Riverdale Laws

 

These laws were modeled after Simmerville and Simmington Hills, but have been formatted to reflect the residents of Riverdale.

These Laws are subject to change at anytime and must be upheld by all Riverdalers, both Settled-in and/or Immigrating.

 

Effective Sim Day – Three

 

 

Hood Administration

(The Council, The Administration, The Hood Admin.)

 

 

The Hood Council’s positions and their salaries will start immediately.

 

All money from rent, taxes, fines and fees are to be paid to the Hood Administration. It will be spent on the upkeep and building of new properties and as well as maintaining our beautiful neighborhood.

 

The Hood Council (Administration) is made up of ten careers and each will try to be filled by qualified individuals.

 

Politics – Mayoral

Qualifications: Political Career, level 3

Task: Coordinating Hood Laws and managing Riverdale

 

Business – Trade and Commissions

Qualifications: Business career, level 3

Task: Handling local trade and exporting of goods, as well as controlling imports. Approving local community and home businesses

 

Medical – Health Care

Qualifications: Medical career, level 3

Task: Coordinating health care for all sitizens and, managing the medical center

 

Military – Home Land Security

Qualifications: Military career, level 3

Task: Training of troops, Home Land Security, and special operations

 

Culinary – Food Supply

Qualifications: Culinary career, level 3

Task: Maintaining local food supply. Managing over all health in restaurants and bars

 

Science – Historical Archives

Qualifications: Science career, level 3

Task: Managing the local library and community growth registry. Keeping a documented record (photos as well as written) history of Riverdale’s development for prosperity

 

Education

Qualifications: Education career, level 3

Task: Providing quality learning for children from grades K-12, providing a safe environment for education

 

Law – Security

Qualifications: Law Enforcement career, level 3

Task: Maintaining an orderly society and keeping crime to a respectable level, training police recruits, managing the jail

 

Homemakers – Stay At Home Moms (S.A.H.M.)

Qualifications: Unemployed (because caring for a household is a job in itself)

Task: Securing family values, and rights for all sitazens (children and elders)

 

Athletic – Recreation

Qualifications: Athletic career, level 3

Task: Organizing recreational activates (i.e. swimming, fitness, overall health)

 

 

Elections:

 

The Hood Council shall retain their positions until death or if they commit a serious crime, then they shall be removed from office.

 

Once the population grows to a reasonable amount public elections shall be held on the 20th Sim Day. Hood Council cannot run again, the Mayor being exempt. He/she may run for a second term in office.

 

The Spokes Sim shall remain in his/her postion for life or unless asked to step down due to commiting a crime, etc. (revised Sim Day 14)

 

 

 

Salaries

 

Hood Council Members are paid $1,000 every 5th Sim day. The Spokes Sim is paid $3,000 every 5th Sim day, and the Mayor is paid $8,000 every 5th Sim day. (revised sim day 46 sim year 2010)

 

 

Taxes

 

Each household (homeowners only) must pay property tax ($1,000) every 5th Sim day. Cars and pets are not included in taxes.

$1,000 for students entering University (one-time tax)

$1,000 Immigration tax per household moving in/ joining (i.e. marriage), only a onetime payment due by the 5th Sim day. If not paid on time, $100 is added in interest a day until payment is made.

 

Apartment/Home rental tax $500. (revised day 10)

 

Rent:

 

Rent is 1% of the total net worth of an empty house, paid per adult/elder household member; a child/teen is equal to half an adult. Rent is due every 5th Sim day. Pets are not counted in the rent. But a deposit of $25 is due when adopting a cat or dog. Payment must be made for each additional pet adopted.(abrogated Sim Day 31)

 

A single sim cannot live in a residance alone for no longer than three sim days. They must either find a roommate to move in with them or move out to live with a roommate. This is for apartment and home rentals.(revised sims day 16)(obrogated sim day 31 becasue of Apartment Life deal)

 

Rent is now what the landloard (NPC) has decided it to be. All sims living in a rental unit must pay their rent every Monday or once every season. Pets are still allowed, but it would be better to only house small ones. Larger pets would suffer from the cramped conditions.

 

Single sims can now live in an apartment unit alone and no longer have to earch out a roommate.(added sim day 31)

 

Fees

 

$1,000 to switch from public school to private

$500 for community lot wedding

To purchase a family plot in a cemetery there will be a one-time fee of $2,000, then each burial will be $500

$500 for burial/cemetery location

 

Fines

 

$2,000 if gardens are not maintained

$200 for fighting in public

$100 for disturbing the peace

$150 for tipping over trash cans (revised Sim Day 16)

 

Administrative Awards

 

There are none at this time

 

Welfare Program

 

A household can apply for a one-time support fee based upon the number of residents and cost of living (i.e. bills, food, etc.) After receiving aid the adults in the home must find work if unemployed, and if there are any teens in the home, they must obtain work as well.

 

University Fees 

Any sim planning on attending University must pay a tuition fee of $6,000 year, and the first payment must be made to the Hood Coucil before the teen leaves for Uni. Each year a check is to be deposited with the admissions office or, the sim could be placed on academic probation and, give an extra day to pay. If payment is not recived then the sim will be expelled from school. (Added Sim day 35) (Amended sim day 46 sim year 2010)

 

Emergency Aid

 

*Emergency Aid will be given to all those in need of it. (please see below for qualifications.)

 

*If applicant has already applied for support (Welfare) then they must wait 5 Sim days before Emergency Aid will be given.

 

**They must also show proof that they are now employed.

 

Single Parent Homes

 

Any child(ren) residing in a single parent home will be given support by the absentee parent (i.e. Monique’s child support hack), up until they enter University or become an adult.

 

The parent living with the child(ren) in the household is required to spend 50% of the money on the child(ren), and the rest is to be put into a savings account for higher education.

 

Adoption

 

If a couple is awarded the privilege to adopt a child then they will receive a one-time payment of $3,000 per child.

 

Social Security

 

Every male and female sim living to the age of 60 days old and older will start to recieve a Social Security Check (S.S.C.), in the amount of 200 simonlians, every 5th sim day upon retirement. If the elder sim desires to continue to work, then they will not recieve any money from Sim City until the retire. (Added Sim Day 21)

 

Immigration/Emigration

 

Immigration – We welcome three new households every 5 Sim days. (revised Sim Day 35)

 

Emigration – A household can leave Riverdale at anytime, unless money is due to the Administration. All outstanding balance must be paid in full before the family can move. If payment is not made then legal action will be taken.

 

Applications must be submitted for those wanting to Immigrate. (revised day 9)

 

Living/Housing

 

A sim can live alone in an apartment, but can place an add for a roommate. (added sim day 10)(revised Sim Day 35)

 

Townies/NPC - No sim who is a resident of Riverdale will be allowed to marry ot move in a Townie or NPC. This is due to the growing population of Riverdale.(added sim day 30)(obrogated sim day 31)

 

Riverdale National Bank

 

All households must open a bank account within their first 5 days of residency.

 

It is allowed for more than one family member to hold an account.

 

You have the option of obtaining a bankbook and/or credit card, and will be able to make bill payments through the card, and able to keep a savings account through the bankbook.

 

ATM’s will be installed around the neighborhood for your convince.

 

Any loans taken out will have to be paid in full within 25 Sim days, or the Repoman will pay your home a visit.

 

 

Homeownership Rights

 

Both Settled-in Sims and newly *Immigrated Sims can purchase a Homeownership Right and there is a requirement that at least one of the family members has an account at Riverdale National Bank. A home ownership right costs $5,000, and must be paid along with the 10% down when buying the house. (revised Sim Day 17)

 

Special Cases - In these cases sims who are in needed of a Homeownership Right but are new (immigrating) or have only been living in an apartment for less than five days, must submit an application stating the reason(s) why they need to purches a home. Reasons that will be concidered such as wanting to start a farm, etc. (added sim day 31)(abrogated Sim Day 35)

 

Homeownership Rights can be bought, sold, or inherited.

 

A single sim can live in a bought home by theirself. (revised Sim Day 14)

 

*Immigrated sims can only purchase a new home if they have the funds to do so upon moving to Riverdale. If not, then they must rent an apartment and establish good credit with Riverdale National Bank before obtaining a loan to buy a home. (Added Sim Day 35)

Land Right

 

A Land Right is connected to a specific address, and the right can be bought, sold, or inherited.

A Land Right is to be paid to the Hood and does not include a Build Right, but is required before you can buy a Build Right.

 

Build Right

 

To make use of your Land Right you must have a Build Right.

The Build Right is $5,000 and must be paid to the Hood Administration. Furthermore, a resident must have 10% of the listed price of a property available and paid to the Hood in order to purchase that property.

 

Build rights mean, if you own your home but want to add onto the property, you must pay the $5,000 to obtain the zoning rights to build.(Added day 43)

 

Community Lots

 

Residents can buy a business after negotiating a deal with the Trades Office. A Business Certificate must be purchased before you can open and operate your business.

 

Business Certificates

 

A BC is required to run any Community Lot or Home Business. Your BC will be designated to one of the following categories:

 

· Trades (stores selling clothing, groceries, furniture, etc.)

· Foods (restaurants, cafes, bars)

· Pleasure (clubs, amusement, gaming, fishing, etc.)

· Services (offices, travel, social services, etc.)

· Agriculture (farming, gardening)

 

Your BC will be connected to one particulate community/farming lot. Each lot can hold only one BC, and each BC can only be used with one community/farming lot.

 

The BC cannot be moved to a new lot; neither can the category of the BC be changed.

 

Farm Rights

 

No Farm Rights are needed to garden at home. To meet this requirement the renter or homeowner is limited to a five plot allowance.

 

Farm Rights cost $1,000 per five plots. A farmer must purchase 10 plots to start a farm. There must be on average two farmhands working the land. If selling your produce outside of the farm land then 1% of your earnings are to be paid to the Hood Administration.

 

If the farmer plans to live on the land that is to be the farm and sale from it, then a BC needs to be purchased.

 

 

Marriage Rights

 

The marriage right is currently available to straight sims residing in Riverdale only. There will be no exceptions made.

It is a union between two sims. Upon entering this union it is advised but not needed to prepare a prenupual agreement, which will be agreed upon then signed by both parties in front of the Judge.

If no contract was made and signed then the spouse making less money is intitled to spousal support for the span of 5 sim days, the devoricer paying 5% of his/her daily income to the devoriced. After 5 sim days alimony is no longer paid.

If sims were married for 10 sim days or longer and have no prenup, then the divorced spouse is to recieve 50% of the estate (i.e. money, house, cars, etc.) The amount will be divided in court.

If the sims had a prenup regardless of how many sim days they were married then the prenup will be honored. (Added on Sim Day 21)

 

 

Laws of Inheritance

 

Possessions are officially transferred from Possessor(s) to Heir(s) on the day the Possessor dies. Any tangible item(s) that are handed out in advance must be registered with the Archive Librarian, and will be taken into account on that final day.

 

 

The Inheritance is the sum of all possessions, including houses, cars, net-worth, accounts, rights and, businesses. Inheritance is automatically divided between the deceased's family and friends. This distribution is automatically set up by the laws of SimCity, and has no bearing on Riverdale and its Administration.

 

The Heirloom, however, is the division of all tangible item(s), like houses, cars, and furniture. The Heirloom is regulated through Riverdale and its Administration, and is required to be reported to the Archive Librarian.

 

Possessor

 

Possessor is the one who passes on his valuables to his heirs. If the Possessor is married for more than 10 sim days, they will each normally own 50/50 of the heirloom. If the spouse is still alive, the heirs won't necessarily receive their heirloom. Heirs can get their heirloom by means of the Chain of Inheritance. (*See below.)

 

Heirs

 

The Law of Inheritance deals with the total values.  Inheritance is equally shared by all heirs.  Regarding the Heirloom, the possessors (and heirs) are free to decide what item shall be inherited by what heir. If there are no such decisions, the Chain of Inheritance goes into effect.

 

 

Chain of Inheritance

 

1. Spouse - If the spouse has been married to the deceased for at least 10 sim days, then the spouse owns 50% of the heirloom. The other 50% can be distributed through the remaining Chain of Inheritance. The spouse of the deceased can decide to "step back" from his/her heirloom, so that the children may gain more than their rightful due, however the children must provide the widowed Sim with a place to live.

 

2. Children - All children of the deceased Possessor. Includes adopted children and any children born outside of the marriage (if the deceased has claimed them.)

 

3. Siblings - If there is no spouse, and there are no children, all sisters and brothers of the Possessor will inherit the heirloom.

 

4. Friends - If there are no siblings and are no children or spouse, then the heirloom is divided up between the deceased's friends.

 

5. Administration - If there is none of the above, then the heirloom value is taken by the Hood.
