Mystery Items

Well to start things off... can any Imperator or ocean liner collector help me with this item?

It measures 6" x 3 1/3". It is metal plate with a relief of the 1913 Imperator (note eagle). The back plate has two holes (for screws?) and is not attached as the welding or sodering has worn . The item is gold plated (not that gold) and in spots (ex. the eagle) has been slightly worn or been chipped off. The person from whom I purchased it sold it as possibly a "paper weight", which it clearly is not. I am guessing some kinda of a plaque that was once mounted onto a nice wooden base.
