She did help Eggman, but only to retrieve information for the president. But it is best to classify her as an anti-hero of neutral alignment as she has tendencies of both good and bad.

Dislikes: Rouge hates it when she can’t get what she wants or when she can’t have her way. She gets extremely jealous when others have something more valuable than her. Rouge hates tedious obstacles, Amy is extremely annoying to her and she also hates it when others insult her and bring her ego down.

Bio:
Rouge’s history before Sonic Adventure 2 is virtually unknown. But, possibly, before the events of the game she was recruited by the military for her abilities to sleuth, sneak in and to steal things (specifically jewels) without being detected. She is also a “famous” jewel thief, implying she was most likely a criminal before hand. Later, she would be handed the task to research “Project: Shadow”. To do this she would have to be able to access the information from the inside. So, with not a minute to spare, she allied herself with Dr. Eggman and Shadow himself by promising them the seven Chaos Emeralds they needed to use the Eclipse Cannon.
During her escapades with Eggman and Shadow she secretly obtained information of “Project: Shadow” from Eggman’s computer database and sent it to the military. During all of this, she met up with Knuckles the Echidna who was trying to stop Rouge from taking his Master Emerald. Eggman soon came between the two and tried to take the emerald also, but at the last minute Knuckles shattered it into pieces. Rouge and Knuckles soon parted as they both attempted to find the pieces of the shattered emerald and take it for themselves.
Later on, everyone would wind up in space and Knuckles and Rouge came to both take the (now repaired) Master Emerald. The two fought vigorously for the green jewel they deemed their own. The whole fight would end up with Rouge clumsily falling to her un-aimed doom. But fortunately enough, Knuckles would grab Rouge’s hand and pull her up to safety. Rouge, appearing to have a sudden change in heart, gave up the Master Emerald saying that “It stinks like echidnas do.”. Knuckles gladly grabbed the Master Emerald and rushed off. Rouge rushed off too, but with enough time to look back at the red echidna.
Rouge’s luck wouldn’t improve as time went on, since she got caught saving the “Project: Shadow” information onto a disc by Shadow the Hedgehog. Rouge didn’t understand what was going on. As she stared at the mysterious black hedgehog in front of her, she wondered who he actually was as the Shadow she had read about in her research was completely different. But it turns out she had been reading about the prototype to the “Ultimate Life Form”, the Biolizard.
Rouge and the others are later on forced to team up in an attempt to stop the Biolizard. But as time goes on, Rouge would end up participating in a number of adventures, such as Sonic Battle and Sonic Heroes. Between all these adventures, our little seductive bat has proven that she is more than just a pretty face, she’s also quite the heroine.
