"I have scanned and attached a document that was obtained regarding a meeting held in Washington, D.C. on March 7, 2006 , which is in the handwriting of Don Dunlevy, the UTU State Director of Pennsylvania; who kept notes for this meeting.  --This meeting and its purpose went on without the knowledge of the rest of the members of the UTU Board of Directors--.
 
Present at the meeting were James Brokenhoefer, James Stem and C. A. Iannone.  They met (8) UTU State Legislative Directors in the UTU offices and although the eight UTU State Legislative Directors thought they were being called in from March 6 through March 9, to work the Hill, they were confronted by Brokenrail who wanted them to write down 'bullet points of issues' they felt necessary to accomplish a merger agreement with the Sheet Metal Association (SMA).
 
The UTU State Legislative Directors present were: Don Dunlevy, Joe Boda, Joe Szabo, Dan Boyles, Dan O'Connell, Sam Nasca, J. D. Ramsey and George Casey.  They were asked to prepare the 'bullet points of issues' once completed they were given to Brokenrail at which time the entire group went over to the Sheet Metal Workers offices. Once all of them were at the SMW offices, Brokenrail, Stem, and Iannone met with Mike Sullivan President of the SMW and their GS&T, while the state directors waited outside the meeting at the SMW offices.  After this private meeting, Brokenrail, Stem, and Iannone came back into the room,  where the State Directors were waiting, and at that time, Sullivan and his GS&T were with Brokenrail, Stem, and Iannone; and stated that they could go forward because they could agree to the issues contained in the 'bullet point issues'. They then broke up and no more was heard by anyone that we know of.."

1. Extend positions of current State Directors for one term.
 
2. Create position of Local Legislative Rep in SMW locals & attach to State Boards.
 
3. Continuation of Board funding set by the full Legislative Board.
 
4. Jurisdiction over Legislation, Safety & Political Operations
    (see duties of Legislative Boards as defined in UTU Constitution)
 
5. Endorsements by merged union made within States by Executive Board as is done now
.
6. Organizing by Legislative Boards as directed by International (either specifically or in general) with a special funding level determined by the International.
 
7. Maintain policy of splitting UTU PAC funds at 50% to International & 50% to States.
 
8. Some determination by SMW regarding distribution of multi State Locals for   Jurisdiction
