The Declaration of Democracy and Human Rights for Vietnam

 

Dear Distinguished Friends and Compatriots!!

 

On behalf of all Vietnamese, victims of Vietnamese Communism, with hope of Freedom based on Democracy and Human Rights, we solemnly declare the right to Democracy and Human Rights for Vietnam to all Vietnamese citizens and all countries in the world.

 

I.                  Being Proud of and Thirsting for Hope of Freedom, Democracy, and Human Rights for Vietnamese

 

Since the early establishment of our nation, Vietnamese have seen many generations to save and to develop our country.  Many times, our nation has been conquered and occupied by foreign empires. They have had strategies to assimilate Vietnamese in language, costume, and lifestyles. They also wanted to erase permanently the Vietnamese traditional culture. With a spirit of unyielding, Vietnamese defeated foreign enemies to regain the independence of Vietnam, to protect our fatherland, and to conserve our traditional culture.  They have exercised the self determination of Vietnamese.  Vietnamese history has been honored by the Dien Hong National Convention.  Since that National Convention, our ancestors have determined that not only Vietnamese but also so others all over the world must respect Human Rights, equality, and the right to be at ease and to pursue happiness.  All people also have the right to have full benefits of the basic freedom of human beings. They always heighten the value of freedom, democracy, independence, and keeping the integrity of our motherland.

 

As we have seen, the Declaration of Independence of the United States on July 04, 1776 determined, “That all men are created equal, that they are endowed by their Creator with certain unalienable Rights that among these are Liberty and the pursuit of Happiness.”

 

According to the Declaration of the Rights of Man and the Citizen (August 1789), French people declared, “(1) Men are born free and remain free with equal rights. Social distinctions can be based only on public utility. (2) The aim of every political association is the preservation of the natural and imprescriptible rights of man. These are liberty, property, security, and resistance.”

 

On December 10, 1948, the General Assembly of the United Nations adopted and proclaimed the Universal Declaration of Human Rights.  Article 1 of the Declaration states, “All human beings are born free and equal in dignity and rights.  They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood.”   Article 3 also states, “Every one has the right to life, liberty, and security of person.”

 

Even the Declaration of Independence of Democratic Republic of Vietnam on September 2, 1945 at Hanoi, followed the Declaration of Independence of American and that of the French Revolution in 1879 which emphasized, “All men are equal.  They are endowed by their Creator with certain inalienable rights; among these are Life, Liberty, and the pursuit of Happiness.”

 

However, the Vietnamese Communist Party has broken that promise, stepped on Human Rights, and seized the right to Life and basic rights of human beings. This is the truth of miserable knowledge that was recorded in the Vietnam History.  No one can change the truth of history; however, the Vietnamese Communists have flipped, shaped, and bent history in order to cover the truth for the purpose of cheating the Vietnamese citizens.

   

II.               The End of the Communism on over the World

 

In the last decade of the twentieth century, the Communism ended on the western part of the Earth. The cradle of the Communism is considered Russia, but Russia collapsed in 1992.  The collapse of Communist countries in Eastern Europe was spontaneous.  The people of these countries recognized that the Communism has run counter to the people’s aspiration the world and will lead to failure.  The Communists had seized the right to equal life and human beings’ freedom.

 

What are in each of revolutionary luggages of the Eastern European people?  They didn’t have one decameter of iron in their hands, but thirsted with aspiration of freedom and hoped to have the right to life.  With their bravery and determination to divorce from the inhumanity of Communism, they were not afraid of communists’ violence.  These Communists had full weapons and instruments to oppress people. However, the Eastern Europeans accomplished their revolutions.  Since their success, they have proved that a life of virtue, justice, and people’s willingness won over cruel policies of Communism.

 

As a result of their revolution, Communism had been destroyed in their fatherlands.  Therefore, they returned their fatherlands and rebuilt their free and democratic countries with hope of living in humanitarian and wealthy nations.  In short, this is a path to freedom and democracy. It is harmony with the will of God and human beings. It is also to mark the beginning of a new history chapter of human beings and a signal to see the final and completed collapse of the Communism in the world.

 

III.           A Currently Real situation, Vietnam Does not Have Freedom, Democracy, and Human Rights.

 

Since the year 1945, the Vietnamese Communist Party has forced the application of International foreign Communism in North Vietnam. This is miserable because the neck of each Vietnamese since that time has had two yokes. The first one is to be enslaved by International Communism.  The second one is to be enslaved by the Vietnamese Communist Party. The northern Vietnamese have been enslaved not only international communists but also the Vietnamese communists.  The northern Vietnamese have been living under oppression, below the poverty line, and with inequality.  They have not had freedom and the right to life.  There was an invisible iron curtain that separated North Vietnam and the rest of the world. The iron curtain is considered as a solid wall of a great prison to cover up abuse of power, cruel domination, and cold bloody murder from the communist government.  History has strongly accused the Land Reform and Cultural Revolution in North Vietnam.

 

The Vietnamese Communist Party was the culprit who caused a slaughter war between North and South.  The Vietnamese Communists determined to violate the Geneva (1954) and Paris (1973) Agreement. That decision caused thousands of destructive events.  They deployed forces to occupy South Vietnam. That occupation caused millions to be separated in life and death. Many houses were destroyed, and people lived miserable and unfortunate in the war.  For example, history in the world has seriously accused the Vietnamese Communists of the massacre of thousands of innocent people during the Tet Offensive in Hue City (1968).

 

Since the fall of Saigon on April 30, 1975, the Vietnamese Communist Party has dominated the whole nation under the unhumanitarian Manifesto of Communism in 1847.  They imprisoned and tortured hundreds of thousands of people in the South.  They confiscated people’s properties through the Capital Reform Revolution.  They applied a food population control management, enforced rural people to live in country sides called the “New Economic Zone.”  They also prohibited to travel from place to place or even to open markets.  The southerners began to live not only under poverty line but also losing all of the rights to life.

 

Since the above situation, southerners escaped from Vietnam by a small path in frontiers or in small boats in the South China Sea with a hope to live in the free world.  There were itineraries for freedom on South China Sea and Gulf of Thailand.  These itineraries that vibrated all over the world became victims of pirates. These boat people proved human beings on the Earth know the value of Freedom and the willingness to live in a free country.  The Vietnamese boat people used their lives to write a bravely historical chapter and affirmed to the world: Give me “Freedom or Death.”

 

In 1977, the Vietnamese Communist Party invaded Cambodia and destroyed Khmer Rouge Troops.  They propagandized to people that they fulfilled an      “International Duty.”  They drafted young men and women to join their army. They concentrated all potential energies of the nation onto that war.  This unpopular war created a political crisis. The world accused the Vietnamese Communist of invasion in Cambodia. The war drained the wealth of the country and sank their military.    

 

At that time, China believed that Vietnam was a satellite of the Russian system and was against China; therefore, Vietnam occupied Cambodia.  In 1979, China sent her troops and invaded Northern provinces of Vietnam, so called “to teach Vietnam a lesson.”  The Vietnamese Communist Party faced against two forces. First, the Vietnamese Army had decayed in the Cambodian battlefields.  Secondly, they had to send troops to fight China’s troops in the northern frontier between China and Vietnam.  Therefore, the Vietnamese potential energy drained out and exhausted completely. Vietnamese people lived with nightmares and famine. Their children had to sacrifice blood and money because of Communist Party’s foolish ambitious decision.

 

Since the collapse of the Russian Empire, Vietnam has lost a giant support; therefore, she has turned 180 degrees toward China.  In order to continue to receive China’s support, Vietnam has become China’s loyal slave in communism.  This was shameful, ignominious, and cowardly for Vietnamese Communists to listen to their Chinese master.  The Vietnamese Communist Party has been collective traitors who have been against the Vietnamese people and destroyed their fatherland.

 

IV.           The Communist Party Oppressed Vietnamese People in Order to Maintain Dictator Leaderships.

 

After more than 60 years in control of North Vietnam and 30 years occupying the South, the Vietnam Communist Party has abolished all basic rights of human beings.  They have seized the self determination right of Vietnamese.  They have used force to mandate the Vietnamese people follow a path designed by the unhumanitarian Communism.  That path has led people to live under the poverty line and underdeveloped and created so many nightmares for the people.  They have purged Vietnamese Communist comrades who have ideas of reforming.  They imprisoned them.  They oppressed and tortured democratic activists. 

 

Since 1930, the Vietnamese Communist Party has had many strategies to govern people.  Recently, they set up Article 4 of the Vietnamese Communist Constitution.  Article 4 states, “The Communist Party of Vietnam, the vanguard of the Vietnamese working class, the faithful representative of the rights and interests of the working class, the toiling people , and the whole nation, acting upon the Marxist- Leninist doctrine and Ho Chi Minh’s thought, is the force leading the state and society.”  All party organizations operate within the framework of the Constitution and the law.”

 

As you have seen, Article 4 is a solid formula to govern the society by the Vietnamese Communist Party.  This Article maintains the dictatorship regime and leadership.  They created laws to protect non-democratic policies and ignored Human Rights. Disasters of corruption are spread out from the center of power to local power.  The corruption issue infects Vietnamese spirit in several fields, such as, politics, economics, society, culture, health care, education, etc…The Communist Party becomes a Fascist collective dictator. It might say correctly, “this is an armed gangster party.”  They exhibit an unusual reasoning such as “market economics follows the direction of socialism.”  This reason created an opportunity for the collective dictators becoming red capitalists.  They confiscated natural resources, national potential economics, and finances for their wealthy. In short, The Communist Government caused the largest debt in history that the poor Vietnamese will carry and pay to international lenders.  Assume the Vietnamese communist Party will collapse; the post communist government will carry out the great debt. Our children will pay for it.

 

V.              National Communist Disaster Destroying Our Country

 

Until today, the Vietnamese Communist Party has committed to betray one’s country for individual wealth. They gave up part of fatherland, islands, and sea to Red China for protecting their power of control of the nation. This will cause national miserable disasters for Vietnamese.

 

1.      The national Communist disaster is a great misery for Vietnamese.  It has weakened the potential of national momentum and decayed society.  The Vietnamese Communist Party managed the country by unlawful rules.  They destroyed not only the fatherland but also from one family to another. They have kept the nation under the poverty line and underdeveloped.  Citizens have been living in suffering without hope.

2.       The national corruption has made morality up side down, and spontaneously destroyed most completely national economics.  The Vietnamese Communists have used violent power to oppress people not only in the physical body but also in spirit. They have confiscated people’s property at noon to make people upset and hopeless in their hearts.

3.      The national horse-race inflation has increased people’s poverty and hopelessness.  Their horrible lives have been made more difficult, and they have suffered.

4.       Society had deteriorated: social disasters have spread out all over the country and destroyed potential energy and morality of Vietnamese.

5.      National religious disaster: The Vietnamese Communist Party has attempted to wipe out all religions.  They have confiscated religious properties.  They have extorted the right to promote religious titles.  All religious activities have been restrained, dominated, and controlled by the National Front, Religious Committee, and Security committee.

6.      The national pollution: Natural resources have been destroyed by not only nature mother but also human beings from one generation to another.  They have damaged people’s health and human beings’ life.  It has directly affected the survival of the Vietnamese ethnics. 

7.      The national brain damages: the poverty and corruption have pushed the level of people’s knowledge down, and it has gradually decreased.  They have also led the young generation to go far away from school.  The Vietnamese Communists have exercised their ignorant people policies in order to ease dominating the Vietnamese people.  They have prevented students’ communicating and learning from the modern world civilization by prohibiting and censoring use of the Internet.  This issue has affected the future of the people’s destination.                

8.      The national decreasingly morality: This has been an essential emotion of human beings and citizens. There is no longer existing humanity from health care to social field, culture, education, etc… The Vietnamese morality that was taught since thousands of years ago is destroyed.

9.      The national selling human beings:  human dignity of Vietnamese is robbed and stepped on. Many people are sold to be slaves in other counties. Some people are presented on commercial advertisements as if they were animals.  Others are sold and pushed on a prostitution road.  Even Vietnamese teenagers are sold on a windy and dusty road.  They are beaten and abused.  This is an extremely painful sentiment of Vietnamese.

 

VI.   Goals and Methods of Fighting

 

      How do we destroy these above national disasters in order to change 

      Vietnamese’s fate?

      There are no Human Rights here, how do we have the rights of citizens?

      There is no freedom here, how do we have the self determination? 

 

When a nation is to prosper or to perish, of course every one must have responsibility for the survival of the nation. Only Vietnamese can save their nation and their people.  No country is able to help us if the Vietnamese people do not unite and determine to stand up and to save the nation from the Vietnamese Communist national disaster.  The Communist regime can definitely be replaced by a free and democratic regime only.

 

For this reason, we seriously call all Vietnamese citizens in the country and abroad to unite their perception and hold together to save our country from the communist disaster. Therefore, we can satisfy the desire for freedom and human rights for Vietnam. We are based on the national orthodox principles and the will of the Vietnamese people. We will fight this last battle in peace and non-violence.

 

We call insistently all Vietnamese in Vietnam and abroad who must be concerned to unite in order to have potential momentum.  We will ask the Vietnamese Communist Party to transfer the power of the national self determination and the human rights back to all Vietnamese.  By debating and calling the Vietnamese Communists to accept a road map transferring the right of self determination the Vietnamese people in peace.  The Vietnamese Communist Party must recognize and return unconditionally the essential rights of human to Vietnamese, such as,

·        Freedom of thought

·        Freedom of press

·        Freedom of Speech

·        Freedom of religion

·        Freedom of building a party

·        The Right of Vote

·        The Right of being a candidate

·        The Right to live

·        The Right of meeting, and

·        Abolishing Article 4 of the 1992 Constitution

 

Once citizens have the right of self determination, they have full  rights.

They use their votes to decide the fate of national politics of the county through the method of general election.

Meanwhile, we call insistently all Vietnamese Communities abroad to campaign by any convenient instrument.  All Vietnamese intellectual and scholars communicate with the United Nations, all free countries in the world,

International Human Right Organization, and the World Banking System in many fields effectively, such as, politics, economics, diplomacy, etc… We call upon the Vietnamese Communists to accept a general election fairly and all parties must concede the result of the general election.

 

Methodology of Fighting

 

1.      Using a moderate method and non-violence in order to get back the right of self determination so that the Vietnamese Communist regime will be replaced by a free democratic government.

2.      Building the independent nation of Vietnam, freedom, democrat, humanity, wealthy, and powerful based on the foundation of a civil government, justice for all, having a multiculturalism government, multi parties, and distinct between three branches: Legislative, administration, and Justice.

 

We pray for the Spirit of Rivers and Mountains and Ancestor’s Soul to bless all Vietnamese to unite and to have the same heart in order to save and develop the wealthy and powerful nation.
