1. Your website must be related to Neopets in some way.
2. Your website cannot be under construction or on Hiatus for long periods of time. Exceptions are if there are server problems, vacations, etc.
3. Your website cannot have any content that is unsuitable for children uner than 13 or have content that is stolen.
4. Your link-back button must be 88x15.
5. You must put one of ScarletNeo's link back buttons on each page on your website. Yours will be on every page of ScarletNeo.
6. Your website must be decently organized, with at least 10 pages of content.
