NOTE: You must have an invitation to Shangri-La before you can access the city. To get an invite you must have at least 100,000xp and type in "ambassador" in the question box, under a townie. Eventually one will lead you to the City Hall of Records. You will then meet the ambassador and he will tell you that you must complete an AI (Almost Impossible) case. Complete the case (you can use the case files) and the ambassador will automatically pop up at the completion of the case and hand you an invitation to Shangri-La.
This invitation never expires and is good for anytime!
