I'll use this smiley:
Open your image in paint shop pro and set the background to one solid colour, I normally use bright green.
When youve done that go to file -> save as. Where it says 'save as type' click on .gif. Before you click save you need to click on options:
Make sure your options are..
and click on run optimizer. You should see this screen:
Click on the transparency tab -> areas that match this colour. Right click on the colour box and choose your colour. Press ok Then you can save your image.
If youve done it right your image will be transparent like my smiley:
