The Reichskanzler-und-marshall (Chancellor and Marshal of the Realm), as the head of state, is charged with the administration of governance within the Social Republic of Schwerdt. He appoints a Deputy Chancellor who, on the Chancellor's behalf, sees to coordination of the activities of the Federal Ministries.

In practice, the Federal Ministers see to the day-to-day affairs of state. The Chancellor nominates the Ministers and the Assembly of the Republic approves the appointments. Each Minister directs the workings of his or her Ministry.

Each Federal Ministry has competency in certain aspects of governance. The Ministries fulfill their obligations through their various departments and agencies. Some Ministries also oversee state corporations which are chartered to provide specific services for the common good. Examples include energy generation and distribution, telecommunications, and the post. In recent years, many state corporations have been privatised. The responsible Ministry, nonetheless, retains majority ownership in the former state corporations so the common good can be assured.

During the transition from the former Federal Republic of Civitas to today's Social Republic of Schwerdt, the Federal Ministries underwent realigning. This “reinvention” served to clarify responsibilities and eliminate duplication. The result is more economical and better quality services for the citizenry.
