DPC from SDE(Telecom) to STS: Following Circles are yet to send the CRs. NTR, NTP, UP(W), RAJ & NE-II.
Meeting with CMD BSNL: GS along with AGSs Com. Sebastin & Com. Khan met CMD regarding Gr. A RRs. CMD assured us that the same will be approved in the next Board meeting which may take place by mid of May 2009.The issue of pending JTO/SDE pay scales was also discussed. We requested him to use his good offices to get the approval at the earliest. He assured to take the matter with DoT and get the pay scales approved.
Central Working Committee meeting of SNEA (India) will be held at Shillong on 26 and 27th of June 2009. All the participants of the CWC must reach Guwahati (Assam) on 25th where the host circle has made necessary arrangements for transportation by Govt Tourism Buses to Shillong . All the participants of CWC are requested to book their tickets so as to reach Guwahati by 25th morning itself. For further details please contact Com. Meeting with DIR(HRD), BSNL. GS, SNEA & AIBSNLEA along with other office bearers met DIR(HRD) and discussed a) Non finalization of R/R for STS equivalent and above (Group A R/R):- We strongly protested against the non finalization of the R/R in the Board meeting held yesterday even though it was placed before it two months back on 26/02/2009. If the Management was serious on the matter, it would have definitely cleared in this Board meeting. We clearly told the Management that further delay is not acceptable to us as the agreement was reached almost one year back on this issue and the entire Executives are waiting for almost nine years of formation of BSNL for this R/R for their regular promotion. We also made it clear that we will not accept any proposal in the name of BCG on the already agreed HR issues. DIR(HRD) informed that the Govt. nominees in the Board made some suggestions and sought some more details which has to be further discussed in the Board meeting. He assured that the R/R will be finalized in the next Board meeting itself as assured to us and he will take full efforts for the same. Since CMD, BSNL was out of station we could not meet him on this serious development. b) Implementation of additional DA of 9.4% for fixation of pay as per the DPE order dated 02-04-2009: We strongly pleaded for the implementation of the Govt. decision taken on the IDA for pay fixation w.e.f 01-01-2007 based on the recommendations of Group of Ministers (The GoM formed after the strike by the Oil Sector Officers Association). For pay fixation DA has to be taken as 78.2% instead of 68.8% as per the revised order. DIR(HRD) informed that the profit of BSNL also has to be taken into account as it is having financial implications. Since it is a Govt. decision applicable to all CPSUs for pay fixation, BSNL is having no other option, but to implement the same, we informed the Management. We will chalk out our future course of action on both the issues after meeting CMD also in this regard. c) Transfer and postings in the cadre of SDE/DE etc. The pending request transfer cases in different cadres also discussed and the personnel section is issuing a consolidated list of transfer orders.
FINALIZATION OF RECT. RULES FOR STS EQUIVALENT AND ABOVE (GROUP A R/R): The BSNL full board meeting held on 16/04/2009 not finalised the R/R. It is learned that the directors from DoT made some suggestions which has to be discussed further. The proposed R/R approved by the management Committee was placed before the board in its last meeting held on 26/02/2009.
GS addresses to DIR(HRD) on pick and choose cancellation/modification of posting orders in the LDCE quota.>>>>>>>> The issue relating to Pay Protection (for those under officiating promotion ) has been under constant persuasion at various levels. A lot of CSs from Circles like , UP(W), MP,Kerala, UP(E) , Punjab etc. were pressing hard for pay protection under TBP. In this directions the case is sent to Management Committee for necessary approval. The DPC from JAO to AO may be notified very soon for 500 vacancies approx.

Heartiest Congratulations. Struggle launched by the Forum in Defence of CPSUs has met with a superb success by getting the dismissal orders of two officers of ONGC converted in to suspension and revoking the suspension orders of 10 officers of Indian Oil Corporation . This has been entirely possible due to the sustained struggle of officers of all CPSUS under the banner of Forum in Defence of CPSUs. The Forum vows to fight to the last till all the victimisation actions are fully revoked by the Govt and Forum stands committed to continue its struggle in future to safeguard and protect the growth of CPSUs. Once again we whole heartedly congratulate all the officers of all CPSUs who participated in the recent organisational programmes of protest actions demanding revocation of dismissal/suspension order of Officers of Oil Sector. Oil Sector Officers were victimised for launching their protest against non-implementation of the recommendations of Justice N.J.Rao Committee and its dilution by the Group of Secretaries. It would not be an exaggeration to mention that the additional DA neutralisation for the purpose of fixation as on 01-01-2007 and allowances from 26-11-2008 issued vide DPE order No. 2(70)/08-DPE(WC)-GL-VII/09 dated 02-04-2009 is only because of the struggle launched by the Officers of Oil and Power Sector, as a result of which a committee of Group of Ministers under the Chairmanship of Hon Home Minister Shri. P.Chidambaram was constituted. This committee decided for the additional 9.4% DA for neutralisation and subsequently which was accepted by the Central Cabinet. The Forum in Defence of CPSUs will fight to the last of its blood to ensure that not a single officer of the Oil Sector is left victimised.
Employees Provident Fund (EPF) scheme to JTOs recruited in the year 2007 and completed their training: The JTOs of 2007 batch has to carefully exercise the option for EPF. Some important points are given below for your guidance. Each employee (JTO) has to give a 1) Joined declaration signed by the employer as well as the employee has to be submitted to the EPF authorities as the contribution is done without the statutory ceiling of Rs. 6500/-. 2) There is an option for the employee to opt for minimum pension scheme or Full pension scheme. Each employee has to exercise this option carefully as in minimum pension scheme, employee will get only a small amount as pension where as in full pension scheme the employee will get very good pension as good as Govt. pension and a good amount as provident fund contributed by the employer in addition to the employees contribution. An amount equivalent to 12% of emoluments (basic +IDA) will be deducted from the salary as the employees contribution towards provident fund. BSNL will contribute 13.61% of emoluments to EPF of which 8.33% will go to pension fund and 3.67% will go to the provident fund account. In minimum pension scheme employee will get a very good amount as PF at the time of retirement. So those who are interested in bulk amount as retirement benefit, they can opt for minimum pension scheme and those who are interested in good pension they can opt for full pension. Even in full pension scheme there is a provision for commutation of pension (85%). For further guidance you may contact the SSA/Branch Secretaries. SSA/Branch secretaries are requested to give proper guidance to all the new JTOs and see that they are exercising the option correctly.
CEILING ON GRATUITY: As recommended by the 2nd Pay Panel, Govt. enhanced the ceiling on gratuity to 10 lakhs and DPE issued the orders on 26-11-2008. The file in this regard send by DoT to Dept. of Pension was cleared by DoP. Now DoT will issue suitable directions to all the DoT cells enhancing the ceiling to 10 lakh. It is also learned that DoP approved it w.e.f 01-01-2006 onwards.

DPE issued orders for Revision of pay scales w.e.f 01.01.2007 as per the decision of the Cabinet for all Executives in the Central Public Sector Enterprises (CPSEs)- >>>>>>>
ASSOCIATION STRONGLY PROTESTS AGAINST THE PICK AND CHOOSE METHOD ADOPTED IN MODIFICATION FOR LDCE POSTING: GS SNEA(I) and GS, AIBSNLEA along with other CHQ office bearers met DIR(HRD) and GM(P) and strongly protested against the arbitrary modification order issued in LDCE posting without following any criteria on a pick and choose method. GM(P) told that all are spouse cases or compassionate ground cases, we pointed out that most of the genuine compassionate ground cases and spouse cases are not considered. We made it clear that this type of pick and choose modification is not good for the organization and those who obeyed the orders and joined at tenure stations are very much frustrated and demoralised. We demanded immediate and thorough review of all pending genuine cases where the officials obeyed the orders and which have been deliberately ignored by the Management. Association took a strong exception to this arbitrary method of posting of people on promotion and made it very clear to the management that the Association would not allow such a style of functioning of a few senior officers. Association strictly demanded implementation of criteria based transfer and posting of officials. DIR(HRD) agreed to review the entire pending cases and discussion will continue tomorrow. Around 200 agitated members including those joined at CO recently in LDCE were gathered in the BSNL CO during this time.
Pay revision: The cabinet, headed by Prime Minister Manmohan Singh, approved a proposal to merge 78.2 per cent of dearness allowance (DA) with basic pay as against the 68.8 per cent DA merger announced in November last year as recommended by GoM. As a result, the total emolument on a basic pay of Rs. 100 would become Rs. 231.66 after considering 30 per cent fitment on basic pay plus DA and differential pay (DP). In the previous decision, this came to Rs 219.4. HRA will be effective from the date of issue of order by DPE i.e 26.11.08. Remember the struggle never goes in vain. Eventually after three months of fight by oil sector and grand show of solidarity by ‘Forum In Defense of CPSUs’, finally the government has yielded to the valiant fight put up by our oil sector comrades.
Issue related to option to continue in CDA scales till promotion/retirement: BSNL CO has issued orders asking for details regarding the option. CSs, SSA secretaries and CHQ office bearers are requested to take note of the same and expedite the process to get the details from all the DDOs at the earliest.
Finally DOP & T letter dated 04.9.08 relating to vigilance clearance has finally been withdrawn by DOP & T. The same has already been endorsed by DoT to BSNL/MTNL vide letter dated 24th March 2009.The clauses relating to vigilance clearance were too draconian & harsh for employees and was specifically affecting the retired employees. It will be endorsed by BSNL very shortly. We had taken up the issue with DOT vigilance and in turn the DOT had taken up the same with DOP& T.

Association met PGM (IR) and discussed the result of accounts examination for SDE(C/E). PGM (IR) set the target as 15th April to announce the result. We also informed him that the competitive examination result is badly delayed and requested to expedite the same. PGM told that the delay is due to the J&K result as the exam was conducted separately on a later date. A meeting of ACP committee will be held on 30-03-2009. | 20th March 2009 MEETING WITH GM(Pers): GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Pers) and discussed:
1. JTO(T) to SDE(T) DPC: Since the CR & SR from almost all the Circles reached BSNL CO we requested to expedite the DPC process. GM(P) assured that he is trying to complete the DPC by this month end so that promotion orders can be issued by mid-April. We also demanded to clear entire 1993 year in this promotion order by taking into account of the 2008-09 vacancies also. GM(P) informed that it is not possible to clear the entire 1993 year initially as DPC is going to be held for the vacancies of 2006-07 and 2007-08 only. For the 2008-09 year vacancy DPC, CR & SR of the last year also has to be called. 2. SDE(T) to DE(T) DPC: We requested to expedite the DPC as this work is done by a separate team. However the success depends upon the Circles which are yet to send the CRs. All other C/Ss are once again requested to expedite the process. We also requested to consider all the tenure transfers and request transfers in the cadre of SDE and DE prior to the promotion orders. GM(P) assured to consider the same. MEETING WITH GM(Estt), BSNL: GS, SNEA(India) and GS, AIBSNLEA along with AGSs met GM(Estt) and discussed: 1. Reply to DoT regarding deferred option: GM(E) informed that DOT (Finance) sought the details regarding the financial implication of deferred option. BSNL CO is going to ask the details from all the Circles/Administrative units by Monday. All C/Ss are requested to ensure that all the required informations are send by the units at the earliest. 2. Anomalies in pay fixation as per the BSNL pay fixation order: GM(E) informed that as discussed earlier the necessary clarification will be issued shortly. For those having increment on 01-01-2007, pay fixation will be done and then increment will be drawn in the revised basic pay. In the case of pay fixation for those who joined after 01-01-2007 in old 9850 scale, direction will be issued to protect the pay on pay fixation. Important high lights.
A) DOT clarifies that payment of pension to absorbed staff in BSNL is the sole responsibility of the govt. under the provisions of sub rule 21 of rule 37A of CCS pension rules 1972, regardless of the fact whether BSNL is in a position to make pensionary contribution to DOT or not. This sets at rest all the doubts about the role and responsibility of the govt. to pay pension to all those absorbed in BSNL from DOT. B) BSNL has approved the pay scales for executives in accordance with the orders of DPE except that for JTOs and SDEs it has approved mid scales of E1A and E2B. These scales along with the 30% fixation of IDA pay w.e f 1.1 2007 as approved by DPE have been sent to DOT for issuing of presidential orders. We expect the proposals to be cleared very soon by DOT. C) A committee to decide future perks for executives has been constituted under the Chairmanship of Executive Director/finance, Corporate office, Sh S.R.Kapoor. Association shall be interacting with the committee very closely. D) Decision regarding revision of IDA pension on CDA pattern in accordance with 1972 statutory pensionary rules is being awaited from Ministry of law. E) DOP & P(W) clarifies that it has nothing to do as far as issue of merger of 50% IDA with basic for all those having retired prior to 1.1.2007 is concerned. DOT now has sent the file to DPE for getting its approval on this issue. F) We make an fervent appeal to the CSs of all those Circles from where CRs from JTO to TES Gr B promotion have not come to ensure that CRs are sent as expeditiously as possible so as to get the promotion orders from JTO to TES Gr B against seniority cum fitness quota issued as early as possible. This must be treated on utmost priority. G) DPC from TES Gr B to adhoc STS expected to commence shortly. H) Gr A RRs are expected to be notified very shortly. Various discrepancies contained in the draft Gr A RRs have been set right. I) Sweeping reforms in the existing structure of BSNL are expected to be introduced very soon. Boston consultants are presently examining the whole issue of bringing about sweeping changes in the organizational structure so as to create exclusively vertical and independent wings in business development and growth, marketing, sales, GSM, HR and all other related aspects that help BSNL in meeting the stiff emerging competition in the telecom sector effectively and successfully. We are in touch with the consultants to give them our inputs. Inputs from the field units on all these critical issues would be quite useful, relevant and must be immediately mailed to CHQ.

VERY URGENT: JTO to TES Gr B DPC is getting inordinately delayed primarily due to complete indifference of our CSs to get involved in the process of expediting sending of CRs from their circles for the last more than six months. Despite our continuous and persistent requests to CSs to send the CRs since Sept.,08, it is very sad that only a few following circles have send the CRs and the majority of following Circles are yet to even get involved in the process of CR collection. This is a very serious and sad matter. GS emphatically wants to make it clear that in case, within a reasonable time of ten days from now, the Circles mentioned above are not sending their CRs, CHQ office bearers will be deputed personally to these Circles for getting this job done. This would be an unpleasant action on the part of CHQ, but, unfortunately, an unavoidable one for obvious reasons. We cannot see JTOs languishing to get promotions for months together merely because of our inaction. As reported by CS AP Com. Meeting with M(S)/TC: As a follow up action of the advise given by Secy/DOT on the issue of deferred option case, GS and AGS, com Khan, had very extensive and useful discussions with M(S)/T( C ) who was completely convinced about the correctness of the orders issued by BSNL regarding mode of fixation. In fact, MS) in our presence had extensive discussions with senior officers of finance and establishment who emphatically endorsed the view point of M(S). In fact, M(S) clearly felt that the very purpose of the order is defeated in case fixation is done from CDA to IDA on promotion. The entire order is rendered in fructuous in that situation, M(S) felt. After a thorough discussion, M(S) assured that he would discuss the issue with M(F)/T(C) and other senior officers of Telecom officers. In fact, M(S) clearly felt that there is absolutely no need to get this issue placed on the agenda of Telecom Commission since this is an issue needing correct interpretation of the rules already mentioned. He asked us to get in touch with him in a couple of days. We shall be following this issue quite closely. Gr A RRs; we reliably learn that Gr A RRs based on the understanding that we had with the Management are being very shortly being placed before MC of BSNL for its consideration and approval. This is a positive development. Meeting with Secy/DOT; GS along with AGSs, Com Khan and Com Sebstin met Secy/DOT and requested his kind intervention to decide the issue of deferred option to continue in CDA scale till promotion/retirement in accordance to the true spirit of the order contained in absorption. We informed Secy/DOT that despite best efforts of Sh D.S.Mathur to get the issue positively settled, DPE is maintaining its stand that this option is available only to those PSUs which were not given point to point fixation, whereas, BSNL which has been given point to point fixation, this option is not available. However, Secy/DOT was kind enough to inform us that he would try his best to do something and asked us to move the case once more. |

Latest status on IDA scales: IDA scales and fixation of pay approved by BSNL board in its meeting on 7th Jan.,09 has been referred to DOT for approval. MEETING WITH DIRECTOR (HRD): GS and AGSs, Com Khan and Com K. Sebastin met Director(HRD) and pleaded with him to finalize and promulgate Gr A RRs based on the understanding reached between the management and the united forum. We strongly protested when Director(HRD) informed us that it will take a few more months to finalize since the whole issue of finalization of Gr A RRs has to be finalized in consultation with a consultant B.C.G ( Boston Consultants Group) appointed by BSNL Management to decide on various issues of growth, business development, HR, Sales, strategies to face our competitors, marketing etc. However, we made it very clear to Director(HRD) that referring Gr A RRs on which conclusive decisions have been already taken to BCG consultants is nothing but a clear breach of understanding and trust and we are not at all going to accept this kind of tactics of dilly dallying by the Management. We made it quite clear to Director(HRD) that in the name of setting up of a consultant, thousands and thousands of STS officers working on adhoc basis for more than ten years cannot be deprived of their regularization in STS and promotion in JAG. While non absorbed officers are getting their timely promotions and their issues are not being stalled in the name of referring it to one consultant or the other, it is completely unjustified to play with the sentiments of the absorbed officers by denying their regularization on one flimsy and concocted ground or the other. This is a very serious matter and will force the Association to take on the streets immediately unless Gr A RRs based on the understanding is promulgated immediately. Against the background of this serious development, we should not loose any time in gearing up organizationally to defeat this belated conspiracy of the Management to inflict injustice of worst kind by backtracking on the understanding reached. This breach of commitment and trust has never been accepted by us in the past nor in the future. So get ready for a decisive struggle. Comrades, take this appeal very seriously and start making hectic and intense organizational preparations to expose and defeat the double designs of the Management. We shall be very shortly responding to this serious situation in a befitting manner and in no manner shall we allow any kind of dilution in the understanding reached between us and the management on Gr A RRs to take place. This is a great organizational challenge for us and we are confident to defeat the designs of the Management as regards their brazen faced breach of agreement and understanding on promulgation Gr A RRs. DEFFERRED OPTION (OPTION TO CONTINUE IN THE DA SCALE TILL NEXT PROMOTION OR RETIREMENT): Again DPE rejected the proposal sent by DOT with a very positive note regarding deferred option and returned the file. It is learnt that DPE rejected the proposal on the same ground as reported earlier that this option is applicable for those only CPSUs where point to point fixation was not given and in BSNL point to point fixation was given at the time of absorption. GS along with AGSs Com. Khan and Com. Sebastin met Member (Production) Sri. Sridhara who is holding the charge of Member (Services) and discussed the issue of deferred option and requested him to settle the issue in DOT itself. Association explained the background of the entire issue and mentioned that it is part of the terms and conditions for absorption and presidential order. The same option is included in the terms and conditions for Group A absorption also. M(S) assured that he would try to examine the whole issue in its entirety and take a final view. In the meantime, Association will be meeting Secretary, DOT tomorrow, on the same issue. CIRCULAR TO CIRCLE SECRETARIES regarding formation of core committees at Circle / SSA level as decided in the Chandigarh CWC meeting in order to suggest ways to reduce land line closure, reduce operational expenses, check revenue leakage and corruption, methods to strengthen marketing and market our products and study different schemes and make alternative suggestions etc:<<CLICK>> CIRCULAR TO CIRCLE SECRETARIES regarding contribution towards EPF pension scheme of JTOs recruited by BSNL. Sourabh Tyagi, DGM (Ele) and Member Secretary, ACP committee and held detailed discussions lasting over two hours about the implementation of first ACP in Civil/ Electrical etc wings. He assured to arrange another meeting with the full committee shortly. Meeting with DGM (IR): AGSs Com. Chandrasekhar & Com. Sebastin along with Com. Satpal Cheema, CWC member again met DGM (IR) regarding announcement of SDE/AEE (C/E) Accounts examination results and pleaded to delink it from the same examination to be held at J&K. After discussion he assured that the results will be announced after completing the valuation and other formalities without waiting for the examination to be held at J&K. |

ALL CSs/SSAs/CHQ office bearers and activists of the Organization at all the levels: The Govt. has come down heavily on our fraternal friends in the oils sector struggling to get the justified pay scales recommended by the 2nd pay panel committee implemented. The recommendations of the 2nd pay panel have been mercilessly and brutally slaughtered by the all powerful, irrational and senseless bureaucracy of the Govt. of India. Comprehensive job undertaken by the 2nd pay panel to finalize its recommendations relating to pay scales and other related issues of officers of CPSUs in the most scientific and meticulous manner by involving all the experts and professionals from different wings of management, man power deployment and utilization, finance etc. and taking very vital inputs from various renowned consultants has been thrown to the dustbins by the feudal lords, the bureaucrats in the Govt. This job of finalizing the recommendations which was conducted by the 2nd Pay panel in a truly professional manner, taking into considerations all the aspects of critical role of CPSUs in building a formidable national economy and immensely contributing towards building up of strategic developmental and growth oriented infrastructure has been completely watered down by a group of Secretaries completely devoid of scientific analysis and sense. This painstaking and scientific work of the 2nd pay panel spreading over 18 months has been totally diluted by the vested interest bureaucracy in the Govt. in just two sittings. Now when the officers of the oil sector have raised their legitimate voice against mighty bureaucracy for their highly irrational and senseless acts, the Govt., instead of going into the crux of the matter to resolve the justified issues, has preferred to invoke repressive colonial draconian laws like ESMA to crush a legitimate, peaceful and democratic struggle. The repressive measures invoked by the Govt. deserve condemnation of the highest order in the most unequivocal terms. It is an attack on legitimate trade union activities on which pillars of democracy are erected. It is ridiculous on the part of the Government to resort to such repressive colonial measures to crush what can be safely termed as legitimate and justified struggle to expose the misdeeds of the bureaucracy in the Govt. Thus, Comrades, it is the bounden duty of each and every Comrade of SNEA(I) to out rightly condemn these repressive measures of the Govt. in the strongest possible manner, thereby conveying it to the Govt. that under no circumstances can this Association allow the Govt. to let loose any kind of repressive measures to slaughter legitimate and just trade union activities by invoking repressive colonial measures in the name of maintaining essential services. The BSNL board in its meeting today has approved the new IDA pay scales and 30 % pay fixation as approved by DPE. It is also learned that board has approved E1A / E2A (Mid pay scales) for JTO/SDE as an interim measure and E3, E4 etc. for Sr. SDE, DE etc. Very shortly this will be sent to DoT for final approval and notification being the administrative ministry. GS along with AGSs Com. Khan, Com. Sebastin & Com. Chandrasekhar met PGM (IR) and discussed 1) JTO(C/E) to SDE (C/E) competitive examination results, 2) JTO(T) to SDE(T) comp. examination and the pattern of examination, 3) Accts examination results for JTO (C/E), SDE/AEE (C/E) and 4) recruitment of JTO (C/E). JTO to SDE (C/E) competitive examination results will be declared after conducting the examination for J&K scheduled to be held on Feb: 15th, 2009. Simple Accts examination results for JTO (C/E) will be announced within a week and SDE/AEE(C/E) results will be declared after conducting the examination for J&K. Rectt of JTO (C/E) is under process. DOT vide order no 40-12/2007-Pen(T) dated 5th Jan. 2009 reiterates that the Govt shall take full responsibility of payment of pension (including family pension) to all the employees of DOT absorbed in BSNL under the statutory provisions of sub rule 21 of Rule 37A of CCS pensionary rules 1972, regardless of whether BSNL is in a position to make pensionary contributions to DOT or not. This is an extremely positive development and sets at rest all the doubts about the responsibility and role of Govt to pay pension to all those absorbed in BSNL from DOT. Association has had been tirelessly struggling to get this clarification issued for the last more than two years.<<Click>>> Issue of merger of 50% IDA with basic for those having retired prior to 1.1.2007: Association was informed by M(F)/DOT that the file for clearance of this issue is being sent to DPE since DOP & P(W) has informed DOT that they have no role to play in this issue and has suggested to send the file to DPE. A positive note is being sent to DPE by DOT on this issue. Association met Secy/DOT and expressed its profound gratitude to him for getting the orders relating to payment of pension by the Govt. to absorbed employees of DOT in BSNL issued, after getting due clearance from Department of expenditure (MOF) and DOP & P(W). Secy/DOT assured that he is trying to expedite the clearance of issue of revision of pension on CDA pattern from Ministry of law and said it will take a little more time to get settled. After getting clearance from Ministry of law, the process of absorption of ITS Gr A in BSNL would be expedited and completed as soon as possible, Secy/DOT mentioned. The same assurance was given by M(F)/DOT on the specific issue of revision of pension on CDA pattern as far as IDA scales are concerned. |

GS, AGS, Com Khan, along with President and GS/AIBSNL EA met CMD and discussed following important issues. A) Regularization of existing adhoc STS officers and their promotion to regular JAG and filling up of STS vacancies on regular basis: CMD mentioned that consequent upon finalization of Gr A RRs which are likely to be finalized shortly, the process of regularization of adhoc STS officers and their promotion to JAG would commence. Also filling up of STS vacancies on regular basis to the extent of 50% of ST posts would also start immediately. B) Recruitment of JAG officers in specialized areas of business development and growth, marketing, sales, HR etc: On this important issue, we emphatically mentioned that the entire exercise of recruiting professionals at JAG level in highly specialized areas of business development and growth, sales, marketing etc would be completely defeated in case professionals in these key areas are recruited at SAG level also so that these JAG officers report to professionals in these areas who shall be taking right policy decisions in these critical areas of growth of BSNL. In case these JAG officers have to report to existing SAG officers, having absolutely no background, knowledge and expertise in these crucial areas, the whole process would be derailed. Besides, these JAG and SAG officers to be recruited in these areas should be permanent employees of BSNL, not merely on contractual basis. Recruiting them on contractual basis would prove counterproductive because they would lack sense of belongingness to the organization that is so vital for its growth. Our suggestions were very well received by CMD who assured positive consideration of our suggestions. C) Review of the existing dual promotion policy: We were very happy to know from CMD that he does not find any need of having two channels of promotion for executives. Instead, he was of the opinion that promotions up to STS should take place on time bound basis, with change of designations as is prevailing in CPSUs. Promotions to JAG after reaching STS should be linked to availability of posts. There should be no parallel post based promotion up to STS, CMD was of the opinion. We informed CMD that basically this is our demand for which we have struggled a lot, but, unfortunately this basic demand of ours was never agreed to by the BSNL Management. CMD mentioned that he would discuss the issue with the concerned officers on the above lines. D)Formation of exclusive wings for sales and marketing at SSA levels: CMD wanted full support of the Associations to introduce a fool proof mechanism to having exclusive wings of sales and marketing at SSA levels. We assured CMD that his initiatives on this important issue would be fully supported by both the Associations in all respects. It has to be our endeavour, therefore, to ensure that full fledged wings of sales and marketing come into existence at SSA levels. Our CSs, SSA Secy’s and activists of the Organization must get fully and whole heartedly involved in taking serious initiatives to build up these wings in a formidable manner. This is an extremely important challenge before us which has to be taken up with great determination and commitment. E) Replacing existing mid scales for JTOs and SDEs by standard E2 and E3 pay scales as decided by the Govt. We explained in detail the entire background of the issue in the context of the classification of BSNL in A+ category bt the pay committee and the decisions of the govt. to introduce standard pay scales for CPSUs in A category. We strongly pleaded with CMD to end the existing anomalous situation of having mid scales by replacing them by standard scales approved by the govt. As far as financial impact of introducing standard pay scales from E2 to E7 is concerned, it is just negligible because all the existing executives have crossed the minimum of standard pay scales. The only limited implications would result in the form of increase of pensionary contribution by BSNL. CMD said that replacing mid scales by standard scales would have to be approved by DPE since mid scales are having approval of DPE. We requested CMD to initiate processing of the scales so that it can be vigorously pursued at DOT and DPE level. CMD assured that he would consider our request. |

E) Replacing existing mid scales for JTOs and SDEs by standard E2 and E3 pay scales as decided by the Govt. We explained in detail the entire background of the issue in the context of the classification of BSNL in A+ category bt the pay committee and the decisions of the govt. to introduce standard pay scales for CPSUs in A category. We strongly pleaded with CMD to end the existing anomalous situation of having mid scales by replacing them by standard scales approved by the govt. As far as financial impact of introducing standard pay scales from E2 to E7 is concerned, it is just negligible because all the existing executives have crossed the minimum of standard pay scales. The only limited implications would result in the form of increase of pensionary contribution by BSNL. CMD said that replacing mid scales by standard scales would have to be approved by DPE since mid scales are having approval of DPE. We requested CMD to initiate processing of the scales so that it can be vigorously pursued at DOT and DPE level. CMD assured that he would consider our request. |

24 th Dec 2008 In order to settle long pending issue of ACP, we have demanded of formation of committee to examine the issue of ACP in totality and as a positive move a Committee has been formed under the Chairmanship of Shri Pradeep Nagpal, GM(SP) to examine the issue. The other members of the committee are Shri Shakeel Ahmed GM(SR), Shri P.K.Purwar GM(CA), Shri Saurabh Tyagi DGM(BW).
DPC for promotion from SDE(Civil) to EE(civil) for approx. 40 vacancies is over and very shortly the posting orders will be issued.
Discrepancy in JTO recruitment : The JTOs recruited for the year 2007 under OBC/ SC/ST categories though high in merit list were posted outside the Circles while JTOs down in merit list were retained in the same Circle. This discrepancy was highlighted by us to Management and it is known that the same has been corrected and intimated to Circles.

Meeting to sort out anomalies contained in the draft Gr A RRs: GS and AGS, Com Khan, along with President and GS of AIBSNL EA had extensive discussions with GM(SR) and GM(P) to sort out various discrepancies contained in the draft Gr A RRs in the context of understanding reached at between the united forum and the management of BSNL. After detailed discussions, it was agreed to incorporate appropriate changes in the draft Gr A RRs, keeping in view the recommendations of the Joint Committee. Meeting with Dir (HRD): Director (HRD) called us along with AI BSNL EA to know our views regarding recruitment of about 400 JTOs and 210 DGMs exclusively for sales, marketing, HR and finance, having specialization in respective wings. We opposed the lateral recruitment of both JTOs and DGMs on the grounds that it shall lead to innumerable problems in terms of introducing multiple cadres with different RRs. On the issue of merger of HR functions, we strongly pleaded for complete and immediate integration of HR functions of all disciplines as decided by the BSNL Management more than five years before. We urged upon Director (HRD) to initiate immediate steps in the direction of bringing about total merger of HR functions of all the wings existing in BSNL. Meeting with CMD: Later on, we had discussion with CMD on both these issues where we reiterated the stand taken before Director(HRD) on lateral induction of DGMs and recruitment of JTOs in areas of sales, marketing, HR and finance. The CMD emphasized the need of Lateral entry in the cadre of DGMs since it was urgently required in the interest of the company for lack of professionals in Marketing, HR, finance and sales. However, we maintained our stand on grounds stated by us before Director(HRD). However CMD clarified that lateral induction of DGMs is not going to affect our promotional aspects as it will be over and above the existing sanctioned strength of DGMs. We pleaded for some more time for expressing our final opinion on the issue of lateral induction of DGMs. We seized the opportunity to impress upon CMD to expedite action in the direction of bringing about total merger of HR functions of different disciplines of the Organization. Subsequently, Director (HRD) informed GS that BSNL Management shall not downgrade the scales of JTOs and SDEs and assured GS that timely and appropriate action is being initiated to give appropriate mid scales to JTOs and SDEs, in consultation with administrative ministry i.e DOT. However, GS strongly pleaded with Director (HRD) to give E2 and E3 pay scales to JTOs and SDEs of BSNL at par with MTNL and in line with the decisions of DPE on IDA scales in CPSUs.

General Secretary along with AGS, Com khan, had discussion on finalization of Gr A RRs with Director(HRD). GM(P) and GM(SR) were also present. We pointed out serious anomalies in the draft Gr A RRs and informed Director(HRD) that the draft contains clauses which amount to serious breach of understanding in the joint committee. Discussions are to continue tomorrow. GS and President AIBSNL EA were also present. Get fully ready to defeat the dangerous conspiracy and game plan of BSNL Management: Meeting with the committee to take final view on the decisions of the govt. on the implementation of pay scales of executives in BSNL GS and AGS, Com Khan, met the members of the committee and made it very clear to the committee members that JTOs and SDEs should be given E2 and E3 pay scales as decided by DPE. We are under no circumstances going to accept pay scales lesser than E2 and E3 for JTOs and SDEs respectively. However, it appears from the discussion that there is thinking on the part of the management to downgrade the pay scales of JTOs and SDEs from the existing E1A (mid scale of E1 and E2) and E2A (mid scale of E2 and E3) to E1 and E2 respectively. Alarming message from GS: Be fully prepared to instantaneously, without any further notice to the management, to defeat the conspiracy of the BSNL Management to downgrade the existing pay scales of JTOs and SDEs from the existing one to E1 and E2. Maintain complete solidarity and start making highest and extraordinary level of organizational preparation to defeat the sinister and dangerous agenda of the management. CHQ office bearers, CSs, SSAs and activists of the Organization at all the levels must immediately swing into action and start making hectic and extensive organizational preparation to get fully ready for a full fledged and sustained struggle to secure justice by getting E2 and E3 pay scales for JTOs and SDEs implemented. Treat this issue as one of great and extraordinary urgency and on top most priority. Treat this as greatest challenge posed to our career growth by the management of BSNL. |

Union Cabinet is learnt to be taking decision on the recommendations of the 2nd Rao Committee for CPSUs in its meeting on 20th Nov.,08. DPE has made amendments to the recommendations of the Rao committee based on the decisions emerging out of series of meetings of Committee of Secretaries (COSs) constituted by the government to sort out some of the contentious issues raised by various administrative ministries. Final draft submitted by DPE to the Cabinet Secretary for final approval by the govt. contains the changes suggested by (COSs). |

Rally of United forum from BSNL Corporate office to parliament street, New Delhi. About 2000 executives of the United forum participated in a massive rally which started from BSNL corporate office and was intercepted by police at Parliament street police station. The rally was addressed by GS/TEAM, GS/AIBSNL EA, GS/MTNL EA, GS/ SNEA(I) and Com M.K.Bagchi, ex-GS/JTOA(I). The enthusiasm and motivation of the participants of the rally was simply superb, with everyone reiterating his resolve to struggle to the last drop of his blood till the issue reaches its logical conclusion i.e repatriation of all the absorbed executives of BSNL/MTNL to DOT. Later on, a memorandum was submitted to Jt Secy/DOT by the GSs of all the constituents of the United forum, since Secy/DOT is out of Country and is expected to return on 24th Nov,08. We explained in detail our stand to Jt Secy/DOT and unequivocally conveyed to him that executives of BSNL/MTNL mean serious and real business in terms of completely ending the present dual policy of the govt. by repatriating all the absorbed executives of BSNL/MTNL to DOT. We also conveyed it to him that very shortly there would be a war like situation in both BSNL/MTNL when the resolution of the United forum that no absorbed executive would report to or obey the orders of the deputationists after 22nd Dec.,08 would be enforced by the United forum. The internal strife that will arise because of our total defiant stand to blatantly disobey the orders of outsiders after 22nd Dec.,08 must be avoided by DOT by acting concretely and decisively on the resolution of the United forum i.e repatriation of all absorbed executives to DOT from BSNL/MTNL, clearly we impressed upon Jt Secy/DOT, asking him to convey it to the concerned authorities. Comrades of SNEA(I) from Rajasthan, UP(W) and Haryana also participated in the rally in huge numbers. CHQ is extremely thankful to them for coming all the way to participate in the rally and express their complete solidarity and support. We have received information that rallies/demonstrations were held at Chennai, Bangalore, Hyderabad, Lucknow etc and memoranda were submitted to the respective Governors at these places. We are yet to receive information from other Circles.

Meeting with CMD/BSNL: Convenor Jt forum, Com. V.A.N.Namboodiri, GS/SNEA(I) and AGS, Com A. Khan, met CMD/BSNL to lodge their strong protest and opposition over the proposed move of the BSNL/Management to allow private service providers to roam on BSNL network. This decision of the BSNL Management shall have very grave consequences for the growth of BSNL, we clearly mentioned. We also cited number of reasons in support of our strong opposition towards such a move. Some other issues relating to viability of BSNL, including the merger of ITI with BSNL, were also discussed. CMD/BSNL agreed with some of the issues of serious concern and strong opposition towards the move of allowing private operators to roam on BSNL network and assured that our stand would be duly considered as and when the issue is discussed by BSNL Management in its MC meeting. In the meantime, Jt forum shall be very strongly conveying its total opposition towards such a move to the Hon'ble MOC&IT and Secy/DOT very shortly. Our Comrades throughout the Country must remain in a state of complete organizational preparedness to defeat any such move of either the govt. or BSNL Management. We have to understand that allowing other service providers to roam on our network would seriously jeopardize future growth of BSNL in almost all respects |

Meeting of the Jt forum with Hon'ble MOC&IT:
Jt forum of the BSNL executives/non executives met Hon'ble MOC&IT. At the very outset, Hon'ble MOC &IT in detailed manner mentioned the decisions that DOT has already taken to strengthen the financial position of BSNL like waiving off licence fees on wired lines in rural areas, earmarking slot for 3G spectrum for BSNL/MTNL, compensating BSNL to the tune of Rs 2000 crores from USOF etc. However, Convenor and Chairman of the Jt forum explained in detail the role that BSNL has been playing to meet the social obligations of the government to provide services in the rural sector, and, seen in that context, whatever financial support has been provided by DOT is just negligible. The loss that BSNL is perpetually suffering on account of providing much below cost rural services is nowhere near the meagre financial benefits decided by DOT, Chairman and Convenor of the Jt forum stated. Finally, on the issue of floating an IPO, MOC&IT was quite specific in mentioning that the government would take final decision only after consultation and discussion with the Unions and Associations of BSNL. Even though MOC&IT, Secy/DOT and CMD/BSNL very strongly felt the need of listing of BSNL in stock exchange so as to accord recognition to BSNL in international/national market, the Convenor and Chairman of the joint forum quite convincingly justified the firm stand of the Jt forum to oppose the move to list BSNL through direct actions, if need arises. CMD/BSNL also mooted the idea of making the employees of BSNL as share holders of the Company through ESOP scheme. However, the representatives of the Jt forum out rightly rejected the offer of giving a minimum of 500 shares at Rs 10 each to each employee of BSNL on the grounds that they find absolutely no merit in the decision of BSNL/board to list BSNL in boursess. On the issue of merger of ITI with BSNL, Secy/DOT informed that an overall plan for the revival of ITI is being presently examined by a committee in BIFR and they are yet to finalize their recommendations. Thus, it was too early to say anything on this issue, Secy/DOT maintained. The meeting took place in an extremely congenial environment and SNEA(I) was represented in the meeting by GS and AGS, Com A.Khan. |

CMD informed that while BSNL added nearly 3.5 m lines ( Wired+ GSM + CDMA ) during first quarter of this year, nearly 2.8 m were surrendered and the net addition during the first quarter was hardly 0.7 m in all the segments. What is alarming is that CMD revealed that surrender in GSM segment has reached an incredibly high proportions. CMD asked us to appeal to our members to put in their best efforts to improve quality of service as well as customer interface. These are the critical areas to be plugged in to boost the growth. We find in this regard that there is practically no follow up action reported by any of our CSs on the resolution adopted in our Chandigarh CWC meet to form committees at SSA level to identify reasons of migration of users, take remedial action and monitor quality of services. No CS has so far reported any action on this resolution to CHQ. CMD further explained the benefits of floating of IPO and how and in what manner it is going to improve the growth of services and the standing of the company in the market. From our side, we explained at length and quoted various instances where the CPSUs are growing pretty fast without being listed. We also clearly mentioned that BSNL has sufficient reserves for at least another three years to fund its expansion plans and additional resources are not needed for another three years. Besides, listing of the Company has no relevance as far as competitiveness and growth of the Organization is concerned, we further elaborately explained. GS and AGS, Com khan, represented SNEA(I) in the meeting. Meeting with Dir(HRD): GS and AGS , Com Khan, met Dir(HRD) and discussed various issues, like modification of orders of TES Gr B promoted to adhoc STS of Chennai Telephoes/KTK Circle etc. Issue of irrelevant orders issued by CGM/PB was also discussed. Director(HRD) assured that the issues discussed would be considered. Meeting with DDG(Est.): Issue of withdrawal of ACP was discussed in totality with DDG(Est.). We put forth some basic arguments in support of our demand to continue ACP in the upgraded pay scales which is affecting more than 500 persons. He assured us that the matter will be discussed with Dir(HRD) very soon. Besides this we requested DDG( Est.) to consider the requests of the JTOs seeking transfer to other Circles at the time of posting of 3591 newly recruited JTOs and accordingly carry out rebalancing. DDG (Est.) assured that almost all the requests of JTOs having completed five years of service would be duly considered at the time of posting of fresh batch of JTOs. Meeting with DDG(P) & Jt.DDG(P): Various discrepancies observed in the draft Gr A RRs were pointed out by us and discussed against the backdrop of the agreement that we have had with the Management in the Joint Committee. We will be very soon submitting a comprehensive response to the draft Gr A RRs in complete consultation and discussion with our sister Organization AI BSNLEA. The issue of retaining some more STS officers in CH/TD taking into account some additional vacancies existing in Chennai/TD and the discrepancy noticed in the posting of STS officers of KTK was highlighted. In both the cases we were assured of review. The issue of early finalization and release of the All India E/L of JTOs for promotion to TES Gr.B was also requested. |

Day long dharna, despite very heavy rains in some parts of the Country, was a complete success, by and large, in all the parts of the Country. By doing so, Comrades of SNEA(I), yet again, demonstrated their total commitment and solidarity to the fundamental cause of protecting the legitimate interests of BSNL and ensuring its continued. Merger of ITI with BSNL, undoubtedly and unquestionably, is one such major issue that have irreversible and disastrous consequences on the growth of BSNL. It is extremely important to recognize the adverse impact of this merger and draft appropriate organizational strategy and plan of action to defeat this merger. In Corporate office, SNEA(I) Comrades, in huge numbers, from Ghaziabad, Meerut, Agra, Mathura, Gurgaon, Faridabad etc joined dharna programme from morning itself and stayed till evening. CSs of UP(W) and Haryana participated in dharna at Corporate office. In Maharashtra, despite very heavy rains, massive day long dharna was held at Pune, Nagpur, Kalyan, Amravati, Nashik, CGM/Maharashtra office, Kolhapur, Satara etc. In Karnataka, massive day long dharna was held at Bangalore, Belgaum, Mysore, Hassan, Hubli, Bellary etc. In Kolkatta and West Bengal Circle, massive day long dharna was held at CGM/CTD and CGM/West Bengal Circle. In Chennai, day long dharna was held at CGM/TN by Comrades of Chennai/TD and TN Circle. In TN, massive dharnas were also held at Coimbatore, Madurai, Cuddalore, Erode, Salem, Nagercoil, Trinelveli, Vellore etc. In Bihar Circle, almost at all major SSAs, including Patna, day long dharna was held. Massive day long dharna was held at major SSAs in Punjab, Chandigarh, Ludhiana, Jullundur, Pathankot etc. In Haryana, massive day long dharna was held at Karnal and other SSAs. In Rajasthan, Comrades of Jaipur, Kota and Sri Ganganagar observed day long dharna. In MP Circle, massive day long dharna was observed at Bhopal, Indore, Gwalior and Jabalpur. Allahabad, kanpur, Benaras and Lucknow SSAs also observed day long dharna in UP(E). Considerable awareness on the issue of merger of ITI with BSNL has been generated as a result of day long dharna and the serious consequences of merger have been largely focussed. We congratulate Comrades of joint forum in general and SNEA(I) particular for making day long dharna and lunch hour demonstration successful. |

Staff threatens strike against BSNL selloff State-owned telcom company BSNL’s workers’ unions have threatened to go on an indefinite strike if the government goes ahead with the IPO as well as with its proposal to merge ITI with BSNL. “BSNL is in a difficult financial crisis and any move to merge ITI, a loss-making company, with BSNL will have a disastrous effect on both,” a statement by BSNL Employees Union said. Due to strong protest by its workers and Left parties the government had, on two occasions, deferred its plans to list BSNL. However, after the trust vote win, the government is looking at reviving BSNL’s IPO plans.“The contention that listing is necessary for expansion and development as also grant of Navaratna status is not acceptable. Other PSUs including HAL have been granted Navaratna without listing. As such, the government put forth for IPO in BSNL, are nothing but lame arguments to disinvest BSNL and gradually privatise, as in the case of Videsh Sanchar Nigam (VSNL),” the employee union statement added. After its meeting on Thursday, the joint forum of BSNL associations/ unions of three lakh workers forwarded its resolution of going on an indefinite strike if the government proceeds with the merger and IPO to the Prime Minister, communications minister, department of telecom secretary and BSNL CMD. The joint forum will meet again to review the situation on August 1, 2008. |
