Re: Minutes from March 10, 2005, Quarterly Meeting, Freeport Park District office, Freeport

Having a quorum present, the meeting was called to order at 10:00 a.m. by President, Roger Carson.

The minutes of the January 19 and February 11, 2005 meetings were reviewed. Steve moved to accept the minutes, seconded by Ken. Voting aye: all, motion carried.

Secretary/Treasurer Position: Lee Butler was nominated by the Board for the position of Treasurer.

Freeport Flood Plain Map:

A discussion took place about an undated Freeport flood plain map. This map would be a concern of the Partnership when considering the entire watershed and drainage into that flood plain. Steve Spudich requested a letter be written to the City Council from the Partnership concerning a new map. Roger will draft a letter and get it to the Board members for review. Della moved to go forward with the letter regarding the flood plain and to have the letter wording approved by the Board, seconded by Steve. Discussion: The impact of any portion of what is done in a watershed and quality of water is YCWP business; we would just be putting our concerns out there. Voting aye: 8 board members, voting nay: Gerald Leary. Motion passed.

A question arose of how the development planned at Highway 26 and Lamm Road drains into the tributary of Yellow Creek.

CPI Grant Update:

The partnership submitted a grant to national NRCS for a $189,000 planning grant for the watershed. We will know by the May 6th if we are approved for the grant. One half of the grant amount is the Partnerships in-kind obligation. Mark Keister would be the project director and Della Moen would be the budget director.

Creek Survey Report:

Joe Ginger reports that there are no obstructions from Bolton Road to Krape Park.

Krape Park Design:

The consultant consolidated 3 plans and offers an opportunity to change the dam structure in the future. This is a 5 year plan, future study and discussions will take place.

Illinois Natural History Survey:

Mark Keister reviewed this study on clams and mollusks, asking if there are any statutes on fish that move clam larva on creeks.

Website:

Lee moved to create a Yellow Creek Watershed website, seconded by Ken. Discussion: The cost of the URL will be $20; Lee will use the URL of YCWP.org. Voting aye, all. Motion passed. Lee created a standard message about the Partnership that will be on the website. As we speak to other organizations, we will tell the same story. He used the message at the meeting with the Farm Bureau Board. The Farm Bureau is supportive of our activities.

Township Supervisors:

Lee would like to make certain that they are on our email list. He thought it would be a good idea for the YCWP to attend the township meetings to share what we are doing. It was suggested to organize a speakers bureau for these types of presentations. Meeting notices will also be placed on the website.

Letter from the Secretary of States Office:

Bobbi read a letter stating the approval of the incorporation of the partnership. The board had most of the by-laws written. Roger will have those completed by the next Board meeting.

The meeting was adjourned at 11:25 a.m. The next meeting of the Partnership will be Thursday, June 16, 2005, 10:00 a.m. at the Freeport Public Library.
