Pinto Characteristics and Requirements
Conformation and Colour Requirements
1. Pintos are basically a riding type. As we are a colour registry no one breed is favoured over any other.
2. There is no restriction in height requirements.
3. Horses must be sound and pass the required conformation standard in accordance with the direction of inspectors from the Tasmanian Pinto Society Inc.
4. Breeding stock with the following hereditary faults will not be eligible for registration. Cryptorchidisia, Monorchidism in stallions, Parrot mouth (over shot jaw) or under shot jaw no more than 3 mm variation. Lock Stifle. Congenital cataract. Nasal disease. Malformation of the genitals.
5. Horses or ponies with Appaloosa or Palouse ancestry or characteristics are not eligible for registration. Horses or ponies developing such characteristics or breeding stock producing progeny with these characteristics will be de-registered.
6. The ideal Pinto possesses a 50/50 distribution of colour and white markings, however, acceptable patterns range from the predominantly white to the predominantly dark horse.
7. The Pinto must have noticeable markinsg on the body not including the face or below the level of the elbow or stifle. Jawbone markings are acceptable.
8. Only visible markings from an eye height of 5ft (1.5 m) at a distance of 10ft (3m) viewed from either side, front or rear shall be considered. The lesser of the two colours should meet the minimum requirements of:
8.A. 10cmx10cm for ponies under 12hh.
8.B. 15cmx15cm for ponies over 12hh and not exceeding 14hh.
8.C. 20cmx20cm for horses over 14hh and under 16hh.
8.D. 25cmx25cm for horses 16hh & over.
A maximum of three coloured areas are to be considered in assessing minimum colour requirements which may be the three largest present.
9. In borderline cases i.e. where the committee considers that the colour present on the body of the horses meets minimum requirements but cannot verify the measurement, the presence of two or more typical Pinto characteristics may influence the committee.
9.A. The presence of the lesser colour below knees and hocks.
9.B. Glass, blue or watch eyes.
9.C. Apron face.
9.D. White on jaws.
9.E. Pink skin under white hairs and/or blue zone between
white hair and other colour present.
9.F. Two colour mane or tail (not flaxen).
9.G. White under belly.
9.H. should the registrar or committee insist upon inspection for colour requirements before accepting the application and the purpose appoints classifier/s, the expenses of such classification, which will be held at a time and place, determined by the committee, shall be borne by the applicant who submitted application.
10. A Pinto may be white and any other colour known in horses, such as bay, black, brown, chestnut, grey, palomino, dun etc. Piebald is black and white. Skewbald is any other colour and white.
11. All eye colours are acceptable. No discrimination will be made against the colour of the eye.
12. Light or dark skin will only be taken into account in the case of a grey and white or dilute and white Pinto whose markings have faded.
DEFINITIONS OF COAT PATTERNS
TOBIANO (PRONOUNCED TOE-BEE-AH-NO)
The Tobiano is basically a white horse with patches of colour. It generally has white legs and white crossing its backbone between wither and tail.
OVERO (PRONOUNCED O-VAIR-O)
The Overo appears as a dark horse with white markings. These markings are of irregular shape with jagged edges and normally originate on the horses side of the belly, often spreading towards the neck, legs and back. Colour appears to frame the white areas. An Overo usually has a dark mane and tail, leg and backbone. Bald or white faces often accompany any Overo patterns. Some Overos show white legs along with splashy white markings, seemingly made up of round, lacy white spots. Another variation is a dark horse with a belly marking and little or no other white markings, or the predominately white horse with dark hair along the backbone - the wither to the but of the tail.
TOBERO (PRONOUNCED TOE-BEAR-O)
Can sometimes be referred to as a Tovero. The Tobero is a combination of the Overo and the Tobiano pattern. Horses should clearly show definite characteristics of the two patterns as described above.
SABINO (PRONOUNCED SA-BEE-NO)
Can be predominately dark to predominately white horse. The location of white on these horses is generally the same as the Overo description above. Colour extends from the legs or belly up towards the back bone. Can appear roan like. Typical Sabino markings can be seen on horses of draught type breeding.
13. Where the classification inspector or registrar cannot positively identify the pattern of a horse by inspection, photos, or known ancestry, the inspection report is to be endorsed accordingly. Such animals will be identified by their progeny. If horse is a gelding it will be classified at the discretion of the committee.
13A. Filly foals or mares with less than the required colour markings
but authenticated Pinto ancestry may apply for recording in the Breeding
mare section of the Register.
REGISTRATION
14. All applications for registration must be submitted to the registrar.
15. Registration fees will be charged.
16. All horses submitted to the registrar, and passed by committee for registration will
be issued with a certificate as evidence of such admission.
CLASSIFICATION
17. Classified - for the purpose of these rules and regulations, the word classified means to have passed the standards set down from time to time by this society.
18. Classifiers will be appointed by the Tasmanian Pinto Society Inc. Committee.
19. Classifications will be carried out from time to time as required by the Tasmanian Pinto Society Inc. committee and/or it's Registrar.
20. No owner or part owner shall be eligible to classify his/her own horse/pony or any horse/pony bred by him/her to which he/she has an interest either directly or indirectly.
21. A classifier shall not inspect the same horse twice in any twelve-month period. Unless directed by the committee.
22. All requests for classification must be submitted to the registrar.
23. All horses transferred from interstate are eligible for Tasmanian registration provided they have been classified to our standard.
CLASSIFICATION DECISIONS
24. The Committee may refuse to register any horse if:
A. They consider the horse to be in a starved condition or in such
poor state of health that it would be difficult to reach an informed decision.
B. They consider the horse to have a contagious disease.
C. The horse has been insufficiently trained to be able to carry
out a proper inspection.
25. The verdict may be appealed against upon payment of a prescribed fee set by the committee. Such appeal must be lodged with the registrar of the society within 14 days of classifiers giving their verdicts. The society will appoint different classifiers to inspect horse.
NAMING THE HORSE
26. Members with breeding stock must record a name prefix and all horses bred by such member are to have the members recorded prefix in their registered name.
27. All horses registered with another society coming into the registry should be registered with that name where no duplication occurs. If duplication does occur, the name will be suffixed by the registering owner's prefix in the possessive case.
28. Names - including name prefix must not exceed 40 letters (including spaces and punctuation)
29. The registrar may refuse to allow any name that is considered misleading or contrary to the interests of the society.
CHANGE OF HORSES NAME
30. The name of a registered pinto shall not be changed unless the society subsequently finds an error was made in recording the name. Upon any change being made in accordance with this regulation, a proper record shall be made by the registrar in the studbook and elsewhere as may be required in order to avoid confusion.
31. The name of an identified foal may only be changed if the breeder and/or the first recorded owner agrees with with the change. Upon any change being made in accordance with this regulation, a proper record shall be made by the registrar to avoid confusion.
PHOTOGRAPHS
32. Photographs are required for registrations. The number required will be stated on the application for registration form.
33. One photograph taken from the side of horse showing the greatest distribution of colour with the head turned towards the camera is required for the Tasmanian Pinto Inc. registration files.
34. The registration certificate will carry a photograph of the same side of the horse as held in the Tasmanian Pinto Society Inc. files.
35. All photographs submitted for registration must contain a complete image of the horse without saddlery or rider and in an 8cm x 8cm area on the photo. Prints must be no larger than 10 cms x 15 cms or 6" x 4 "and on photo quality paper.
36. Photographs must have been taken within three months of applying for registration. Photos must be attached to vet form for identification of a stallion by a vet.
37. All photographs submitted to the Tasmanian Pinto Society Inc. for registration purposes shall become the property of the Tasmanian Pinto Society Inc.
RECOGNITION OF ANCESTRY
38. The registrar will only recognise ancestry if authenticated by copies of service certificates or other details as requested by the registrar. These details to be approved by committee.
TIME LIMIT OF APPLICATION FOR REGISTRATION
39. Any application for registration which has not been processed within six months of the horse being inspected because of default on the part of the applicant, applicant maybe required to pay a late fee or penalty as required by the registrar.
40. If penalty conditions are not met, the application for registration will be deemed null and void and all monies paid will be forfeited.
REPLACEMENT OR ALTERATIONS OF A REGISTRATION CERTIFICATE
41. An application for a replacement certificate must be made in writing to the registrar and be accompanied by a photograph of the horse, along with the prescribed fee of $10.
42. Any unofficial alteration, addition, deletion or endorsement to a registration certificate or certificate of foal identification may render registration invalid.
43. Any request for alteration or addition to a registration certificate must be made in writing to the Registrar and will be made by the Registrar and approved by the committee.
DE-REGISTRATION
44. The registrar may cancel or amend the registration of any pinto if:
a. Any error is found to exist in the registration application.
b. Hereditary defects are found.
c. It is a stallion the becomes infertile (verified by vet)
d. At owner's request
e. Develops or produces progeny with Appaloosa or
Palouse type characteristics.
f. Un-financial membership of owner.
g. The horses are the property of an expelled member.
45. The committee may cancel the registration or make such correction to the records as necessary.
46. De - registration shall not constitute disqualification for re-registration except in the cases where the Pinto develops characteristics disqualifying it totally for registration.
47. When a registration is placed into the inoperative situation:
A. The horse will not be eligible to compete in classes designated for
registered stock at shows, gymkhanas and other Pinto events.
B. Stallions will not be issued with service certificates.
48. Registrations will be transferred from the inoperative to the active situation when the disqualifying condition has been rectified.
49. Stock that loses colour pattern i.e. Due to greying or roaning out will be down graded to B-stock with breeding rights only no showing rights. This is to be determined by the Registrar and a classifier.
TRANSFER OF OWNERSHIP
50. If the present owner is not the first owner, the application for registration must be accompanied by proof of ownership, either a bill of sale, Statutory Declaration or accompanied by copies of any other breeds Registration Certificates pertaining to the said animal, stating ownership.
51. The Registrar may at his/her discretion refer any applications unaccompanied by such proof of ownership to the committee.
52. Where the transferor is not a financial member and/or is not available to sign an application for transfer to his or her name, transfer will only be accepted if the application is accompanied by a Statutory Declaration that he or she is the owner of the horse. 53. Within sixty (60) days of sale or change in ownership of a registered Pinto the transferee must forward to the registrar, an application for transfer signed by him/herself and the transferor and accompanied by the prescribed fee.
54. The transfer fee is payable by the transferee.
55. Where the registered owner sells, gives or leases a mare in foal he/she must provide the new owner of lessee with the appropriate service certificate, or signed documentation by the stallion owner as evidence of such service.
56. If any of the above conditions are not met, a penalty maybe imposed. If the penalty is not met then the member is deemed un-financial until penalty is paid in full.
57. It is the responsibility if the Vendor to advise the Tasmanian Pinto Society Inc. of the sale of the horse with 28 days or a penalty will be imposed.
LEASING
58. For a lease of a horse to be recognised by the Tasmanian Pinto Society Inc whether for breeding, racing, showing or performance purposes, written notice of its existence must be filed with the registrar on the form provided.
59. Both the Lessor and the Lessee or their nominees must sign the form. If either Lessee or Lessor is under the age of eighteen years then the signature of a parent or guardian will be required.
60. The notice shall provide the effective date of lease and may provide a termination date signed by both Lessor and Lessee.
BREEDING DOCUMENTS AND RETURNS
61. Any person owning or leasing a registered stallion shall issue a Service Certificate for every mare covered.
62. Service Certificates shall be in triplicate as follows
Original - Forwarded to the Registrar
Duplicate - Forwarded to the mare's owner upon payment of service
Triplicate - Retained by Stallion owner
63. The service certificate must be signed by the registered owner of the stallion or his/her authorised nominee
64. Service Certificates completed in all details and signed must be forwarded to the Registrar with application of Foal recording along with authenticating documents of parents breeding if the owner wishes to have known ancestry recorded.
65. Service certificates are available from the Tasmanian Pinto Society Inc. In addition, will only be supplied to financial members to be used only for Tasmanian Pinto Society Inc registered stallions.
ARTIFICIAL INSEMINATION
66. Artificial Insemination will be permitted as an alternative to natural service: Where the collection of semen from the stallion and the insemination of the mare is carried out by registered veterinarians or artificial insemination technicians whose qualifications are acceptable to the Society.
67. The Society will recognise the particulars of the sire of any foal begotten by artificial insemination which complies with clause 66 only if the application is accompanied by an appropriate certificate of service or similar and a certificate from the veterinarian or artificial insemination technician concerned that states that insemination was carried out in accordance with that clause.
68. No foal or horse is eligible for registration if it has been bred by artificial insemination in any other way than in compliance with clause 66.
CASTRATION OF STALLIONS
69. When a registered Stallion or identified colt is castrated, the registered owner must notify the Registrar within sixty days and return the Registration Certificate. The horse will be transferred to the gelding Division and a new certificate issued.
A. Must supply a vet certificate or receipt as proof of gelding
70. Failure to comply with the conditions of clause 69 will render the registration inoperative and the Gelding will not attract the facilities of the Tasmanian Pinto Society Inc.
DEATH OF REGISTERED STOCK
71. The registered owner must notify the registrar of the death of any Pinto and return the Registration Certificate for endorsement.
72. The Registration Certificate will be returned when the office records have been altered.
BRANDING
73. Branding is recommended.
74. If desired the horse may be branded with a breeding brand number over the last number of year of foaling providing such brand is positioned on the off shoulder
75. If desired the horse may be branded with a breeding brand on the near shoulder.
76. The Society will recognise/accept freeze branding if carried out in accordance with the Tasmanian Pinto Society Inc. recommendations.
AGE OF THE HORSE
77. The age of a Pinto shall be taken as the 1st of August. It is a weanling during the Calendar year in which it foaled and a Yearling in the first Calendar year following its foaling date, regardless of time of year foaled.
CLASSIFICATIONS
78. The Tasmanian Pinto Society Inc. Committee will appoint classifiers.
79. All geldings may be registered by photos, the number specified by the Society
80. Only Classifiers approved by the Tasmanian Pinto Society Inc will carry out classifications.
81. No owner or part owner shall be eligible to classify his/her own horse/s, or any horse/s bred by him/her or to which she has an interest directly or indirectly.
82. A classifier shall not inspect the same horse twice, unless directed by the committee.
83. All requests for classification must be submitted to the registrar.
84. All horses transferred from interstate are eligible for Tasmanian Registration provided they have been classified to our standards and have met Tasmanian Pinto Society Inc. requirements.
APPEALS
85. If the Classifiers reject a horse, the owner may request a second inspection. Two (2) rejections shall be considered final.
86. Registrations decisions of the Executive Committee shall be considered final. These cases may not be resubmitted either by the same owner or under new ownership.
87. All certificates are issued with the right to cancel or revoke.
POWERS OF THE COMMITTEE
88. Powers of the Committee to accept or refuse identifications and/or registrations in certain cases are absolute
89. Not withstanding anything in these regulations, the committee may refuse any particular application for identification or registration where the committee so resolves.
REGISTRATION PROCEDURE APPLICATION
90. Application for registration must be made on official form.
91. Application for Registration will only be accepted from financial members
92. All information required on application form must be clearly set out in ink, ballpoint pen or typewriting and the application must be signed by the applicant. In the case of the applicant being under 18yrs of age, the applicant's parent or guardian must sign the application.
ELIGIBILITY
93. To be eligible all applications must be submitted on the prescribed form containing all information as the committee may from time to time require.
94. Accompanied by photographs as stated on the application form.
95. Should the registrar or Committee insist upon inspection for colour requirements before accepting the application and for the purpose appoint a Classifier/s the expense of such Classier/s, which shall be held at a time and place determined by the Committee, shall be borne by the applicant for registration.
96. The Committee shall arrange classifications of Stallions submitted for registration and Mares whose owners wish to show them in classes restricted to registered Pintos.
FOAL IDENTIFICATION
97. Unless otherwise determined by the Committee in relation to any particular application the following regulations shall apply for Foal identification.
98. A foal may be recorded in the society's foal identification as
a. A Pinto Colt (provided such Colts are bred as under Tasmanian Pinto
Society Inc. regulations and must meet requirements in rules 1 to 16)
b. A Pinto Filly (provided such fillies are bred as under Tasmanian Pinto
Society Inc. regulations and must meet requirements in rules 1 to 16)
c. A Breeding Filly provided such fillies meet with rule 13A
d. A Pinto Gelding (provided they meet the requirements in rules 1 to 16)
e. The society will accept for registration any foal bred from unknown
parentage (provided they are bred as under Tasmanian Pinto Society
Inc. regulations and must meet requirements in rules 1 to 16). If a foal
is registered with unknown parent/s and the owner at a later date wishes
to have registration upgraded to known parentage then DNA testing
at owner's expense and all relevant documents will need to be
forwarded to registrar before certificate will be upgraded.
99. Each application for identification shall be
a. Submitted on the prescribed form containing all information as the
committee may from time to time require, and be accompanied by a
Certificate of Service or other such evidence of breeding as each
require under the appropriate regulations
b. Lodged by a financial member of the Society.
c. Accompanied by the prescribed fee.
d. To be lodged before the animal reaches twelve months of age
e. Foals over 12 months of age and under 24 mths can be foal recorded
at a fee set by the committee.
f. Should the Registrar or Committee insist upon inspection for colour
requirements before accepting the application and for the purpose
appoint a Classifier's the expense of such classification, which shall
be held at a time and place determined by the Committee, shall
be borne by the applicant for identification.
CLASSIFIED
100. For the Purpose of these Rules and Regulations, the Word classified means to have satisfactorily passed the standard as set down from time to time by this Society.
ADULT REGISTRATION
101. Adult registrations can be carried out when animals reach the age of 2 years, but owners have the option of deferring Adult registration until the animal enters its fourth year. Animals foal recorded that have been used for breeding before they have been upgraded to adult registration will be classed as unknown on registration forms until they are upgraded to adult registration then must comply with rule 98e. Foal identified stock have showing rights but no breeding rights.
FOAL FUTURITIES
102. The Tasmanian Pinto Society Inc. will conduct each year two (2) futurities. ( A) Yearling (B) Two Year Old
103. A single nomination fee to be paid before the 1st of August will allow the foal to enter both futurities.
104. A single drop fee is due by the 31st of July before the foal is a yearling, for both futurities
105. A final nomination fee is required to be paid for both futurities by the 10th October of the year in which the futurities are being held. Or a date set by the committee.
106. Mare to be nominated before foal is born.
107. Backdating nominations for mares and foals will not be accepted.
108. The committee shall set the fees.
SHOWING
109. Registered Pintos owned and entered by financial members or member can be shown by anyone on owner's behalf. Must be entered in owners name. Exception as per rule 115.
110. Neat and tidy dress is expected in the ring
111. Appropriate foot ware.
112. Sportsmanship is expected at all times.
113. Abuse of the Judge, show officials and/or volunteers will not be tolerated and may result in a ban from any official Pinto event.
114. Exhibitors must follow directions of Show Officials in all matters of safety without delay
115. All Stallions/Colts must be handled by persons 18 years or over.
116. All Stallions and Colts over the age of 2 years must be bitted when being exhibited in the show ring
117. All foal recorded Pinto's can not be shown in classes for registered Pinto upon reaching 4 yrs of age until they have been upgraded to adult registration.
DONATIONS
118. All donations made to the society shall be deemed the property of the society and will be used as the committee sees fit. Unless specifically directed by the donor.
