What's Mugen?  Well to be simple it is a customizable fighting game system for download.  Say you want Megaman to fight Cham Cham, but you realized she wasn't in a vs fighting game with Megman.  Well that's no problem; if you find and download the respective characters you can have whomever fight whomever! For more info wikipedia is your friend, google too.
