The red center strip represents traditional Penglai with the two maroon strips represent the Technate’s evolutionary program changing Pengali in a Xiaokang society. The shafts of grain and cogwheel, representing growth and development, surround the monad, a symbol of balance and unity, service to inspire the citizen of Penglai to work together so all will equally share in the Technate’s new found prosperity.
