What is the Holy Ghost?
"And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you."John 14:16-17
The Holy Spirit is the Spirit of God, it is God, it is His powerful action that permeates creation with Love and Life. It is existence itself. We know Him also as the third person of the Holy Trinity.
As we look at the attributes of God, who is One, we may say that God the Father is the Absolute Power and Will, God the Son is His Word and command, God the Holy Spirit is the action of God which is Love.
The Holy Spirit is a fire of Divine Love that comes to touch us and refine us in an ardent desire to possess God. It gives us a passion for God, it destroys all the earthly affections because it opens our spiritual eyes to see how precious God is.
Matthew 12:32: "And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come."
What does the Holy Spirit allow you to do?

Prophecy
Be able to discern spirits, (Be able to tell Christians from non-Christians)
Being filled with the Holy Spirit is different than the Holy Spirit dwelling in you.
All Christians have It in them, and even most non-Christians, I believe, can feel It tugging at them. Not everyone, however, is filled with the Spirit.
Having the Holy Spirit dwell in you is like having a dark chamber that is lit, but the corners are still dark. It leaves still some doubt.
Being filled with the Holy Spirit you are completely lit and knowledgeable. There is no doubt what so ever because you definitely feel the presence within you and are able to do miracles in the name of Jesus.
Can we all have these gifts?
Yes, God instructs us in 1 Corinthians 12:31 Covet earnestly the best gifts: and yet I shew unto you a more excellent way.
These gifts come by prayer, and God may not immediately give them to you, but keep praying. God promised them to you and if you seek you shall have them.
