Like always first we must clear out and sort out what Devil is and how he is related to Kazuya:
Kazuya makes a pact with Devil so that he can LIVE and avenge his father for tossing him off the cliff. Devil gives Kazuya his power and through it Kazuya becomes the badass son of a bitch we all love...or love to hate. Devil is Kazuya's source of power. Devil Kazuya isn't a powered up version of himself as much as he is an upgrade so he can carry out more destruction like shooting beams and fly. Other than that, they are one and the same with the SAME POWER as their source. The sign of Devil powers being accessed is the tell tale glowing of one or both eyes of Kazuya. Devil at full power means, Kazuya at full power. Devil in a weakened state means Kazuya in a weakened state. And of course, dead Kazuya means a dying Devil (since Devil is a parasite entity that actually needs a host to exist at full power). However, they both are two separate conscious: one is Kazuya Mishima and the other is Devil, both of whom control the body they exist in simultaneously. At any vulnerable moment, either Kazuya or Devil can gain control over the other and become the dominant personality while the other fades away. This was confirmed when:
Devil, shocked at the fact that the Kazama blood is stopping him from merging with his other half, is suddenly taken over by Kazuya. As he is hit by Kazuya's electricity he even says "Kazuya, you bastard! Why...?!"
Devil takes over Kazuya's mind when in a happy, unguarded reunion with his grandfather his eyes suddenly glow red, his voice contorts and he kills Jinpachi. That wasn't Kazuya because his voice was doubled and that clearly means that it was Devil at the moment and not Kazuya.
Please notice that Kazuya DOES NOT need to morph into Devil to use the
devil powers and neither does he need to revert to his human form to
remain the dominant personality. He can be the dominant conscious
regardless of the appearance (evidence was his Devil form in T5
prologue). Same with Devil: we have seen Devil being the dominant
personality while in Kazuya's human form AND in his Devil form (evidence
was the T4 Kazuya epilogue where Devil is the dominant personality
despite being in Kazuya's form. This was also the case in Kazuya's T5
ending too).

Now lets look in greater detail at the events of each game.
Tekken1
Kazuya defeated Heihachi in Tekken 1 without any help from Devil. For those of you who don't know this: Kazuya never once made the pact with Devil for power. He made it for LIFE as he was going to die. The power just happened to be a 'tag in' if you know what I mean. Also if you think that Heihachi is his own man and has his own power, you are gravely mistaken. Heihachi has used the powers of some scrolls (I believe the same that Feng Wei was after) and used it to make himself stronger. Canon wise, however, Heihachi was said to have become "soft" due to lack of competition and training mind you while Kazuya retained his edge. Kazuya defeated him without even using the strength of the Devil (and so not using his full strength). Heihachi was still defeated. While Heihachi's dulling edge IS a undeniable factor, fact of the matter is Kazuya managed to defeat him without even using Devil. This match, in my opinion, doesn't give a good outlook on neither fighter. Heihachi wasn't at his game and Kazuya didn't use his full power.
Tekken2
Then two years pass by and Heihachi is training his butt off. During the tournament, Kazuya is caught up in a mental war between his love for Jun, and his hatred for his father. Heihachi comes along and they fight. Notice how there is always a subtle explanation given by Namco so as to why Kazuya lost but never once for Heihachi (and no, it was only some guy who stated on his site that Heihachi underestimated Kazuya in Tekken 1. That is NOT an official Namco fact. Besides there are a billion mistakes on his site about the Tekken story so he is overall a very unreliable source though I do admire all the work he has done). Heihachi defeats Kazuya and tosses his unconscious body into a volcano. Kazuya NEVER morphed into Devil to fight Heihachi. The only person to canonically fight Devil was Jun Kazama when he came to possess the then unborn Jin in her womb after Kazuya died in the volcano.
Now bear with me. These are the reasons why Heihachi didn't fight Devil:
Canon wise, Devil is never mentioned to have fought Heihachi.
Heihachi didn't recognize Devil in Tekken4 at all. When Kazuya's voice becomes doubled and his eyes glow, all Heihachi asks in shock is "who are you?!" to which Devil replies, "I am the one you call Devil". Now why would they need to introduce each other if they fought in Tekken2? And no, please don't tell me that back in Tekken2 they never spoke to each other. Please.
Heihachi was knocked unconscious by a mere GLARE by Devil in Tekken4 ending of Kazuya. In Tekken4, Devil is at HALF his power that he was supposed to be in Tekken2 since half of him is in Jin. Now how can this be? He KO's him in a weakened state but can't at his full power? And Heihachi has only gotten stronger with the passing years.
Devil said to Heihachi in Tekken4 "I lost a part of myself when you nearly killed me". This quote is actually in reference to Heihachi tossing Kazuya (and since Devil resides in Kazuya's body him too). Even in the canon story, it says that Devil needed a body to be at full power and that is why he sought out Jun (actually the baby). So thrown into a volcano so that his physical body was burnt and killed and reduced to a weakened state.....that spell "nearly killed" to anyone here but me?
Tekken 4
A resurrected Kazuya Mishima enters the Tekken4 tournament to take on Heihachi again. But as the game unfolds we discover that Kazuya's main agenda was in fact to find Jin Kazama so as to merge his Devil forms together. Even in his ending he is less concerned with Heihachi than he is in merging his Devils together. Don't believe me:
Devil KO's Heihachi with a glare as was clearly shown. Instead of proceeding to kill him, Devil simply turns around and tries to merge his two halves together.
Now its true that Devil and Kazuya are alternate personalities, but even when Kazuya takes back ownership of his body (as clearly seen in the ending) he doesn't kill Heihachi but again merges the Devils together.
and lastly notice that Kazuya's level of power IS Devil's powers since they are one and the same body (with alternate personalities). Kazuya was at HALF his power and even then Devil wtfpwned him with a simple glare. Now care to explain why Kazuya didn't do that at the tournament even though as I explained he can access Devil's powers at any moment and that IS his power?
fact of the matter is, Kazuya took a dive in the tournament final against Heihachi. this is supported by two things: one was Devil's word's "you saved me the trouble of having to search for him". And like I explained Kazuya AND Devil BOTH need the half in Jin to merge with his own in order to be at full power since they share the same source of power. The second is the fact that hours later Devil pwned him for free with a glare. Now why wouldn't Kazuya do that at the tournament if that was really what he wanted.
Suffice to say it was a clear case of "taking a dive" since Kazuya was more focused on finding Jin and get back to his full level of power.
