-Temple/Temple. They are divided into two classifications:
a. Initiate: Initiates are registered members who have completed the training for the first degree as set forth in the training of the Correllian Nativist Tradition. But have either not completed the additional training required by the Correllian Nativist Tradition and/or the Administration of this Proto-Temple/Temple for designation as Clergy, or have completed the training but not been nominated by the Council for designation as Clergy, or accepted by the Proto-Temple/Temple Head. Further they Must reach the age of 18 before any clergy status may be placed though they may move through to further levels of degrees.
b. Clergy: Clergy are organized in three levels; First Degree Clergy, Second Degree Clergy, and Third Degree Clergy. These are people who are registered members who have completed the training programs for the respective degrees as set forth in the training of the Correllian Nativist Tradition. Also have completed both the additional training required by the Correllian Nativist Tradition and/or the Administration of this Proto-Temple/Temple for designation as Clergy, as well as having been nominated by the Council for designation as Clergy and been accepted by the Proto-Temple/Temple Head. Further they Must reach the age of 18 before any clergy status may be placed though they may move through to further levels of degrees.
Conditions
Any person's membership or participation may be limited, suspended or terminated only by the decision of the Tradition Leaders and/or the Proto-Temple/Temple Administration. Either for a lack of participation, on the basis that they cause defamation to this Proto-Temple/Temple or the Correllian Nativist Tradition, or violation of these by-laws or other Administrative edicts.
Condition of Inner Court Participation (per classification):
Clergy of the First Degree:
Those persons who have met the criteria for the lowest level of Clergy as defined by the Proto-Temple/Temple Administration, have been duly nominated by the Proto-Temple/Temple Council, and been accepted by the Proto-Temple/Temple Head. These requirements shall normally include having been active in the Proto-Temple/Temple for a minimum of one year. The successful completion of First Degree classes and any additional courses or their equivalent as mandated by the Tradition or Proto-Temple/Temple -however neither of these accomplishments shall in nor of themselves automatically entitle a Candidate to initiation into the Clergy. Initiation into First Degree Clergy of the Proto-Temple/Temple may be given only upon the recommendation of the Proto-Temple/Temple Council and the approval of the Proto-Temple/Temple Administration.
Clergy of the Second Degree:
Those persons who have been active in the Proto-Temple/Temple as First Degree Clergy and who have met all requirements for advancement to the Second Degree as defined by the Tradition and Proto-Temple/Temple Administration. Further, have been duly nominated by the Proto-Temple/Temple Council and been accepted by the Proto-Temple/Temple Head. These requirements may include successful completion of classes for the Second Degree as mandated by the Tradition or Proto-Temple/Temple; as well as demonstrated proficiency and leadership in ritual and Proto-Temple/Temple activities. However: neither of these shall in and of themselves automatically entitle a Candidate to Second Degree initiation into the Clergy. Initiation into the Second Degree Clergy of the Proto-Temple/Temple may be given only upon the recommendation of the Proto-Temple/Temple Council and the approval of the Proto-Temple/Temple administration.
Clergy of the Third Degree:
Those persons who, having been active in the Proto-Temple/Temple as Second Degree Clergy and who have met all requirements for acclamation to the Third Degree as defined by the Tradition and Proto-Temple/Temple Administration. Further more, have been duly nominated by the Proto-Temple/Temple Council and been accepted by the Proto-Temple/Temple Head. These requirements may include demonstrated proficiency in energy working, ritual design and leadership, teaching, counseling, group process and administration, but none of these in and of themselves guarantee initiation into the Third Degree Clergy. Initiation into the Third Degree Clergy of the Proto-Temple/Temple may be given only upon the recommendation of the Proto-Temple/Temple Council and the approval of the Proto-Temple/Temple administration.
Further:
Initiates and Clergy are expected to have an active and on-going participation in the activities and functions of the Proto-Temple/Temple. As a member at any level you are expected to attend classes, Rituals and events; also to volunteer for events and Community Outreach. Any initiate who attends fewer than 90% of Proto-Temple/Temple functions and activities, or abstains without at least 24 hours prior notice of an absence to the Proto-Temple/Temple Administration shall be subject to possible council review or discipline as outlined herein. We understand however that family and medical emergencies may arise at a moments notice. An Inner Court Member shall not be held negligent under those circumstances unless it is demonstrated to the administration that this condition is being abused, although it is considerate to contact us as soon as possible to let us know you are safe and well.
In the case of persons applying to join whose credentials were gained in a location other than ours, the Proto-Temple/Temple Head may, upon the recommendation of the Proto-Temple/Temple Council, recognize a candidate's existing training and or Degree from another Tradition, but is in no wise bound to do so. If a Clerical candidate possesses a Degree from another Correllian Proto-Temple/Temple the Proto-Temple/Temple Council must recognize the Degree, but is not bound to ordain the Candidate. Should such a Candidate apply for the Clergy of this Proto-Temple/Temple, the Council and/or Administration is free to impose whatever additional requirements it may deem fit on an individual basis. Such as remedial study if it is judged needed to bring the candidate in line with the full requirements of this Proto-Temple/Temple before accepting the applicant into the Clergy.
Persons possessing those degrees who apply for Clergy of this Proto-Temple/Temple but who have not been active in our Proto-Temple/Temple for six months or more are considered in a probationary status. At the end of their probationary period, if the Council does not deem another six month's period of probation necessary, a motion should be made by the council before the Proto-Temple/Temple Head to accept their credentials as per the bylaws.
Candidates for Initiate who have not attained the age of legal majority (21) may be considered for membership only at the written request of their parents or guardians. No Initiate of any degree will be considered for Clergy until they have reached 18. If said minor Initiate has the requisite training, they will be considered for the Clergy after they reach 18, as per earlier requirements.
V. Definitions and Responsibilities of Administration and Leadership.
The Proto-Temple/Temple shall have an Administrative body that is responsible for the Ecumenical, Legal, and Financial requirements for keeping the Proto-Temple/Temple running and in good order. The Administrative body shall consist of the Chartered Head of Proto-Temple/Temple, the Co-Head of Proto-Temple/Temple if there is one, and the Treasurer. The Administration of this Proto-Temple/Temple may assign administrative duties to various assistants for the smooth running of the Proto-Temple/Temple, but such designation does not assign Administrative status to such assistants.
Definitions of Administrative Staff:
A. Proto-Temple/Temple Head:
The Proto-Temple/Temple shall have a single Head of Proto-Temple/Temple unless able to have Joint Heads of Temple (the appointing of Joint Co-heads of temple shall then ensue by the Joint heads). created by Charter of the Correllian Nativist Tradition or by Legal designation by the State. The Head of Proto-Temple/Temple shall be in this case the Chief Priestess / High Priestess if 3 rd degree. The Head of Proto-Temple/Temple shall be responsible for the daily operations and running of the Proto-Temple/Temple; propose, oversee and coordinate the Proto-Temple/Temples various programs and events or supervises those doing so; represents the Proto-Temple/Temple to the Traditions Heads and the Public; provides overall guidance to the work of the Proto-Temple/Temple. The Head of Proto-Temple/Temple shall propose and/or approve Proto-Temple/Temple activities, events, and applicants for Clergy. The founding Head of Proto-Temple/Temple is responsible for the creation of the Proto-Temple/Temples Administration and initial Council. A Chartered Head of Proto-Temple/Temple may only be removed by the Traditions revocation of the Charter. The Head of Proto-Temple/Temple must be of Third Degree status or working under the Imperium of a Third Degree sponsor who shall be responsible for their conduct in office. If Joint Heads are named the Vote for the Proto-Temple/Temple shall be one as always on the Witan though the Joint Heads will confer one the vote together.
A-1 Herald to the Chief Priestess:
This position may be created by the Chief Priestess as an assistant status for the duly and efficient operation of the Chief Priestess' duties and schedule. This position is purely assistant in nature and does not have any representative responsibility or right to the tradition, Proto-Temple/Temple or in official capacity other than that assigned by the Chief Priestess.
B. Co-Head of Proto-Temple/Temple:
The Head of Proto-Temple/Temple may name a Co-Head of Proto-Temple/Temple (Chief priest or High Priest if 3rd degree) unless there are Joint Heads of Temple and then Joint Co-Heads shall be named as per the Joint Heads requirements and will act as Substitute Chief Priestess/Priest to assist in the daily running of the Proto-Temple/Temple. The Co-Head (or Joint Co-Heads) of Proto-Temple/Temple shall be considered to have equal dignity with the Head of Proto-Temple/Temple, but is not protected by charter of the tradition though is by that of right of the chartered head. Responsibilities of the Co-Head of Proto-Temple/Temple shall be to chair meetings and is responsible for the smooth operation of such meetings including the facilitation of the agenda of the meeting. The Co-Head of Proto-Temple/Temple shall assist in the daily operations and running of the Proto-Temple/Temple and coordination and supervision of programs and events.
The Co-Head of Proto-Temple/Temple shall represent the Proto-Temple/Temple to the Public and to the Tradition Heads in the Head of Proto-Temple/Temple's absence or deferment, and provides overall guidance to the work of the Proto-Temple/Temple. The Co-Head of Proto-Temple/Temple shall propose Proto-Temple/Temple activities and events, and shall approve such in the Head of Proto-Temple/Temple's absence or deferment. The Co-Head of Proto-Temple/Temple is responsible for upholding the ecumenical policies of the Proto-Temple/Temple. A Co-Head of Proto-Temple/Temple must be of Second Degree status or working under the Imperium of a Second or Third Degree sponsor (preferably the fully seated Proto-Temple/Temple Head) who shall be responsible for their conduct in office.)
B-2 Herald to the Co head or Chief Priest:
This position may be created by the Chief Priest as an assistant status for the duly and efficient operation of the Chief Priest's duties and schedule. This position is purely assistant in nature and does not have any representative responsibility or right to the tradition, Proto-Temple/Temple or in official capacity other than that assigned by the Chief Priest.
C. Treasurer:
The Treasurer supervises the work of council members and reports results or problems to the Head of Proto-Temple/Temple and Co-Head of Proto-Temple/Temple. The Treasurer is responsible for the financial dealings of the Proto-Temple/Temple and any Legal matters that the Head of Proto-Temple/Temple or Co-Head of Proto-Temple/Temple may designate. Assists Head of Proto-Temple/Temple and Co-Head of Proto-Temple/Temple in the daily operations and running of the Proto-Temple/Temple and coordination and supervision of programs and events as assigned. The Treasurer represents the Proto-Temple/Temple to the Public at the direction of the Head of Proto-Temple/Temple and Co-Head of Proto-Temple/Temple. The treasurer is responsible for the implementation of the Proto-Temple/Temples ecumenical policies, as directed by the Head of Proto-Temple/Temple and Co-Head of Proto-Temple/Temple. The Treasurer is responsible for creating the agenda for each meeting and presenting such to the Co-Head of Proto-Temple/Temple and Head of Proto-Temple/Temple for approval prior to meeting. The Treasurer shall keep the Proto-Temple/Temples records (including accurate monetary records) and effects in good order, and supply all documents and information required by the Tradition to the Head of Proto-Temple/Temple to ensure the Proto-Temple/Temples continued place in the Tradition. Further, the Treasurer is responsible for the reporting of said monies to the Head of Proto-Temple/Temple and Co-Head of Proto-Temple/Temple, as well as the Heads of the Tradition if directed by the Administration. The Treasurer is responsible for any misappropriation of funds and mishandling of official paperwork.
C-2 Herald of the Treasure:
This position may be created by the Treasurer as an assistant status for the duly and efficient operation of the Treasurer Duties and schedule. This position is purely assistant in nature and does not have any representative responsibility or right to the tradition, Proto-Temple/Temple or in official capacity other than that assigned by the Treasurer.
The Proto-Temple/Temple shall have a liturgical leadership that is responsible for the liturgical and spiritual requirements of the Proto-Temple/Temple. The Leadership shall consist of the Chief Priestess and Chief Priest of the Proto-Temple/Temple.
Definitions of Liturgical Leadership:
A. Chief Priestess: The Proto-Temple/Temple shall have a single Chief Priestess who shall be the Head (unless Joint Heads are named then the Chief Priest will also fall under this section) of Proto-Temple/Temple. She shall be responsible for the sanctity of the Leadership and the Proto-Temple/Temple, and upholding the Serenity of the Tradition in the Proto-Temple/Temple. She shall provide counseling and spiritual guidance as necessary and shall pursue clinical and/or pastoral education to do so effectively as directed by the administration. She shall be responsible for researching, writing, and/or leading the Rituals, Ceremonies and Rites of the Proto-Temple/Temple. She shall represent the Proto-Temple/Temple in a spiritual capacity to the Public. She shall be of Third Degree status or working under the Imperium of a Third Degree sponsor who shall be responsible for her conduct in office. In the expected event that she later attains Third Degree Clergy status within the Proto-Temple/Temple, all initiations conducted by her shall be considered to count their lineage through Her. If however she does not attain Third Degree Clergy status, her initiations may count their lineage through her sponsor.
B. Chief Priest: The Proto-Temple/Temple shall have a single Chief Priest who shall be the designated Joint Head or Co-Head of Proto-Temple/Temple. (If Joint Head then Co-head or Joint Co-Heads shall be named and this section shall be ratified at that time.)He shall be responsible for the sanctity of the Leadership and the Proto-Temple/Temple, and upholding the Serenity of the Tradition in the Proto-Temple/Temple. He shall provide counseling and spiritual guidance as necessary and shall pursue clinical and/or pastoral education to do so effectively as directed by the administration. He shall be responsible for assisting the Chief Priestess in researching, writing, and/or leading the Rituals, Ceremonies and Rites of the Proto-Temple/Temple, or acting in her stead in her absence or at her direction. He shall represent the Proto-Temple/Temple in a spiritual capacity to the Public.
The Proto-Temple/Temple shall have, at the discretion of and headed by the Administration, a Proto-Temple/Temple Council that shall function as an advisory board for the purposes of the ordinary business of the Proto-Temple/Temple. The Proto-Temple/Temple Council shall advise the Administration to an appropriate or suggested outcome, but cannot finalize any decisions. The Proto-Temple/Temple Council shall defer the decision to the Proto-Temple/Temple Administration, who shall consider all that has been discussed and make the final decision per Proto-Temple/Temple and Tradition by-laws. In the event of a split decision among the Administration, the Head of Proto-Temple/Temple shall have the tie-breaking vote. The Proto-Temple/Temple Council shall discuss all matters assigned by the Leadership or Administration, including but not limited to matters of program planning; activities and events; dedication, initiation, and general membership issues; finance and budget; outreach, networking, and affiliations. The Proto-Temple/Temple Administration or existing Proto-Temple/Temple Council may create whatever offices deemed necessary, but the Proto-Temple/Temple Council shall never exceed seven (7) separate Greater offices at any time. Offices shall be created as permanent positions or pro tem, as deemed necessary. Lesser offices shall be allowed under each of the Greater offices for the purpose of facilitating the job of the Greater offices. But shall not exceed two (2) lesser offices per Greater office, nor shall lesser officers, have any say or opinion at Proto-Temple/Temple Council meetings, and may only attend Proto-Temple/Temple Council meetings (at the discretion of the Office Holder and Proto-Temple/Temple Administration) to report the status of their offices.
NOTE: If there are Joint Heads named The Chief Priestess and Chief Priest Shall be the Joint Heads. Joint Co-heads shall be named and they shall be the co-heads and also work as Substitute Priestess and Priest in the deferment of the Chief Priestess and Priest. If Joint Co-Heads are named they shall also be able to create assistant as the Chief Priestess and Chief Priest the Assistance of the Joint Co-Heads shall operate as the defined Chief Priestess and Chief Priest assistants above. They will have no vote, and shall not be able to claim authority of the Proto-temple/Temple in any form.
Conditions of Membership in Proto-Temple/Temple Council:
A. Membership shall be at the unanimous invitation of the existing Proto-Temple/Temple Council.
B. Membership may be granted to any registered or Inner Court member in good standing as may be deemed worthy, provided they have held that status no less than six (6) months.
Proto-Temple/Temple Council Positions and Definitions:
A. Proto-Temple/Temple Amicus Curiae /Council Chair:
The Amicus Curiae position (Council Chair) is the head of council and is a permanent position. The Amicus Curiae is appointed by the Administration. The Amicus Curiae can only be replaced under the following conditions:
1. By an Administrative decision based on conduct or an administration approved Predecessor selected by the Amicus Curiae.
2. If the Amicus Curiae becomes unable to perform duties due to long term Illness or incapacitation permanently, or unexpected death.
The predecessor shall be shown the Amicus Curiae duties for no less than 6 months prior to the Amicus Curiae ceremony being performed and taking over seat.
3. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
Amicus Curiae Duties include, but are not limited to the following and can be ratified by the Administration as needed:
To head the Council meetings and ensure all agenda items, topics and recurred Proto-Temple/Temple subjects are covered and voted upon. To then take ALL ideas and council input, coordinated with Office of the Ritualist who takes meeting minutes and notes, to the Administration and assist in implementation of ideas approved. The Amicus Curiae will coordinate with the Office of the Herald on matters of Public Relations per Heralds duties and approval of the Administration. Further the Amicus Curiae is member liaison. As such the Amicus Curiae must be available to All members if needed for varying reasons. Aid members who wish to suggest ratifications to the bylaws to meet with the council and help them to draw up a clear, concise and well-Written proposal for the administration to consider. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval.
Also, to assist in the promotion of the Proto-Temple/Temple and to give Proto-Temple/Temple administration contact information to prospective members, those seeking information on the Proto-Temple/Temple and/or the Correllian Nativist Tradition, as well as those needing to contact directly the Proto-Temple/Temple staff.
At NO time is the Amicus Curiae to assume in representation or other duties as role as head of Proto-Temple/Temple or full responsibility of Proto-Temple/Temple administration, or Proto-Temple/Temple structure. Further more: at no time does the Amicus Curiae or ANY member of Council have the Authority to finalize Any decision with out Administration approval.
B. Seat one Office of the Peacekeeper.
Duties include, but are not limited to the following and can be ratified by the Administration as needed: Directly associated with the Administration of the Proto-Temple/Temple, specifically the Chief Priest. Duties to include but not limited to the following:
Keeping Council meetings on task and controlled to topic. Maintaining and easing any tensions during meetings so volatile energies can not take hold. Further duties include working with the Chief Priest on duties of security for Rituals and Events. Maintaining Security Staff. Also will work with Treasurer on these security issues. Other duties may arise as deemed required by the Administration. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
C. Seat two. Office of the Herald:
Directly under the auspice of the Administration. Duties include, but are not limited to the following and can be ratified by the Administration as needed:
Maintaining a Contact List for All Council Members and Administration for the facilitation of calling all council meetings, emergency or Non. To Handle Public relations per Administrations Direction and coordinate those Public Relations with the Amicus Curiae who will also serve as Public Relations per the Administrations direction. Further other duties may include the disbursement of information packets and or event information and flyers. Administration may also refer other duties as deemed required to this office. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
D. Seat Three. Office of the Hospitilar.
This is a fairly stand alone office. Duties include, but are not limited to the following and can be ratified by the Administration as needed:
Coordination of Food/meals for events and Rituals, to include ensuring that cakes and ale / juice are ready for Ritual. Maintain a contact list of Council, members and those available for volunteering. If none volunteer is able to create a list of those needed and duties needed to fulfill. Further, set up and clean up of Rituals and events (Less Circle and sacred areas or Lighting of Sacred candles or circle candles/fires) With Full approval of administration. Lighting, lighting of candles and fires other than ritual or sacred candles/fires falls to this position as well. Also this office will coordinate and keep copies of all documentation in conjunction with the Historian. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
E. Seat Four. Office of the Historian.
Duties include, but are not limited to the following and can be ratified by the Administration as needed:
Directly responsible for the documentation, history, recording, maintaining, and file of all coven/Proto-Temple/Temple activities, members, Photos, and permanent copies of the Proto-Temple/Temple Sigil, event posters. To include photography or securing a photographer. Assist with filling out and compliance with Correllian documents, of Rolls, financial and other official documentation to be sent and/or filed with the Correllian Nativist Tradition. Also this office will coordinate and keep copies of all documentation in conjunction with the Hospitilar. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
F. Seat Five. Office of the Ritualist.
This Office works directly with the Administration as well as the Office of the Bard, Primarily the Treasurer. Duties include, but are not limited to the following and can be ratified by the Administration as needed:
The cleansing of Council members upon arrival for meetings, and meditation prior to meeting commencement. During Meetings they are responsible for notes and taking of the minutes to hand over to the Amicus Curiae and maintain copies of the notes and minutes. Further, For Ritual this office is responsible for the set up of Ritual items, ensuring Ritual Items needed arrive at site, especially Primary alter per Ritual and Administration guidelines. This office per Ritual and Administration Guidelines handles lighting of Sacred Fires and/or Candles. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
G. Seat Six. Office of the Bard.
This Office is associated with the Administration Directly as well as the Office of the Ritualist. Duties include, but are not limited to the following and can be ratified by the Administration as needed:
This office directly affects group dynamics and Ritual effects. Coordination of Drummers, musicians, and chants/songs for rituals and events. Research per season for chants stories/prayers (pagan/ Wiccan origins) and music for Ritual and events. Assists with teaching of songs, chants and pronunciation of any and all words involved. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position.
COUNCIL TAKE NOTE:
One (1) member of the Administration MUST be present during any and all council meetings. Administration member will allow the council meeting to flow and run to the end with out input or interruption. Only just prior to close may the Administration member speak on topics of the meeting. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. Once this has taken place the Administration will conclude the proper course and approval of any and all topics.
Non Council Non Administrative Position
There will be one non Council Non Administrative Position.
The Crone
The Crone will serve as an Advisory/Councilor to the Administration and The Council. Further the Crone will be available for the General Membership as Councilor and Life Coach as well as a source for the membership and community at large to gain insight and life information from and pertaining to the Wisdom of age and the useful contribution elder members have for the Proto-Temple/Temple and General Community. The Crone may be required to obtain licenses in Counseling if needs be and to take courses other than the courses offered by the Proto-Temple/Temple and Correllian tradition in Counseling/Emotional and Spiritual bereavement aid// and Life coaching if deemed necessary by the Proto-Temple/Temple and or requirements of the State and County. This position is also to be at all council meetings, may have input on the Council meetings and have a vote on all topics of the Council Meetings that require a vote. This Position is Created by the Head and Co-Head and is Permanent only to be removed by the Correllian Directorate or at the Head and Co-Heads Joint decision per performance, any misconduct in the Position, infraction of the Proto-Temple/Temple Bylaws, any Infraction of the Correllian Directorate, Correllian Bylaws or Edicts or based on the Observations of the Head and Co-Head of the Person in the Position. The council Chair, The Amicus Curiae will then schedule a meeting to present the Councils out come per the notes and minutes and cohesively present them to the Full administration for consideration and approval. If for any reason the Amicus Curiae (Council Chair) or any member of Council causes ANY infraction of the bylaws, or the Correllian Tradition Bylaws and edicts, the Administration has FULL right to remove them from the position. REFER BACK TO COUNCIL NOTE ABOVE AS WELL
Finances and Proto-Temple/Temple effects:
1. The Proto-Temple/Temple income shall include donations; any possible grants; profits from events or fundraising projects; class fees, Clergy, or other membership or guest fees; other contributions.
2. The financial year of the Proto-Temple/Temple shall be from the 1st of January to the 31st of December for tax and legal purposes. As will the social cycle and membership fee schedule for the Proto-Temple/Temple.
3. The general budget shall be offered to the Head of Proto-Temple/Temple no later than Autumnal Equinox. The Proto-Temple/Temple Administration shall ratify it no later than October 31st.
4. The Proto-Temple/Temple shall hold such bank accounts as the Administration finds necessary and appropriate, in a bank that the Administration finds acceptable. There will be no less than two signatures required on any disbursements or checks. The accounting of the Proto-Temple/Temple's financial records shall be audited and reported to any necessary Tradition, Legal or Federal Authorities as required maintaining the Proto-Temple/Temple's status.
5. The Administration shall keep proper and up-to-date books of the account(s) of the Proto-Temple/Temple, and shall prepare reports of the Proto-Temple/Temple's finances as the Tradition directs. The Proto-Temple/Temple's books shall be kept at the Proto-Temple/Temple Head's home and accessed only by those persons nominated by the Proto-Temple/Temple Head or the heads of the Tradition.
6. Membership fees, donations, and other monies collected for other than event or class fees are non-refundable. Event and class fees are refundable under the following conditions.
6-A. The class was not attended and no more than one month (30 days) has passed at the end of the class. See refund schedule below.
6-B. Only partial of said class was attended and no more than one month (30 Days) has passed sense the end of the class. See refund schedule below.
6-C. The class or event was unable to be attended do to unexpected occurrence related to family or job and was an emergency as well as verifiable.
Refund Schedule.
Partially attended classes.
If the class is 6 months to 1 year or more long and only partial attended- 1/3rd. then 2/3rd.'s shall be refunded. Provided no more than one month has passed sense the end of the class.
If the class is 6 months to 1 year or longer and 2/3rd.'s been attended then 1/3rd. shall be refunded. Provided that no more than one month has passed after the end of the said class.
Further if a class is fully attended. NO refund will apply.
Event Refunding.
Monies collected from or for event fees will only be refunded as follows:
Event fees shall only be refunded if the refund request is in writing and no less than 3 weeks prior to the event. Or the event is canceled by the Administration.
NOTE: No refunds will be given if not in writing, or over one month time frame from the end of a class (unless fully attended the entire class), 3 weeks prior to the event, or 3 weeks after the scheduled end of the event (after end of event only applies if event was unable to be attended)
If ANY event is canceled by the Administration ALL monies to attendees and/or vendors shall be refunded unless said attendee or vendor makes them donations or gifts to the Proto-Temple/Temple in writing.
7. No expenditure by the Proto-Temple/Temple that benefits a project other than the Proto-Temple/Temple itself shall be more than 1/3rd. of available funds. Any expenditure that exceeds 1/3rd. must be funded in an alternative manner or put on a list for donations.
8. All Proto-Temple/Temple effects and goods, including but not limited to garb relating to an office or position shall remain in the possession of Proto-Temple/Temple or designee at all times. With the exception of Correllian State Robes which will be the property of the clergy involved.
Public notice of Proto-Temple/Temple Dues:
The schedule of Proto-Temple/Temple dues is as follows.
Monthly Dues: $5.00
Quarterly Dues: $15.00
Semi annual Dues: $30.00
Annual Dues: $60.00
2nd. Degree, 3rd. degree and Council members Dues schedule.
Monthly Dues $7.00
Quarterly Dues $21.00
Semi-Annual Dues $42.00
Annual Dues $84.00
Other fees may include Event Registration. Class supplies Printing fees, Materials and/or cost of material and supplies for Proto-Temple/Temple Garb other than State Robes. To be set at the discretion of the Proto-Temple/Temple Administration. Though those members that are lifetime supporting members do not pay for Proto-Temple/Temple Classes that are Correllian Related but for materials and printing of supplies.
VI. Amendments to the by-laws:
Any member of the Council or Administration may propose Amendments to these by-laws. A unanimous Council in consensus must ratify it. Amendments MUST be fully approved by Proto-Temple/Temple Administration to be added. Proto-Temple/Temple Head can not pass amendments independently.
Amendments to the by-laws once ratified by the Council then the Administration shall be announced to the general membership in any membership publication at the next available printing.
Non-Council members may propose an amendment to the by-laws only by writing a clearly written and coherent proposal and offering it to the Proto-Temple/Temple Head or Co-Head. It is at the discretion of the Proto-Temple/Temple Head or Co-Head to present this to the Council.
VII. Definitions:
Serenity of the Tradition: (abbreviated from Correllian Proto-Temple/Temple Development Course)
The Correllian Tradition is a family. In origin the Tradition was a single family of common blood: today it is a single family of common spiritual vocation. It is extremely important to the Tradition that its members and Proto-Temple/Temples respect one another and avoid the kind of internal squabbling and bickering which wracks some Wiccan Traditions. We do not quarrel within the family. This is what is meant by the serenity of the Tradition. Our strength is in our unity. Disagreements will happen - that is natural and there is nothing wrong with it. Arguments may happen, even hard feelings: These are natural as well, but there are positive ways to handle them. Indeed arguments may even be beneficial by bringing about necessary changes or corrections: but an argument should not be an attack. The one thing above all others, which the Tradition frowns upon, is attacking another body of the Tradition: this can only harm us as a family. Disagree: Yes. Argue: yes. Attack: Never. We expect differences to be resolved in a respectful manner, which does not disturb the Serenity of the Tradition.
Sanctity of the Leadership (and Administration):
The leadership of any group puts much more work into the group than is usually apparent to the general populace, and sometimes even the other leaders. The Sanctity of the Leadership is that although held by others and themselves to a higher standard of conduct. It should always be remembered that the leadership of the Proto-Temple/Temple is first and foremost human. If mistakes are made, it should always be held that such mistakes are just that, mistakes, neither malicious nor personal. The respect owed to the Leadership and Administration of this Proto-Temple/Temple should be displayed in all public settings. If there are quarrels in the Proto-Temple/Temple, they should stay within the Proto-Temple/Temple as much as possible and not displayed disrespectfully. Leader should not attack Leader, and the Leadership should always present a united front to the Proto-Temple/Temple and discuss in a respectful manner all disagreements within the confines of the Leadership or Administrative meetings. Any member who repeatedly displays disrespect for the Administration or Leadership of the Proto-Temple/Temple, especially to the public, is subject to limitation, suspension, or termination by the Administration.
Sanctity of the Proto-Temple/Temple:
The membership of the Proto-Temple/Temple is here as part of a self-directed and voluntary family and no one will be coerced or forced to join or stay. It is however expected that if a member should choose to leave the Proto-Temple/Temple, all information learned while a member, whether about the material learned, other members, or the Proto-Temple/Temples working body itself, should be considered confidential and kept as such. The prior member should also refrain from divulging or commenting on the Proto-Temple/Temple or Proto-Temple/Temple members' conduct and maintain a professional and respectful demeanor regarding their prior association. The Proto-Temple/Temples Administration and Leadership shall keep confidential all information of a prior member, and refrain from divulging or commenting on the prior member's conduct except in official capacity.
These are the bylaws for Proto-Temple/Temple Y Gwyr Yn Erbyn Byd 22nd Day of February 2005 and March 10, 2005(22 February 5 Aquarius. And 10 March 6 Aquarius) Any Ratification’s after this date will be by due process outlined in this document and shall be dated as of the day they are amended and added to this document after this statement. May the Ancients be favorable upon this Proto-Temple/Temple and bless it with longevity, prosperity, Unity, Peace, and humble and spiritual endeavors. So Mote it Be!

Ratification of terminology.
As per the request of the Correllian Head Administration and Our Imperium, regarding terminology with in this documentation. All Changes as were perceived with in the request have been made and adjusted. Primarily to term of “Druid” changed now to Amicus Curiae. Temple to Shrine (Until Temple status is attained) and mentioning of type of coven from “stand alone” to “an Eclectic coven”.
Other ratifications made this date were done so to the Following. Email addresses of the Head and Co-head corrected, address; Phone Number and desire for a permanent location changes. The legal name change of the chief Priestesses last name from McKnight to Cummings.

Addendum in reference to Proto-Temple/Temple Robes, Sashes, and Belts

Y Gwyr Yn Erbyn Byd Will Honor the Traditions State Robes for All official Clergy of Y Gwyr Yn Erbyn Byd. General ritual Garb is welcomed by outer court members with the exception of sashes/robes/ and Belts. And by those not in Clergy or by the Public at large.
Stoles of membership and clergy All stoles will be 4” finished width and long enough to meet the Members waist.
White - will indicate a dedicant member who is in the Study of the Correllian Tradition for Clergy of Y Gwyr Yn Erbyn Byd. It will be worn with the Stole for Each Degree until achieving Third degree status.
Silver - will indicate a member of the First degree Correllian with in Y Gwyr Yn Erbyn Byd and is to be worn with the stole for Clergy (Purple) and of Dedicant (White) in study of next degree.
Black – will indicate a Member of the Second Degree Correllian in Y Gwyr Yn Erbyn Byd and is to be worn with the stole for Clergy (Purple) and of Dedicant (White) in study of the next degree.
Red – Will indicate a member of the Third Degree Correllian in Y Gwyr Yn Erbyn Byd and is to be worn with the Stole for Clergy (Purple) but the Dedicant Stole is no longer worn once Third Degree is achieved.
Green - will indicate Outer court members who are free to do as they wish, are free to attend all Y Gwyr Yn Erbyn Byd functions and Classes (With the exception of dedications) and are not expected to be in the study of Clergy though May be in the Study of degrees in the Correllian and will wear the color reflecting the current Degree of achievement along with the Outer Court Stole.
Outer Court and Clergy Sashes
Outer Court Sashes will be of two colors. The Green for outer Court Status and Dark Purple for the Y Gwyr Yn Erbyn Byd Sash color. It will be 6” in width and be of a length long enough to wrap the member’s waist 3 times and tie firmly then drape down the right leg to just above the knee. There will be the Sigil of the Proto-Temple/Temple placed on the Bottom of one end and the Sigil for the Correllian Tradition placed on the Bottom of the opposite end to be tied about the waist in such a fashion that both sigils will face out towards and right side up to those viewing the member from the front.
The Clergy and Degree member Sash for Y Gwyr Yn Erbyn Byd will be of Dark Purple. It will be 6” in width and be of a length long enough to wrap the member’s waist 3 times and tie firmly then drape down the right leg to just above the knee. There will be the Sigil of the Proto-Temple/Temple placed on the Bottom of one end and the Sigil for the Correllian Tradition placed on the Bottom of the opposite end to be tied about the waist in such a fashion that both sigils will face out towards and right side up to those viewing the member from the front.
Belts for Y Gwyr Yn Erbyn Byd
Green Cord Belt will indicate members of the Outer Court and will be of a length long enough to wrap the member 2 times and tie firmly then drape down the Right leg to 2” below the Knee. This will be tied over the Sash and in the same direction as the Sash.
White Cord Belt will indicate members of the First Degree and will be of a length long enough to wrap the member 2 times and tie firmly then drape down the Right leg to 2” below the Knee. This will be tied over the Sash and in the same direction as the Sash.
Black Cord belt will indicate members of the Second degree ( and will be braided with the First Degree Belt) and will be of a length long enough to wrap the member 2 times and tie firmly then drape down the Right leg to 2” below the Knee. This will be tied over the Sash and in the same direction as the Sash.
Red cord belt will indicate members of the Third Degree (and will be braided with the first and second degree belts) and will be of a length long enough to wrap the member 2 times and tie firmly then drape down the Right leg to 2” below the Knee This will be tied over the Sash and in the same direction as the Sash.
