sub: lapd refuses to investigate complaint

Dear Sirs. I have made two complaints of aggressions against the Los Angles Police Department, both last year in 2008 (enclosed are these complaints, also sending you Lapd's cf#08-3378, complaint form promising an investigation. There is no cf# for the Feb 09, 08 act). I got a letter from the Lapd at the end of July 2009. This letter is by a Captain John F. Egan who is giving the reasons the Lapd won't investigate these crimes I made complaints for. I disagree the Lapd can refuse to accept these complaints under the reasons Capn. Egan has given. The idea of 'holding' instead of 'twisting' ect. Egan also claims the events that led to the 5150 are not true, but he hasn't talked to the witness. There is even considerations such as road conditions or the 'paper' which I still have. And then there is the signature on the litter ticket that shows signs of physical stess I had just went through. There are other documents supporting my case but I don't know who to show them to. Plus the Lapd does not investigate abuses of first amendment, so this part of the complaint should have been passed on to more appropriate departments and not decided on by the Lapd. I need the Los Angeles District Attorney to investigate Captian Egan and determine if he isn't covering up my complaints.
