                     Good to see we have a great crowd here again this year. What I’ll be talking about is some preliminary findings of making use of a new type of technology, a new type of product.  It’s a water based formula.  I’ve got some samples of these right here.  It’s a concentrate.   It contains water, a special cluster formation that contains saponins, and well discuss this a little more later, but we have been using these products, which work in a similar way to homeopathic detoxifiers, but on a different basis, and we’re having some good results.

This is what we’ll be covering, introducing, and moving on through.  This type of energized water - let’s take a look, let’s go on and tell a little bit about these - they’re an aquaeous formulation. It’s about 99% water.  It contains a stabilized form of saponins that has certain types of cluster pattern and structure in the water.  There are special types of bonds; there are some extra ions within the water and of course, the basic formula - the base material that is in there. 

When we analyze the Ayterion chemically, we find that it contains saponins, and whatever minerals that were in the base water that went into the base formula. 

What saponins do is part of the activity of the formulas.  They are a natural occurring of triterpene glycoside; one of the major sources for those is the Quillaja Sopanaria or Soapbark plant from central South America.  From saponin we get the same root for the word soap.  It comes from that.  These act like a plant based detergent. But Ayterion is not saponins these saponins were and are in the water it self that only Perfect Science Ayterion systems can do is that out all toxic waste in side the water as well as the soils . By the way it is also detoxicify you .

 They have a surface active property which  forms mycelles, little particles within the water which breaks down the surface tension. One property they have is they can form, by combining with the lipid membranes in cells, they form a hexagonal shaped pore, which accesses like a doorway, right into the cells, and by that rearrangement we have the ability of these formulas to mobilize toxins from where they’re stored in the fatty tissues and encapsulate the toxin, begin to pull it out, so they have some particular properties this way.

There’s a lot of research going on with saponins.  Some of the companies are looking to try to use that in vaccines because they can deliver the drug to the target site much more effectively than without.  Studies have been going on since the 60’s.  It’s also been found to be a potent immunostimulator.  It can increase antibody levels in the serum up to ten fold.  In certain experiments, the oral administration can enhance both systemic and mucosal immune response. One study shows that it will stimulate the induction of Cytotoxic T Lymphocytes (CTL) against exogenous proteins.  That’s a role that’s crucial in the body’s fight against intracellular pathogens.  There’s also a cholesterol lowering property; as it binds with the cholesterol so that it is excreted and not reabsorbed. An implication of that is with the biosalts that are in cholesterol will slow their transport time through the gut.  Those can be metabolized by bacteria into carcinogens and cancer; those would bind up and keep those moving out. Also, in the carcinoma cells in culture with certain doses, it will inhibit the growth of cancer.  Those are some various experiments.  Also, it has some anti-parasitic activity, giardia particularly; it can kill one of the effective stages called the trophozoite.   One possibility, in addition to just stimulating immune function, is binding with cholesterol in the cell wall of those parasites, causing the lice to rupture, and thus destroying that parasite.


These formulas can penetrate to the lipid barriors and get to where toxins are.  They can mobilize those stored toxins.  They seem to accelerate the elimination of the toxins, encapsulate the toxin and transport it out, and given enough time, it will actually break down the toxin as well as enhance the immune system.
These products that we’ve been using are an outgrowth of some research that goes back into the 80’s. 

The original goal was to clean up the pollution on the planet.  There’s a video tape that shows a demonstration that Mr. Ayhan Doyuk of Turkey, who collaborated with his wife, Terry Welch, who’s an  American, in producing this technology in the environmental area, and if you come to workshop later on we’ll show some of that this afternoon. With this type of technology we are able to take petroleum - you can take crude oil and mix it water – normally they don’t mix – you add the formula and the two mix together and become one viscosity liquid and after time, it begins to actually break down the hydrocarbons into harmless amino acids and fatty acids - and it becomes a nutrient – fertilizer, fish food – no more toxic petrochemical hydrocarbons.  You add it to gasoline and it won’t burn anymore. 


You can put another one of the formulas in, and it has a slow burn, over 45 seconds instead of a second and a half.  It’s a complete, clean burn so that no smoke that comes out of the burning.   It can be used to put out fires.  They used this in the Kuwait Gulf War with all the oil wells on fire.  This technology is what put those out quickly.  It cleans up polluted soil.  There’s a whole range of what was done environmentally. 


Back in the 90’s, they began to see that we need to deal with the pollution in the body with the same technology.  It’s not exactly the same formulas, but it is using the same Perfect Science technology that can cause these transformations, acting somewhat as a phase transfer catalyst, to make reactions occur faster and at normal temperatures than chemically normally would be possible, through the energetic properties that are present in these formulations.  You are working beyond the typical chemistry we’re used to. 
Working with this, we found it is very important to do testing to determine which of the formulas to use.  

There are several formulas which we’ll review in a moment.  Most of you should be familiar with the electroacupuncture - EAV - electrodermal screening type of testing method which will be covered at length at other lectures here this weekend.  We measure acupuncture measurement points, we determine what weak areas there are, and then we test as would for any other remedy, supplement or homeopathic remedy.  We test the various formulations to see which one is the most appropriate.  One of the things we’ve seen is these formulas have a very broad application; when we find some toxicity, let’s say metal, mercury toxicity, typically using homeopathic complex preparations, I would put someone on a formula and it might go two to three months if we’ve chosen the formulations well to get the job done of gradual detoxifying.  These formulations seem to get to the same point in about two to three weeks instead of the two to three or more months to get the job done. So it compresses time. It accelerates the moving and transporting of toxins out; therefore we have to check in a shorter time because the job’s done.  So as we uncover another layer, another formula will show up typically as the most appropriate or a different dose of the formula.   The testing is very important to establish the right formula, the correct dose, and we put someone on that and then we recheck and we’ll see in very quick time.


 It’s very surprising from what I’ve been used to seeing over almost 20 years of working with the complex and other homeopathics. We see this accelerate the process very quickly.  
The classification of these is as a dietary supplement concentrate.  The way these are used is a concentrate is given to the patient. That is then diluted with natural spring water with either 4 liters (a gallon or so), or 5 liters of some formulas, in a glass mixing bowl or big jug or container.  They put the formula in first, then add the water and stir it with a wooden spoon.  We don’t like to use metal contact with these formulas as that seems to discharge some of the properties of these formulas.  Glass and wood are the best.  Short contact with plastic is okay.  They found by storing the super concentrate of this over time, the plastic began to leak because the formula breaks down hydrocarbons – petrochemicals -  which is what the plastic is made of , and as those break down, then it began to put holes in it and leak on through.  So glass is what we store that in, and in the more dilute form, is not as reactive but if you put it in plastic, you don’t want to it to detox the plastic and use that up before it gets in to work on your body.  So this is a little bit about these formulas.  And also the application with that, the typical dose, would be drinking 4 ounces 4 times a day; some go up to 8 oz. even 10 oz.  With some that are more hypersensitive we go down to smaller doses; some would only tolerate a certain number of drops and then maybe teaspoons and then small amounts.  The different types of patients will vary in terms of how strong but those of those pathological detoxifiers where their phase one of liver detoxing is out pacing the phase two, we can work with those.  A little bit goes a long way.
Let’s look at the different formulas.  There are five different formulations that are used orally.  The basic formula is called Breaker, and this one uses the Breaker system; it breaks down toxins, it was specifically designed to break down toxins, viruses, chronic viral infection, hepatitis, HIV, herpes or Epstein-Barr, those types of chronic viral conditions.  This is very good at boosting energy, working in an energetic detoxifing way. 


There is another one, we call the Starter formula - Life’s Essence, Mother's Water , Planet Water ,  is another name that is used for that.  This is basically a milder version of the Breaker.  This is one that someone can start on without having been tested with electrodermal screening to determine the right formula and the right dose and safely use it.


 But again it is important that one takes in a lot of water as a chaser after that.  The rule of thumb is that if you are taking 4 oz. of the formula, you take 8 oz. of the natural spring water as a chaser.  This will mobilize the toxins, help them get excreted more readily through the kidneys; but it’s important then that there’s a lot of water to dilute the toxins and let those be excreted through the kidneys.  Just like any strong detoxifier, if we don’t provide drainage, we may create aggravation.  So, typically, the Starter won’t bring about aggravation.  We had one person that took large amounts of Starter, and didn’t take any water (although he knew he should have), and it triggered a shingles reaction just because of the accelerated detox.  In most cases, it is very safe for someone to just start with the Starter or Life’s Essence formula.  That brings up energy as well. 
Then we have Balance which also contains the Breaker System but it is more physical, a balance between the energy and the physical level of detoxifying.  That can work with various types of toxic chemicals. 
We have two more formulas that are in a different category.  I think of a teeter totter and on the one side we have the energy ones that can boost  energy plus detoxify.  The next formula called Clear is a much stronger physical detoxifier formula and that was originally designed to clear up problems in the brain, in the skull, like post-stroke, Alzheimers and those types of conditions.  We find with testing that it targets heavy metal toxicity very strongly.

  The Clear is one of the stronger formulas. 


We also have Alpha and this one we tend to find targets those cases where we have extremely toxic substances the body’s dealing with, whether it’s carcinogens, certain tissue necrosis byproducts, such as from root canals, jaw austitis, abscesses, the thio-ether mercaptans, biotoxins like aphlatoxin or botulism.  Alpha seems to target those, although it can deal with metals.  The one thing about Alpha is acute viral infections, sore throat, a flu, any kind of recent viral or even bacterial infection - the Alpha in large single doses seems to help take care of that at that level, whereas the Breaker was designed to target viruses but that seems to be more the chronic rather than acute viral infection. 
So, the last two, when taken, bring the energy down because of the strong physical detoxifying effect. 


Typically what’s done is to counteract and maybe give three times a day the Alpha and once a day give something like the Starter or Breaker, which are energizers, in the morning.  So we bring up the energy in the morning and then we do the stronger detox and pull the energy back down with these other two heavy detoxing formulas. 

We just talked about the internal formulas – five of these formulas.  There are external applications with the same technology as well.  For the full stronger effect of the full program, the best effect is to do it internally and externally. 

The internal formulas are produced in America, but from Turkey there is a division there producing all the environmental products, agricultural products, household cleaning products. They figure if only 5% of the people would use the dish washing soap, the window cleaner, the one for the bathroom, the washing machine, and wash your hands and face with those products, and send those down the drain into the sewage system, that would clean up - because they keep acting for 21 days, even concentrations of 1 part per 500,000 - it will clean up polluted water.

 So the part of the goal of the company is to get about 5% of the people using those products, flushing them down the toilet and the drain, cleaning up everyone else’s pollution. There is Turkish Spa, a bath concentrate that is put into a bathtub – 1 oz into a couple gallons of spring water, then fill it up with water and soap for 20-30 minutes and let toxicity be pulled out through the skin. 

Now any of the oral formulas can also be put into a spray bottle and sprayed on the body before you take a shower.  They can be sprayed into the eyes, through the ears, through the nose to get penetration.  They get very good results with animals with some of those.  They put horses in big tanks where they’ve got the formula; they spray it on injured areas.  Race horses that would have been killed otherwise because of severe illness are back healthy and running and jumping again.  There are soaps that contain the formula just for washing; aloe vera gels – several different formulations – for different topical applications plus the moisturizing skin cream and other creams that draw out toxicity and put over areas where there are tumors or other areas that need to have toxicity mobilized.  There’s a whole range of what the Perfect Science technology does and you can go take a look later on here at some of those products out in the display area.

I began late April, one year ago, and we have 12 months or so of a number of cases with applying these.   As I began working with it, I have a number of patients that I’ve been working with for some time.  They are pretty stable, on certain products already.  We just added the water formulas to see what difference that would make to their ongoing program.
 
There were some new patients that came in.  I put them on the typical program, but we added the water to that, so it’s not just purely with the water.   There were some cases where they were just using the water formulations and to see what happens in that case.  What I have here is not a complete controlled type of study, but these are some preliminary findings just from scanning on through, pulling out these tests, looking and getting some basic numbers to get the findings.  We did quite a bit of travel; we were in Europe, Italy and Germany, Sweden and Japan, Finland, working and checking people in those areas, as well as a number of different states; of course, people coming from all over the country, also Mexico.  We have a broad area of exposure of people we’ve tested.   In some cases, we just had one test; that was one time I saw the person. 

Others were part of a whole series.

So some of what we’ll take a look at are the toxins that the formulas tested out as the most appropriate for when those are present.  To get some indication, we will also present a few cases where we had people on the formula; we’ll see what the difference is with electrodermal testing and with symptom changes.  Part of the program, as we began to develop that, is using the formulations for detoxifying and they seem to have a very broad effect with whatever the toxin is - one of these formulas will address it.  So, in many ways, it simplifies - instead of knowing hundreds of homeopathic remedies or formulas, you have five formulas, and one of those will always address the issue.  Typically, you may need Bach Flower Remedies for emotion as these don’t address it directly; but indirectly they begin to alter the consciousness level of the person taking it, bringing the energy up and often they will be able to resolve and deal with certain emotional issues just as a result of these formulas.

One of the other products we found that worked very well with this is a source of nutrition at a basic level some homeostatic organically complexed microminerals is that one of our colleages, Dr. Richard Drucker – he’ll be giving a workshop from 6 to 7 this afternoon.   We’ve been using the products, called Nanomin or Intramin products – these are derived from mineral rich humus, the topsoil where the plants have taken the minerals out of the soil and goes back into the vegetation compost.  It keeps recycling; they contain fulvic acid, humic acids, all the carboxil groups and organic compounds  that are present so they get absorbed without any assistance from the digestive system as they pass right on through.  So those formulations now incorporate the Perfect Science technology formulation into those minerals.   We incorporate it with the Grander technology – there’s an exhibit here from Grander, from Austria – that’s a method of altering the structure of water, cluster size and shape, and changing surface tension giving it other special properties and we also began using Grander treatment of the chaser water for many of the patients’ here to improve the condition of the water they drink as a chaser after they take the formula. 

There will be another one of the workshops – we’ll let you know about Grander – there’s an exhibit here if you want to look more into the Grander technology from Austria.  We find that very helpful as well.  
So, some were working with a program that was with the water, some with the water added minerals, some of the cases we added homeopathic formulas as well.  As we did the analysis, we didn’t get to all of those – we had about 453 cases over the last few we looked at but there probably was almost twice as many tests that were done but we didn’t have time to pull all the cases.  So we have representative cases for each of the different formulas. 

                                         We move down. 

Let’s take a look. We’ll go take a look at these different parameters here.  One of the things we looked at was the type of toxin and the particular type of water formulation that was tested out as being the most appropriate one.  Here are the 12 different broad categories we looked at as different toxins that we found during the electrodermal screening, finding key areas of stressed organs; identifying allergens; bacteria; cancer situations; toxic chemicals; electrical stress which can be flowing between dissimilar metals in the body - so we may have a gold crown, amalgam filling, a nickel bridge somewhere else - so electrical currents can exist in the body’ fungal toxins; geopathic stress, which is altered electromagnet fields from things like underground water streams that magnetic field directly above, that’s where the bed is, things like fault lines or the global grid, paths that can affect the body. 
We found Alpha was typically able to reverse the effect of the altered extracellular tissue structure induced by the geopathic influence, in about 6-8 days taking Alpha, so that was helpful in that case.
Toxic heavy metals, parasites, radiation, stress, vaccine toxins, and various viruses.  So this is just taking a look.  If we looked at all this particular patient population, 35% of the time heavy metals was one of the major toxins in the patients here, and bacteria showed up 21% of the time, viruses 13%, parasites 12%, fungus, fungal toxins, 8%, chemicals 4% and the rest were down here with a smaller percentage.   We actually have more cancer cases with that although in our search which this was based on, they weren’t all identified specifically here.
Let’s go down here to the next one.  Let’s take a look here.  Metals, which was the most common toxin that I was encountering, and there were 396 cases that we looked at here of metal showing up, particularly brain fog and impaired concentration – metals were there when we have chronic fatigue syndrome.  Typically, metals are a very heavy factor.  In autoimmune conditions we find metals 100% of the time as a cofactor.  We gave a lecture last year where in autoimmune we find metals, virus and parasites are the key factors, plus electricity and maybe 10% of the time a biotoxin, like botulism, are factors that create an autoimmune condition as well as dental focal areas.  The metals showed up for the number of conditions here, so in 43% of the cases Clear showed up as the formula of choice to deal with metal toxicity; then Alpha 28%; Breaker 12%; Starter showed up 11% of the time – many times that was also combined with the Clear or the Alpha, as a combination; and then the Balance about 5% of the time that showed up when metals were the major issue.  So, Clear clearly appears to be the formula that deals with metals.
Now, Aphlatoxin - in many of the cancer cases, we find aphlatoxin, some of the autoimmune and a number of the other types of conditions – it’s a fungal toxin that we get from peanuts, peanut products, made by Aspergillus Flavus fungus.  In 80 cases where aphlatoxin showed up, and in 70% also metals were another factor present there, but Alpha showed up 47% of the time, so Alpha outshown the others in dealing with this biotoxin.  Then Clear came in second, Starter, Breaker, then Balance.  
This is just taking a look at some of the cases there.  This is from April to August, that first section then, September to December, then this year was the last section.  We see Alpha showing up much more.  We didn’t have the Alpha available to work with really until the very end of August of last year, so it won’t show up at all in the first areas.   As we began working with it more, checking things out, we saw the Alpha tending to being the most effective.

Botulism is another biotoxin.  It’s a very difficult one to deal with.  It stresses the adrenal glands in a very significant way, and again, about 70% of the time it correlated with the metals.  In this case, Clear appeared to be the most frequent best choice to deal with that; with Alpha almost the same, second place; Breaker, Starter, Balance showing less usefulness there. 


                      Here is a breakdown of the different numbers. 


Viruses, and there were many different viruses, a lot of the cases I’m looking at with autoimmune we find cytomegalovirus is a very frequent one, a chronic viral condition.  Here we found that metals are present at the same time – about 93% of the time, in these cases.  One of the things we’ve seen is certain metals enable viruses to become more virulent.  Typically, in chronic fatigue syndrome, we’ll see there’s Epstein-Barr virus, sometimes cytomegalovirus, herpes or hepatitis viruses can be involved.  The mercury seems to make those viruses much more aggressive - other metals as well.  The lead has some correlation with the flu virus.  So in those cases, Clear showed up in the overall condition.  Here we are looking at viruses and metals and not pulling out a case that said if it’s just a virus which one would not show up.  My impression is that if it’s just a virus without metals, Breaker would tend to show up or Balance more so.   If the metals are there, then Clear is often going to come through. The body wants to get the metal taken care of first before we go after the virus.  So, in this case, we saw that Clear shows up 36% of the time; Alpha 32%; Breaker, 18%.  There’s more analysis we can do to pinpoint those viruses without the metal in those cases to see if the virus was the major issue.  So here are some of the different viruses that we saw in order of frequency with patients I was seeing.  Cytomegalovirus, Cocksackie, Epstein Barr, Human Papilloma Virus, the wart viruses - those have some oncogenic effect for cancer association, flu viruses, ecoviruses - some of the strong type of flu illnesses in the last year or so have the ecovirus involved with it, not the influenza, herpes zoster, then rabies and parvo, some other less frequent types of viruses that we saw.

Mercury was the most frequently encountered of the heavy metals.  There were 25 cases where we encountered mercury.  Particularly it affects the nervous system, the immune system.  We saw Clear again showed up for mercury as the strong formula – 44% of the time.   Let’s take a look at some case histories where we used that, and we’ll see what the finding was.  We had one case of a 70 year old male with Parkinson’s Disease; he had difficuly with walking, with getting moving, maintaining a normal gait and pace; had a couple of strokes; bladder control is a big problem with him; irregular heartbeats/arrhythmias, tiredness/lethargies; we have nine tests over a period of time that we looked at here – we’ll take a look at those.  On the first test we’re looking at on June 7th of last year, we started out with Balance – the dose tested out at 2 oz. 4 times a day.  We had been working with him some before we started the water.  From the very beginning, he’d had a little improvability in more alertness and incontinence working with homeopathics.  Once we put him on the formula – Balance at this point – we go here just eight days later, and at that point, his walking now was almost normal.  He still has some fatigue, but all the control measurement points had come to normal readings, a big improvement.  We shifted him, just after eight days, to Breaker because the initial issues had changed with just eight days, and now he went on to Breaker – _ of an ounce four times a day is what tested out.  We go to August 10th, and he’s now regaining weight that he’d lost; bladder control is getting better, and at that point, he shifted to Clear, the dose tested out to one ounce four times a day.  About three weeks later, in September, he went on to Alpha as the next formula - _ ounce four times a day tested out.  So we have excellent CMP readings, and now the body tells us the key toxins that are coming out are cadmium and lead.  Typically, each time we test we find some key toxins; the next time we don’t detect those at all or we may continue with the same formula and they continue a little longer, and a point comes when we don’t find those toxins at all that were there before, but now a new toxin is being revealed at a different layer, and this is what the body’s dealing with.  So then we went about five weeks later, in October, with Alpha – now the dose went up to one ounce three times a day.  Here we added in the micro mineral product twice a day.  He continued to improve.  The Parkinson’s condition had reached a certain level of improvement, and it seemed to be there, but it was much improved from where we started out.  For those of you who have worked with Parkinson’s know that is a very difficult condition to see much improvement with most of the conventional ways of treating. 

Let’s take a look right here, this is what the test looked like in that June test, what you can see here are some readings, and they’re averaging – they may be a little bit hard to see – but it doesn’t go up to the full 100 scale – it’s been a little chopped off bit here for the picture – but a lot of the readings are between 60 and 70, and we have a number of indicator drops – which is the white that comes on down – that shows weaknesses.  That shows well down below 50.  This is the Parkinson’s condition, still very strong.  Here’s what it looks like just eight days or ten days later or so, and now everything is right at 50.  That’s what this value is here.  It’s the perfect reading that we strive for with the formulas.  That’s from this level here with many drops, and stressed area, and right to 50 in just about a week.  So these accelerate our progress.
Here’s another case:  a 73 year old female with fairly advanced Alzheimers disease, mental deterioration, needs constant supervision and loss of bowel control.  We haven’t seen a lot of dramatic improvement with Alzheimer’s once it’s progressed past a certain point.  We have eight tests we are looking at.  Here, at May 11th , started out with Clear as the best formula.  Heavy metals, aluminum, mercury and gold, up in the limbic system of the brain is what we have showing up. Electrical current stress is going on as well, with some metals in the mouth.  We have some jaw, dental cavitation issues to deal with, so surgery was done to clear out the dental focus that was disturbing neurotransmitter function and other organs.  Clear then was continued; dose increased a little bit at this point – that was about four weeks, another month later.  Clear continued to be the best formula, and at this point we had an overaccelerated detoxing process, with some diarrhea.  Mercury wasn’t showing at all anymore.  I couldn’t find it wherever I looked.  But aluminum was still showing as a major toxin; and that’s been associated often with Alzheimers.  Then aluminum then came on here a couple of months later – about 2 _ months later here.  Breaker was the next formula, plus we added a mineral formula as well.  We had some imrprovement – mood swings are better, diarrhea’s getting better. 

Then a month after that we shifted back to Clear, plus the micro mineral formula.  There’s some sleep trembles, etc. mentioned here at the next one in December, two months later.  Clear is there, the dose is increasing; the micro minerals continue.  There’s a noticeable improvement in the physical level of function; the bowels are better; the readings are looking much better; however, in her case the Alzheimers situation still continues to deteriorate.  That has stabilized recently, but in that case, but again the Alzheimers is one where we haven’t seen any real clear improvement with the mental, but there’s lots of other things that can improve.
Here is that first test.  We had readings in the 60’s to the 70’s, several indicator drops after we went on the formula, we had a lot of readings averaging, with no drops, in the upper 50’s into the upper 60’s, so there’s an improvement – 50 is our ideal value.
Here we have the next test where we have a number of 50’s, especially on the left side – those are all good.

 For the most part, with a few drops, so there’s improvement here.  Here’s another one where everything is 50 except the bladder is up with some stress. 
The last test in this series here – everything is very stable and consistent, symmetrical at about 58,  so that’s following the Alzheimers.

We have one last case here.  This is a malem, 55 years old.  He’s had mastoiditis, three surgeries – mastoidectomy, perforated eardrum.  He came in because he had bleeding from the ear for about the last month.  He decided he’d better do something about that.  We took a look at things here.  He’d been on good nutritional and dietary support, but we started him with Breaker at 2 oz. four times a day, plus the minerals.  Coming back in twelve days, he was feeling worse, having severe headaches, lethargy, constipated.  We found that the dose had become too strong.  He went a number of days in which the dose worked well, and then because he had a toxic focal problem in the mastoid bone, that got released and became too much of an overload at the dose he was at.  In his case, we cut the dose down, and within a day or two, he was feeling much better; energy was up.  At the high dose, the bleeding stopped.  We go back to the low dose, went on that for a little while longer, and we have with the Breaker at the lower dose, feeling better, no longer in a healing crisis, no fatigue, ear’s not draining.  Then after a while, the ear started to drain again, and he felt the dose had come back up to work more strongly, and so, that went on up, that continued.  We had one situation in July when we had about eight days of 105 degrees or higher in Dallas.  He was driving to work in a car with no air conditioner.  We had a number of people that all had an extremely overaccelerated detox – their readings were in the 40’s.  So at normal doses were becoming too strong and we saw that all across the board, an unusual situation.  It was very noticeable.  So he was part of that situation that went on there.  He shifted to Balance then, went to Clear, went to Alpha and then improved quite a lot here.
Here’s the first reading.  He was in pretty good health except for this ear problem. We had the one big drop on the liver, and here, after being on the formula a little bit, we had no drops, still around 50.  Here we had the next one right here – many 50’s.  Here’s another one with many 50’s and some drops.  That’s one of the things we learned just from that , sometimes when the dose becomes too strong, we’ll get an aggravation – we need to adjust that – and keep some control with some methods, so we like to have the electrodermal screening to be able to steer and readjust the doses as those are needed.
Here’s a summary right here.  With bacteria, it seemed to be Clear, Alpha, Breaker were the top formulas.  Chemical toxins: Alpha, Breaker, Balance and Clear.  Fungal toxins: Alpha, number 1, then Clear.  Metals: Clear first, then Alpha.  Parasites: Clear first, then Alpha.  Viruses:  Alpha, Breaker, Balance.  Often the Balance doesn’t show up as much here because some of these are people with more serious problems.  With those that are healthier, Balance tends to show up a little bit more often.  Okay, they accelerated detoxification; sometimes in two or three weeks, we get what I’d expect in two or three months with the homeopathic.  Be careful of the sensitivity for dosages.  We can get an overaccelerated detox if we go too strong with the formulas but sometimes they don’t take enough formula.  In order to mobilize toxins, we need enough of the formula to carry it all out and transport.  So it can go both ways: either giving too little can result in aggravation; or giving too much can result in the aggravation.  That’s where the testing is important to make the decision.  In some ways it simplifies what we’re doing with these just few formulas, to cover a wide range of issues, without having to get specific as we do with the homeopathics.  I see this as a good basic therapy, a kind of foundation that covers many things that you don’t even know are there, but this will deal with that detoxing.  But when we need specific help, we have a whole range of specific formulas, whether it’s nutritional or homeopathic complexes that can be used to target specific things; help with hormonal balances, neurotransmitters and something heavier with the worms and parasites, something that needs stronger formulas. 


Our findings are that they’re very powerful and they’re safe.  If someone has an aggravation and they stop, it goes right away.  It covers many, many differ conditions, set out to detox.  Just be careful that you have a method to test and work with that.  We have a number of other studies that we would like to do to find out more specifically on these formulas.  Any of you here that are interested in participating in working with that in some research and making use of the products, can get in touch with me and with the Perfect Science group - we can be found in the exhibit hall area there.  I’ll be doing a workshop this afternoon, where we’ll be doing a more specific demonstration of how we actually test for the doses, test for the protocols and work through that.  One additional technology we have added is a footbath device that restructures water, and let’s the body detoxify through the skin, bypassing the kidney and liver.  We incorporate the water formulas; they drink it and put some in the water bath for the footbath. 

That’s another application. 

The mineral formulas that we talked about,Mr Jim Trider , Ms Terry Welch , Nancy Welch , Deborah Furst , David Morse and  Dr. Drucker will be presenting a lot more information on that later on today. It’s not printed in your book here, but Drucker will be talking about that; it’s part of the overall program that we’re working with.   We’ll give you a little information about another approach that has some similarities.  It’s energetic medicine but it’s not homeopathic, per se, but it’s working with this basis of detoxifying. 

That’s what we’re trying to do, get the body detoxified, energized and back to normal.  With that I’ll had it back to Dan and I thank you for your attention.

1503 PETITION: ISRAEL
LARGE-SCALE EXPROPRIATION OF PALESTINIAN PROPERTY IN ISRAEL
I. INTRODUCTION
1.1 This Petition is brought under ECOSOC Resolution 1503 by BADIL Resource Center
for Palestinian Residency and Refugee Rights (BADIL) and the Center on Housing
Rights and Evictions (COHRE) on behalf of individuals and groups of Palestinian
owners of land expropriated by Israel in violation of international law. BADIL, based in
Bethlehem, Palestine and COHRE, based in Geneva, are independent nongovernmental
organizations. COHRE is mandated to promote and protect housing
rights throughout the world, and BADIL is mandated to promote protection and rightsbased
durable solutions for Palestinian refugees. Both organizations’ programmatic
work seeks the enforcement and application of internationally recognized human
rights.
1.2 The named Petitioners here are: The Committee of the Uprooted Residents of Kafr
Bir’im (hereinafter “CUB”), and Abdullah Asad Shibli and two other landholders in the
area known today as Shibli, Israel. CUB is an organization representing the former
residents of a now destroyed Palestinian Christian village located near the Israel-
Lebanon border. CUB was established in 1987 with the mission of returning the former
residents of Kafr Bir’im to their lands and to obtaining restitution of all their property
wrongfully confiscated by Israel. Abdullah Asad Shibli and the two other landholders
are members of a Bedouin tribe, Arab As-Subieh, who currently reside with other
members of their tribe in the village of Shibli located at the foot of Mt. Tabor near Lake
Tiberias in Israel. They held property in the area surrounding Shibli before the creation
of the State of Israel and for some time thereafter. Since 1948, however, the Israeli
government has engaged in a process of gradually confiscating lands owned by the
Bedouins of Arab As-Subieh including lands belonging to Abdullah Asad Shibli and the
two other landholders. Once confiscated, the Bedouin lands are nationalized and
turned over for settlement and development restricted to persons of Jewish origin.
1.3 Petitioners here approach the Human Rights Council as a forum of last resort to
obtain a fair hearing and authoritative legal conclusions about their property rights
under international law, because – although citizens of Israel - they cannot obtain an
adequate, fair and effective remedy for the wrongful takings under Israel's domestic
law. Land confiscation continues in the case of Shibli, and the ongoing denial of the
right to restitution of the people of Kafr Bir’im creates new generations of internally
displaced people and refugees. The continuing violation of the Petitioners' rights to
their land under international law incurs cumulative damage and threatens the survival
of their families and communities.
1.4 The petition brought forward here is also a matter of urgency, because:

i) Petitioners’ rights to remain and reside on their land is threatened by an Israeli
government plan aimed at expropriating large tracts of Palestinian land in the Naqab
(also known as the Negev) and the Galilee with the declared objective of boosting
the Jewish population in these areas by 2015. Human Rights organizations have
warned that the plan is not based on the principles of equality and justice in resource
allocation and discriminates against Palestinian citizens of Israel. On 1 February
2007 for instance, about 50 houses belonging to the family of Tarabin El-Sane'e
living near a Jewish town were destroyed by the Interior Ministry and the police in the
Naqab. (See for instance Weekly Review of the Arab Association for Human Rights
available at: http://www.arabhra.org).
II. THE PETITION IS ADMISSIBLE
The Petition fulfills the criteria of Resolution 2000/3 of the Economic and Social Council,
and is admissible under the Commission’s 1503 procedure.
Petition is not anonymous
2.1 Petitioners CUB and Abdullah Asad Shibli and the two other landholders have
identified themselves as being the victims of alleged violations by the State of Israel of
human rights and humanitarian law which directly affect their respective families and
communities numbering some 5,500 persons. The violations alleged by the named
petitioners alone meet the admissibility requirements for the 1503 procedure.
Facts are credible and reliably attested
2.2 Petitioners have direct and reliable knowledge of the violations alleged. Their
testimony about the factual background for and the record of their cases as litigated
through the Israeli courts is attached as Annex 1 & 2, which form an integral part of this
petition. Their testimony of confiscation and destruction of Palestinian housing and
property within Israeli territory is corroborated by reports from Special Rapporteurs
(E/CN.4/2003/5/Add.1, 12 June 2002; Pinheiro (E/CN.4/Sub.2/2004/22/Add.1);
Concluding Observations of UN Human Rights Treaty Bodies
(CERD/C/304/Add.45, 30 March 1998; CCPR/C/79/Add.93, 18 August 1998;
E/C.12/1/Add.27, 4 December 1998; E/C.12/1/Add.69, 31 August 2001;
E/C.12/1/Add.90, 23 May 2003) and the works of independent legal scholars. The
expert testimony of the lawyer who has handled the case of Asad Abdullah Shibli as
well as dozens of similar cases is attached as Annex 3. The scholarly research findings
of independent experts on Israeli land law policy in the context of Israel’s expropriation
scheme are included as Exhibits in Annex 3. Moreover, human rights organizations, as
well as various Israeli governmental bodies created to facilitate and legalize the
expropriation of Palestinian Arab land including the Custodian of Absentees’ Property
(CAP) and the Development Authority, have fully documented these land
expropriations. Although in many cases, Palestinian property records were lost or
destroyed, the United Nations Conciliation Commission for Palestine (UNCCP) has
reconstructed a land registration database of some 1.5 million Palestinian holdings

against which the records of CAP and the Development Authority may be compared.
Furthermore, the Israeli courts and government bodies who opposed petitioners in
Israeli courts have not contested the petitioners’ contentions of property confiscation
and destruction, but only the legality of these acts. The Commission should have no
difficulty in finding the facts alleged by petitioners to be credible and reliably attested.
Petitioners’ allegations of property destruction and confiscation by the Israeli government
demonstrate a prima facie case of a consistent pattern of gross and reliably attested
violations of human rights and humanitarian law
2.3 Petitioners have described incidents of property confiscation and destruction by Israel
which have resulted in the cumulative loss of over 30,000 dunams (30 km2) of land and
in forced displacement of some 5,000 persons. The duration of the violations (over fifty
years and continuing today), the amount of land confiscated, the number of people
directly affected, and the state of Israel's refusal to provide adequate relief to the
victims characterize these violations as gross. The fact that petitioners' cases are also
representative of dozens of similar cases published in the records of the Israeli
Supreme Court and documented by local and international human rights organizations
(see paragraphs 4.4 – 4.13 below) and of a large group of unnamed victims -- original
Palestinian landholders dispossessed since 1948 and their descendants-- as well as
the resulting statelessness into which many displaced Palestinians are forced, are
additional indicators of the existence of a consistent pattern of gross violations of
human rights and humanitarian law.
2.4 Israel has proffered various justifications for its land confiscations including military
necessity, abandonment of property, failure to register title, and public need. Petitioners
show that these defenses, analyzed in detail along with the substantive legal
violations, are insufficient to preclude a finding of a consistent pattern of gross and
reliably attested violations of human rights and humanitarian law.
Domestic remedies have been exhausted and/or shown to be ineffective
2.5 Petitioners will also show that they have engaged in a legal struggle with the State of
Israel since its establishment to retain their land, including hearings of their cases by
the Israeli Supreme Court. Additional efforts for domestic remedy by the Kafr Bir'im
displaced are foreclosed by the 2003 decision of the Supreme Court in the case of Iqrit
(Sbait et al. v. State of Israel, HC 840/97, 2003). In this decision, the Supreme Court
accepted the government's position that members of the internally displaced
Palestinian community who are also citizens of Israel should not be allowed to return to
their lands and homes inside Israel and should not be provided restitution of their
properties because this would set a legal precedent for millions of Palestinian refugees
whose claims are to be resolved in future political negotiations. Hundreds of other
cases of land expropriations appealed to the Israeli Supreme Court with similar factual
bases as the Petitioners’ cases have also been unsuccessful because restitution of
Palestinian property is effectively precluded by Israel's current legal regime. (For
findings of relevant research, see Annex 3.) Despite the former villagers' repeated
efforts to return to their lands and to obtain restitution of their properties, the Israeli
government, including the executive, the legislative and the judicial branches, has

failed to provide an adequate, fair and effective remedy for the wrongs suffered by the
former villagers. Domestic legal remedies are, moreover, ineffective with regard to
most other pre-1948 Palestinian property owners who, as refugees, have no standing
in Israel's courts.
2.6 In addition to challenges made before the Israeli Supreme Court, CUB has also
sought review and an effective remedy before Knesset Committees and a specially
created governmental ministerial committee. These efforts were also to no avail,
although in 1994 -1995 CUB had submitted a series of concrete proposals for how the
restitution of the land of the Kafr Bir'im displaced could be affected without harming the
well-being of the small number of Jewish settlers currently living on Kafr Bir'im land.
2.7 The Commission should find that the petitioners have made extensive and good faith
efforts to regain their lands by complying with Israeli land laws and challenging land
expropriations in the Israeli court system, without obtaining fair, adequate and effective
remedies.
No petitions pending under other complaint mechanisms
2.8 As described above, petitioners have exhausted all domestic remedies. Petitioners
also have not submitted a petition under any other complaint mechanisms of the
United Nations and its specialized bodies, nor do petitioners have claims pending
under other mechanisms with jurisdiction over Israel. Moreover, no other similar
petition is currently pending with the United Nations on the subject matter of this
petition, i.e. large scale expropriation of Palestinian property in Israel. Having limited
their request for redress of the alleged violations to this Commission’s 1503 procedure,
the Commission should find their petition admissible.
Petition’s purpose is not politically motivated or counter to the purpose of the Charter of
the United Nations
2.9 Petitioners’ claims are not politically motivated. The purpose of Petitioners’ claims is to
determine the rights and remedies under international law of former Palestinian Arab
owners and possessors of housing and property who were living in the territory which
became the State of Israel in 1948, whose housing and property were subsequently –
and continue to be - expropriated, confiscated, or destroyed by the State of Israel.
Although Palestinians should have the same rights as all other human beings to
housing and property, the petitioners as internally displaced persons and members of a
discriminated minority in Israel (see Concluding Observations of the Human Rights
Treaty Bodies listed in paragraph 2.2 above), and as refugees and stateless persons,
lack a state willing or able to guarantee such rights. They also lack an international
protection mechanism or entity that can guarantee such rights in the absence of the
state responsible to do so. Israel’s refusal to guarantee such rights is manifest in the
gross violations complained of here, to which the Israeli legal system has been
complicit. The Council should find the petitioners’ purpose is not politically motivated,
but consistent with the objective and fundamental principles of the United Nations
Charter.

III. BACKGROUND TO PROPERTY EXPROPRIATION IN ISRAEL, AND CONSEQUENCES
TO PETITIONERS
3.1 Petitioner, Committee of the Uprooted Residents of Kafr Bir’im (“CUB”): Expropriations
“legalized” under the following Israeli laws and regulations:
Emergency Regulations
 Article 125 of the Defense (Emergency) Regulations of 1945,
 Emergency Regulations (Security Zones) of 1949, and other Emergency
Regulations
 Land Acquisition (Validation of Acts and Compensation) Law 1953
Using emergency regulations, the military government apparatus and legislation
passed by the Knesset to legalize extra-legal actions taken by the Israeli military, Israel
wrongfully evacuated the Palestinian inhabitants from their village of Kafr Bir’im in
1948. In 1951, Israel destroyed their homes and property, well after the armed conflict
between Israel and Arab states had ceased. Israel then confiscated the land of Kafr
Bir'im in 1953 and turned it over to Jewish settlements. Until today, vast areas of the
land are used by Jewish settlements for grazing a small number of cattle. A smaller
part of the land is currently used as a nature reserve and a national park maintained by
the state and para-state organizations (e.g. Jewish National Fund).
Land expropriation under various provisions of Israel's land scheme has had dire
consequences for the named Petitioners, their descendants and their communities. In
the case of Kafr Bir’im, the villagers lost not only land constituting over 12,000 dunams
(12 km2), their homes, use of their agricultural and grazing land as the sole means of
many of the inhabitants livelihoods, but they also lost an entire community of
relationships when they were evacuated and their village was destroyed. The villagers
of Kafr Bir’im relied on their community to preserve their history, identity, and cultural
heritage as Palestinian Christians in Palestine. Today, when the former villagers and
their descendants try to maintain their connection to their village by worshiping on
holidays and occasions at the village church and by burying their dead in the village
graveyard, they are forced to pass a sign claiming that the site was once a Jewish
village, negating the villagers’ history, identity, and cultural heritage. Today, the former
residents of Kafr Bir’im and their descendants number around 2500 persons. They
continue to live as internally displaced persons in Israel and as refugees in Lebanon
and elsewhere. Many of the villagers and their descendants are forced to live in the
homes and on the property of other refugees knowing that the price of their staying on
the land of their ancestors is being paid by their former neighbors who fled the fighting
in 1948. Additional efforts for domestic legal remedy are foreclosed by the 2003
decision of the Supreme Court in the case of Iqrit (see above, point 2.5). A more
detailed description of the facts and background of this case is provided in the Affidavit
of Afif Ibrahim Abdalla, Secretary of the CUB, included as Annex 1. For legal analysis
of Israel's laws applied to this case, see below, Section IV.

High Commissioner for Human Rights Calls for an End to Restrictions on Aid and Essential Supplies to Gaza;
Underscores International Community's Responsibility to Protect

The Human Rights Council today opened its sixth Special Session on "human rights violations emanating from Israeli military incursions in the Occupied Palestinian Territory, including the recent ones in occupied Gaza and the West Bank town of Nablus", hearing United Nations High Commissioner for Human Rights Louise Arbour express her concern over the escalating violence in the occupied Palestinian territories, which added to the already critical situation in the Gaza Strip, where 1.4 million people were living under the most abhorrent conditions.

Ms. Arbour said that in December 2007, 58 Palestinians in Gaza had reportedly been killed due to the conflict, making December the month with the highest Gaza Strip death toll in 2007. Israeli military operations continued also in the West Bank and in particular in the city of Nablus. The Israeli practice of collective punishment, disproportionate use of force, and targeted killings continued, as did the Palestinian militants' practice of indiscriminate firing of mortars and rockets into Israel. The escalating violence had added to the already critical situation in the Gaza Strip, where all legitimate trade with Gaza had come virtually to a halt. The level of desperation became even more starkly apparent this morning when thousands of Palestinians poured out of Gaza into Egypt rushing to buy food, fuel, medicines and other supplies that had become scarce in Gaza. On Sunday, 20 January, Gaza's main power plant shut down.

The High Commissioner exhorted Israel to completely lift all restrictions to the free flow of desperately needed aid and essential supplies to Gaza. While States had the primary responsibility to protect all persons under their jurisdiction from war crimes, crimes against humanity, genocide and ethnic cleansing, the international community shared the responsibility to protect civilians, in particular where the authorities concerned were unable or unwilling to do so.

Palestine, speaking as a concerned country, said the current occupation, siege and raids into Gaza represented war crimes. The perpetrators should be brought to international justice. Israel's impunity marked a discourse in international law granting it the most favoured nation status, which exempted it from accountability before international law. The international community should intervene and put an end to the Israeli occupation and the suffering of the people.

In the general debate, delegations deplored the dire humanitarian situation in the Gaza Strip, and called for an immediate end to Israel's disproportionate use of military force, as well as the lifting of the siege of Gaza. Speakers agreed that they had to address a clear message to Israel; the impunity which it enjoyed encouraged Israel to pursue its violations. A speaker said it was deeply frustrating that those incidents had occurred at a time when new political initiatives, both in the European Union and in the United States, were taking place to revive the stalled peace process. Many concurred that such actions undermined the process, while others felt it belied Israel's real aim to deliberately abort all Arab and international peace efforts. A number of speakers expressed concern about indiscriminate attacks that harmed civilians on both sides. A partial approach to the current situation, without a call for moderation to all parties involved in the hostilities, could jeopardize the legitimacy of the Council, as well as the efficacy of any decision taken on the issue, a speaker warned. All speakers, however, agreed in calling on Israel to guarantee free access of humanitarian services and supplies to Gaza.

Speaking in the general debate were representatives of Syria (on behalf of the Group of Arab States and the Organization of the Islamic Conference), Egypt (on behalf of the African Group), Cuba (on behalf of the Non-Aligned Movement), Slovenia (on behalf of the European Union), Indonesia, Egypt, India, Saudi Arabia, Malaysia, Zambia, China, Jordan, Nicaragua, the Russian Federation, Pakistan, Bangladesh, Senegal, Nigeria, Sri Lanka, Brazil, Qatar, South Africa, Switzerland, Bolivia, Canada and Angola.

This sixth Special Session is being held at the request of the Group of Arab States and the Group of the Organization of Islamic Conference.

The Council will resume its Special Session at 10 a.m. on Thursday, 24 January, when it will continue the debate and take action on a related draft resolution before closing the session.



Statement by High Commissioner for Human Rights

LOUISE ARBOUR, United Nations High Commissioner for Human Rights, said that, in December 2007, 58 Palestinians in Gaza had reportedly been killed due to the conflict, making December the month with the highest Gaza Strip death toll in 2007. The number of wounded had also increased. Israeli military operations continued also in the West Bank and in particular in the city of Nablus, where Palestinian security forces had been attempting to restore order. Although differing in scope and proportions, operations that had failed to respect international humanitarian law had resulted in the loss of lives of Palestinian and Israeli civilians. The Israeli practice of collective punishment, disproportionate use of force, and targeted killings continued, as did the Palestinian militants' practice of indiscriminate firing of mortars and rockets into Israel. According to Israeli and Palestinian civil society organizations, last year, more than a third of Palestinians killed were civilians.

The escalating violence had added to the already critical situation in the Gaza Strip, where, as the Secretary-General had recently stated, 1.4 million people were living under the most abhorrent conditions. With few exceptions, all legitimate trade with Gaza had come virtually to a halt. The United Nations Office for the Coordination of Humanitarian Affairs reported that 80 per cent of Gazans lived under the poverty line and depended on food and direct assistance provided by aid agencies. The level of desperation became even more starkly apparent this morning when thousands of Palestinians poured out of Gaza into Egypt rushing to buy food, fuel, medicines and other supplies that had become scarce in Gaza. Masked gunmen had blown dozens of holes in the wall on the border to facilitate passage. The World Health Organization had highlighted a serious shortage of essential drugs, as well as increasing difficulties for patients requiring emergency care to exit Gaza, sometimes resulting in the death of patients concerned. Access to essential services such as water, waste-water systems and energy was becoming more uncertain. On Sunday, 20 January, Gaza's main power plant shut down, and could resume working properly only when the provision of fuel was regularly allowed. Ms. Arbour exhorted the Government of Israel to completely lift all restrictions to the free flow of desperately needed aid and essential supplies to Gaza. She reiterated what a number of experts had already pointed out with regard to Israeli action in Gaza: the use of collective punishment was strictly prohibited under the Fourth Geneva Convention.

While aid agencies and the donor community were committed to providing humanitarian support to Gaza, such aid, by itself, could not reverse the situation, Ms. Arbour underscored. The denial of the basic and fundamental rights could not be compensated for by permitting a trickle of charity. All parties concerned should put an end to the vicious spiral of violence before it became unstoppable. To that end, they had to ensure accountability for breaches of international humanitarian law and violations of international human rights law through credible, independent and transparent investigations. Perpetrators had to be brought to justice and victims had to receive adequate reparation. For its part, the international community had to intensify its efforts to ensure that the human rights dimension of the conflict was properly addressed regardless of the development of a political settlement. While States had the primary responsibility to protect all persons under their jurisdiction or control from war crimes, crimes against humanity, genocide and ethnic cleansing, the international community shared the responsibility to protect civilians in particular where and when the authorities concerned were unable or unwilling to do so.

Statement by Concerned Country

MOHAMMED ABU-KOASH (Palestine), speaking as a concerned country, expressed its thanks to all delegations that had supported the call for this current Special Session. The current occupation, siege and raids into Gaza represented war crimes. The perpetrators should be brought to international justice. The international community was urged to act. If Jewish cities were exposed to such civil annihilation it would have prompted immediate international political, judicial and even military enforcement on the perpetrators. Israel was writing another chapter of terror, massacres and ethnic cleansing, which constituted the pillars of its own creation. Israel's impunity marked a discourse in international law granting it the most favoured nation status, which exempted it from accountability before international law. Any attempts to curb the flagrant violations were immediately dubbed as anti-Semitic. Israel could not persist indefinitely in deflating genuine and serious efforts by the international community to revive the peace process. The international community should intervene and put an end to the Israeli occupation and the suffering of the Palestinian people

General Statements

FAYSAL KHABBAZ HAMOUI (Syria), speaking on behalf of the Group of Arab States and the Organization of the Islamic Conference, said that given the continued brutal aggression of the Israeli authorities on the Palestinian people, it had been necessary to call on the Human Rights Council to hold a Special Session. They had to address a clear message to Israel that it had to immediately stop its criminal attacks and attempts to smother the Palestinian people by cutting off essential supplies, including food, water and medicines. The Israeli authorities had also continued with their illegal incursions which had resulted in over 90 civilians dead, and turned the Gaza Strip into a huge prison of 1.4 million people. The international community had to condemn Israel in a clear manner and proportionately to the level of its aggression and crimes. The international community had to call on Israel to lift its deadly siege, which Under-Secretary-General John Holmes had called "unjustified and immoral".

The United Nations bodies, especially the Security Council and the Human Rights Council, should condemn Israel and its attacks. So should the Secretary-General, the High Commissioner for Human Rights and the members of the Quartet. The Arab Group and the Organization of the Islamic Conference called for an end to the silence. They had to act immediately to put an end to actions by those who mocked international human rights and international humanitarian law and the Geneva Conventions. The real aim of Israel from its aggressions and crimes was in fact to deliberately abort all Arab and international efforts to invigorate the peace process. Israel did not want peace. It did not want to withdraw from the occupied Palestinian territory. It did not want to see a Palestinian State, with Jerusalem as its capital. The uprooting of trees, the isolation of Palestinians, the building of settlements and the isolation wall were all proof of that. If they did not act, the international community would witness a real humanitarian catastrophe that was unfolding before its eyes.

SAMEH SHOUKRY (Egypt), speaking on behalf of the African Group, said the African Group supported fully the convening of the current Special Session. Grave concern was expressed regarding the situation in the Occupied Palestinian Territory. The African Group condemned the recent attacks which constituted violations of human rights as well as international humanitarian law. Israel's current campaign was part of a wider campaign of illegal measures and various forms of collective punishment. The African Group called for an immediate end to the violations and the cessation of Israel's military attacks as well as the lifting of the siege of Gaza. The international community should take necessary measures and provide protection for the Palestinian civilians. The African Group expressed its full solidarity with the Palestinian people. The current military campaign was undermining the efforts at reviving the peace process. All relevant human rights mechanisms were called upon to focus their work and effort to address the situation. The High Commissioner had to assume the duties she was entrusted with. This entailed conducting more visits to the region to assess the situation and reporting more regularly and extensively on all violations emanating from Israel. The earlier Special Sessions on this topic should have served as a strong reminder to Israel that its systematic violations were inadmissible. The continued illegal occupation constituted the worst form of systematic denial of human rights.

JUAN ANTONIO FERNANDEZ PALACIOS (Cuba), speaking on behalf of the Non-Aligned Movement, said that the Human Rights Council holding a Special Session for the sixth time to address a situation that required the most urgent attention of the international community. Indeed, this most recent chapter in the history of human rights violations by Israel against the Palestinian people merited the strongest condemnation. They had to find ways to hold Israel accountable and to prevent such actions from occurring in the future. The Non-Aligned Movement strongly condemned the recent military attacks by Israel, the occupying Power, against the Palestinian people in the Gaza Strip, which had resulted in the killing of over 60 people, injured more than 100, and inflicted wide destruction on farms and lands. The Non-Aligned Movement condemned the illegal decision of Israel to close crossing points into Gaza, including for the delivery of basic provisions, such as fuel, with grave consequences for essential services, such as hospitals, and resulting in a great number of victims. By its illegal actions, over the past month, Israel had killed over 200 people, including women and children. Israel's action constituted a grave breach of international humanitarian law and international human rights law, and fed a cycle of violence that threatened peace efforts. Such actions by Israel also aggravated the dire humanitarian situation in the Gaza Strip, where the people continued to be subjected to collective punishment.

The Non-Aligned Movement condemned the fact that Palestinian people had suffered for so long under a brutal occupation, and was seriously concerned about the serious deterioration of the situation on the ground. The Non-Aligned Movement called on the international community and on the Security Council to call upon Israel to cease its aggression and its illegal actions immediately. The Human Rights Council could not ignore the fate of thousands of Palestinian people whose rights were violated on a daily basis by Israel. This Council had an important role to play in ensuring that. Israel was obligated to comply with the Council's resolutions. The High Commissioner for Human Rights should also assume, in full, the responsibilities vis-a-vis this clear case of flagrant and systematic human rights violations.

ANDREJ LOGAR (Slovenia), speaking on behalf of the European Union, said that the European Union was deeply concerned with the current situation and called for an immediate end to violence. The recent developments were particularly regrettable. The suffering of innocent civilians on both sides was deplorable. The Israeli Government should refrain from all activities contrary to international law. The goal remained to establish an independent Palestinian State. The European Union was deeply cognizant of the severe human rights violations in Gaza. Of concern was the recent flooding of Palestinians through the Egyptian border. Current humanitarian conditions remained of great concern. An agreement must be reached. Delivery of European Union funded fuel had resumed yesterday.

GUSTI AGUNG WESAKA PUJA (Indonesia) deplored the recent events that had begun on 6 January 2008 in Gaza in the occupied Palestinian territory and which had since led to the death of many Palestinian civilians. Indonesia was of the view that such repetitious, harsh and disproportionate acts against the Palestinians would not help to create an environment conducive to peace that was recently discussed and sought by the international community in Annapolis. This latest series of violent acts was a testament to the total disregard to the calls as well as the efforts undertaken by the international community to find a lasting peaceful solution.

Of the six Special Sessions of the Council held in the 19 months of its existence, this was the third that had been held regarding Palestine. That could give rise to the question of why Special Sessions were held on Palestine so often. One of the answers would suggest that something very serious had to be happening on the ground that required the repeated attention of the Council. Whatever the case might be, the international community had to fulfil its responsibility to protect the human rights of the Palestinian people, and to that end Indonesia urged all concerned parties to the conflict to exercise restraint and renounce violence in order to create an enabling environment for candid political dialogue. It was Indonesia's fervent hope that the sixth Special Session would produce a concrete and viable result that would put an end to the human rights violations in Palestine.

SAMEH SHOUKRY (Egypt) recalled the grave violations being committed against the Palestinian people who were still suffering from foreign occupation. The violations of human rights were committed by the Israeli military operations inside the occupied Palestinian territories. There were also targeted assassinations. The Council had to assume its responsibility in light of these violations. Egypt strongly condemned all violations of international human rights and humanitarian laws carried out by Israel. Egypt called on the international community and the Council in particular to intervene immediately and call on Israel to stop the siege of Gaza and to protect civilian Palestinians. The impunity which Israel enjoyed encouraged it to pursue its violations. The High Commissioner for Human Rights and the Human Rights Council should send a united and firm message to Israel.

MOHINDER SINGH GROVER (India) said India had consistently stated that a just, comprehensive and lasting peace in the region could only be achieved through negotiations and dialogue leading to the establishment of a sovereign, independent and viable State of Palestine living in peaceful co-existence, within secure and well-defined borders, with the State of Israel. India had welcomed the direct dialogue between the leaders of Palestine and Israel and the renewed efforts and initiative by the international community to resolve Arab-Israeli issues. It was in that context that India had followed with concern the recent escalation of violence in the Middle East, particularly in Gaza and the West Bank, and the continued violence inflicted on innocent civilians, including women and children. India called on all sides to reject violence, respect human rights, and to take immediate steps to defuse the growing tension.

ABDULWAHAB A. ATTAR (Saudi Arabia) condemned the violence being perpetrated against the Palestinians by Israel. The international community had not been acting to put an end to that violence. Now, they were facing a new chapter in that violence. The international community had to preserve its credibility by shouldering its responsibility to protect Palestinian civilians from illegal Israeli practices, in particular collective punishment, incursions and bombings of facilities and the murder of civilians and children. Those were grave violations, which demonstrated that the Israelis intended to commit such crimes and to flout international human rights and humanitarian law, and the Council's resolutions. The international community had to respect its moral responsibilities in that regard and put an end to the violations against the Palestinian people.

HSU KING BEE (Malaysia) said that the Annapolis and Paris Conferences had offered hope for the peace process to resume. Regrettably the current situation was breaking the spirit of those two conferences. Malaysia condemned the serious human rights violations by Israel. International law should be respected. It was not the first time that this had happened in the Palestinian Occupied Territories. It was the role of the international community and the Council to put an end to the current situation. The Council should ensure the effective implementation of its earlier decisions.

ENCYLA SINJELA (Zambia) said that Zambia had followed with great concern the developments in Gaza and how, again, as was most often, the people in that area were subjected to death, fear and desperation. Zambia was disturbed by the killing of innocent lives on both sides, and the inappropriate response by Israeli forces to the hostilities. Zambia called on Israel to exercise restraint, considering that it had more sophisticated weapons than the Palestinians. The blockade on Gaza which had led to the closure of the main power plant and made it impossible for humanitarian aid to reach the people of Gaza, making them scramble for essential commodities, was not justified. As it was already, the Palestinians were living under very difficult conditions, such that even a partial easing of the blockade, as was done yesterday, did not make life any better for them. The Israeli Government had therefore to lift the blockade immediately and permanently and to re-open the border crossings to ease the suffering of the Palestinian people.

BO QIAN (China) said China was concerned about the escalation of violence in Gaza and the serious deterioration in the humanitarian situation of the Palestinian people. The international community had to undertake urgent measures and find ways to stop this cycle of violence. The two parties should immediately cease their military operations and the international community should re-launch a diplomatic process to bring about a just and durable peace. The Human Rights Council had to continue to follow very closely the evolution of the situation of Palestinians.

MOUSA BURAYZAT (Jordan) said the recent severe and repressive Israeli measures in the Occupied Palestinian Territory, in particular the economic blockade on Gaza, and the recent blocking of basic supplies, such as fuel and humanitarian supplies, had resulted in totally cutting off Gaza. Israel had subjected the whole population to fear, with people daily sleeping in hospital beds or seeking shelter from Israeli air strikes. The unjustified military measures of the Israeli forces had inflicted untold suffering on the Palestinian people, which, together with the economic measures, were disproportionate and could not be justified.

It was an understatement to say that the actions of Israel were violations of international humanitarian and human rights law. To say that Israel was carrying out illegal collective punishment was the minimum that could be said. Israel's illegal and illegitimate measures were also undermining the efforts of the international community, including the United States, to find a path to peace. Jordan expected the Council to do its best to bring an immediate end to the suffering of the Palestinians in the occupied Palestinian territory and to stop the grave human rights violations to which they were subject. By doing so, the Council would not only live up to expectations placed on it, but would contribute to establishing international peace and security.

ALICIA MARTIN GALLEGOS (Nicaragua) expressed Nicaragua's sadness over the current situation. The ongoing military escalation was regrettable. The parties should return to the Road Map. The escalation of violence had to stop. Conflicts could not be resolved through attacks on peace and security. The violations of the peace process by the Israeli State were jeopardizing the peace process. War should be considered as the greatest failure of humanity. Civilization required that everyone abide by ethical rules. Nicaragua supported the work of the Council to protect human rights.

VALERY LOSHCHININ (Russian Federation) said the Russian Federation was seriously concerned about the drastic escalation of the confrontation between Israel and the Palestinian people. Once again, innocent blood had been spilled, and the situation had deteriorated significantly. The actions of Israel could not be justified. They contradicted the principles of international humanitarian law. They were disproportionate. Russia called on Israel to lift the economic siege on the Gaza Strip and to ease the suffering of the Palestinian people. However, it could also not be ignored that the indiscriminate rocket attacks by Palestinian militants only exacerbated the situation and did not help a settlement. Both parties should put an end to violence, take urgent and concrete steps to put an end to violations, and begin a dialogue.

IMTINAN ELAHI QURESHI (Pakistan) said that some said that too frequent Special Sessions would devalue the currency of the Human Rights Council. But too frequent human rights violations targeting one particular region were a mockery of the human rights machinery if it could not respond or take action. The recent operations had resulted in many casualties and numbers were rising. The latest episodes showed that Israel had no respect for international law. The people of Gaza had to be protected. The Council's role in this situation was an imperative.

MOTAHER HUSSAIN (Bangladesh) said that what was happening in Gaza was appalling. At least 40 Palestinians had been killed by Israeli bombardments in the past week alone. One such incident killed many women, children and elderly people attending a wedding party. The massacre had shocked the world's conscience. That heinous act of indiscriminate killing by Israel defied all civilized behaviour. In particular, it was deeply frustrating that those incidents had occurred at a time when new political initiatives, both in the European Union and in the United States, were taking place to revive the stalled peace process. Those incidents not only reflected a lack of commitment by Israel to allow any progress, but also undermined the process itself.

This was not the first time that Israel had committed such a crime. The massacre of Beit Hanoun was still fresh in their minds. Bangladesh firmly believed that lasting and viable peace in the region could not be achieved until the legitimate rights of the Palestinian people were fully recognized and Israeli occupation forces withdrew from the occupied territory. Israel had to ensure unrestricted and secure passage of all humanitarian assistance, rapid and unimpeded movement of aide workers, and resumption of full supply of fuel and other essential items of daily life. It was essential that the Council took a clear and unequivocal stand on the flagrant defiance of international law, particularly on the violation of fundamental human rights by Israel.

ABDOUL WAHAB HAIDARA (Senegal) said that the situation in Gaza was serious. The violence of the last few days, of which the civilians were the main victims, as well as the grave humanitarian situation that resulted from it, made it incumbent for the international community to make an appeal to stop the hostilities. All parties were called upon to abstain from any acts that could compromise the peace process that had been started during the Annapolis Conference. Also Senegal, as President of the United Nations Committee on the Exercise of the Inalienable Rights of the Palestinian People, reaffirmed its determination to continue its work towards the creation of an independent Palestinian State.

FRANK ISOH (Nigeria) said that the current crisis in Gaza and the West Bank town of Nablus reminded them once again, albeit painfully, of the fragility of peace in the region and offered a compelling reason for stepping up ongoing global efforts at seeking a solution to the overall Middle East conflict. The indiscriminate firing of rockets at civilian targets by Palestinians and the disproportionate use of force by Israel with attendant collateral damage on civilian populations could find no place in civilized conduct. The international community could not escape the fact that frequent flare-ups of this nature were the outcome of the collective frustration of the Palestinian people over the slow pace of global efforts towards the attainment of statehood. Nigeria believed that the two-State solution remained the best solution to stemming the frequent resort to violence. Nigeria reaffirmed its support for the African Union resolution that called on the international community, and in particular, the Member States of the Quartet, to reactivate the peace plan so as to pave the way for a return to the negotiating table.

DAYAN JAYATILLAKE (Sri Lanka) said that Sri Lanka recognized the right of Israel to exist and the right it had for its self-defence. But what was being witnessed today was grossly disproportionate. The attacks by Palestinians were also condemned, but the force used against civilians by Israel was not seen as appropriate. Given their history, the people of Israel knew very well the hardships of ghettoisation. It was a repetition of crimes seen long ago. Also, Hamas legislators had been elected officially, and those that had remained silent when they were taken away were responsible today for the current situation.

CLODOALDO HUGUENEY (Brazil) said that Brazil was among those countries that had signed the list calling for the Special Session on Palestine. It was Brazil's view that unless the parties reinforced their commitment to dialogue and to the cessation of the use of force, it would not be possible, from a human rights perspective, to achieve significant changes in the conditions on the ground. A partial approach to the current situation, without a call for moderation to all parties involved in the hostilities, would jeopardize the legitimacy of the Human Rights Council, as well as the efficacy of any decision taken on the issue. Brazil was concerned not only about the effects of the Israeli attacks and incursions on the human rights and humanitarian situation in the occupied Palestinian territories, but also with rocket attacks launched against Israeli communities close to the Gaza Strip. All parties involved had to halt actions that affected civilian populations on both sides. Brazil also called on Israel to guarantee free access of humanitarian services and supplies to Gaza.

FAISAL ABDULLAH AL-HENZAB (Qatar) said that it was regrettable that the Council had to meet so soon after the Annapolis Conference. The policy pursued by Israel showed that its Government had no sincere wish for peace. Gaza had become one enormous prison where the human rights situation was of great concern. The launching of rockets by rebel groups did not give the right to Israel to attack the civilians in Gaza. An end should be put to the military actions. The humanitarian situation in Gaza was serious. Qatar was sending food in the region. The Council should tackle the crisis and condemn Israel's policy.

BEULAH NAIDOO (South Africa) said that South Africa condemned the use of violence, including in the occupied Palestinian territory. The recent military attacks and incursions by Israel had resulted in extensive material damage and loss of lives. The destruction of property, burning of farmlands, and restriction of fuel, food and medicine had resulted in a serious disruption of the provision of essential services. The disproportionate use of force and collective punishment that was being meted out against the Palestinian people could never be justified on the basis of self-defence. The economic strangulation and disruption of social life of the Palestinian people in the occupied Palestinian territory could not be allowed to continue. South Africa highlighted the finding in the report by the Council's Special Rapporteur on the situation of human rights in the Occupied Palestinian Territory that "the apparent failure of Western States to take steps to bring such a situation to an end places the future of international protection of human rights in jeopardy as developing nations begin to question the commitment of Western States to human rights". South Africa welcomed the recent contacts between Israelis and Palestinians aimed at establishing dialogue. The Annapolis Conference and the commencement of talks on the final status issues had raised expectations of an opportunity to find long term peace and stability in the region. However, every time such military actions continued without the necessary pressure on the Israeli Government to desist from such action, the peace process was decisively set back. It was critical that the international community mobilized greater pressure to bring about stability in that area.

MURIEL BERSET KOHEN (Switzerland) said that Switzerland deplored the escalation of violence in the Occupied Palestinian Territory. It was worried about the consequences of the clashes and called for an end to the violence. The rights of the Palestinian people were at the heart of Switzerland's preoccupation. The breaking up of the socio-economic infrastructure was alarming. These measures of collective punishment were causing a humanitarian crisis and went against international humanitarian law. Switzerland urged Israel to lift the current siege. It also condemned the launching of rockets into Israel. All parties should show restraint in order to give a chance to the peace process. This Special Session was taking place at a crucial moment, both in the Palestinian peace process and in the history of the Council.

ANGELICA NAVARRO LLANOS (Bolivia) said Bolivia, like other speakers, condemned all collective punishment of innocent civilian populations. Those acts, which ran counter to international humanitarian and human rights law were counterproductive to the ultimate aim, which was to find a peaceful settlement that could be supported by all. As Bishop Tutu said before this Council last year, peace could only be achieved if the rights of all were respected. This Special Session would not be able to resolve the long-term underlying issues, and the failure of plans to find a lasting peace. Therefore, Bolivia was concentrating on calling for Israel to lift the recent economic blockade of Gaza, which was causing the deaths of innocent civilians. In that way, they could at least perhaps avert the worst humanitarian crisis.

TERRY CORMIER (Canada) said Canada was deeply concerned by the deteriorating humanitarian situation facing Palestinians and the continuing attacks targeted at Israeli citizens. Israel was urged to comply with its obligations under international law and to take all measures to protect civilians in Gaza and the West Bank. Unfortunately, neither this resolution nor the current session addressed the role of both parties. It was regretful that the current draft resolution did not condemn the rocket attacks on Israeli civilians. The mandate of the Council was clearly to protect the rights of all. As the proposed resolution did not respect this, Canada would vote against the draft resolution.

ARCANJO MARIA DO NASCIMENTO (Angola) said Angola deeply deplored the latest events that had occurred in the Gaza Strip and Nablus, especially due to their negative impact on the civilian population and to the fact that they added to the deterioration of the already precarious economic and social situation in the Occupied Palestinian Territory. Angola was particularly concerned by the restrictions imposed to access to basic food, health care assistance, and other social rights of the civilian population. The latest reports concerning the lifting of some measures by Israel should be encouraged, and constituted a positive step that could ease the situation on the ground. Angola duly recognized the legitimate right of Israel to defend and protect its population and its territory against actions launched by armed militias bent on derailing the peace process in the Middle East. But the exercise of legitimate defence should be adequate and proportional. Angola did not believe that collective punishment was the right answer. It was important that all parties demonstrated restraint, abstaining from acts that undermined the rights of civilians during military operations. It was important that all parties continued to show the political will and a spirit of flexibility.

Thank you for contacting me regarding the Global Warming Wildlife Survival Act (S. 2204). I appreciate hearing from you and share your concerns about the potential impact of global warming on ecosystems across the United States and around the world.

 

The effects of global warming are already being felt by hundreds of plant and animal species, from polar bears to coral reefs. I am a cosponsor of the Global Warming Wildlife Survival Act, which would:

 

·        direct the Secretary of the Interior to develop a national strategy for helping wildlife populations and habitats adapt to global warming;

 

·        establish a National Global Warming and Wildlife Science Center to guide and conduct research;

 

·        require the National Academy of Sciences to report to Congress on the impact of global warming and strategies to mitigate its effects; and

 

·        create programs designed to reduce the impact of global warming on species listed or being considered for listing under the Endangered Species Act.

The Global Warming Wildlife Survival Act has been referred to the Senate Environment and Public Works Committee. I am not a member of this committee, but I will continue to support S. 2204 as steps are taken to bring it to the Senate floor for a vote.

Denny Larson of Global Community Monitor, the United States based environmental justice and human rights group, will speak in Dublin at Liberty Hall on Thursday May 15th at 7PM.

Global Community Monitor aims to hold major corporations accountable in America and throughout the world.

Through GCM, local community struggles are linked, and their efforts multiplied.

The group sent a fact-finding mission to Ireland to report on the policing operation in Erris County Mayo early last year, and met with many people who have direct experience of the Garda tactics at the Shell to Sea protests. Denny Larson will speak about his experience of relations between the local community and the Gardaí, and make comparisons with other human rights and environmental campaigns with which GCM is involved.
