Each County that has the program or other Counties that might wish to have the program put in place is now responsible to obtain 80%  support from their own area. The funds raised in each county is dedicated to their program. To achieve this a RHAF volunteer staff is required; County Director (office skills), Onsite Service Provider (extensive knowledge on the care of equines is essential), Fundraising Coordinator and additional volunteers to help with fundraising events. Several successful areas of fundraising for counties has been established; all that is required are volunteers to organize and run them. This program includes city and townships within the county.

The success of the program is the compassionate and helpful manor in which all Ripley's Staff interacts with owners. RHAF is not there to judge or place blame.  Ripley's HAF is there to help good people in bad situations find answers to the long term care of equines in need.

Cause & Effect
"Cause & Effect" the title of a publication that will fortify the "Hay 4 Horses" Voucher program as well as being an efficient way of getting education information directly to the horse owners via Animal Control Agencies. Not all equine owners are well informed on the requirements for a healthy management program for their horses. With the assistance of American Association of Equine Practitioners (AAEP), Farriers, Animal Control Agents and Equine Rescues; Ripley's HAF has put together a booklet on Necessary "Care 4 Equines" covering the topics of care within the owners control that most frequently results in poor heath. This is RHAF's first National project nowbeing printed in house.

 "Hay 4 Horses" Animal Control Voucher is efficient as a tool for officers to help owners and their equines.

When an Animal Control Officer goes on a call for a skinny horse reported, they frequently find that a lot more than feed is needed for the well being of the equine. This Skagit Mini is not only very underweight, it had not been able to walk for quite some time. Instead of a hoof, each leg had a rocking chair. Through "Hay 4 Horses", farrier Art Morris spent several hours on the trimming process; finding abscesses and a bad case of thrush. The owner relinquished ownership and the mini was placed in a care facility for rehabilitation and eventual adoption.

Parasite Infestation takes its toll

When internal and external parasites become out of control the amount of nutrition robbed from the equine can become life threatening.  The mare in #1 as well as her foal in #2 were so infested with round worms, that three days after deworming their droppings had mass amounts of worms up to 10 to 12 inches long. Lice infestation was so sever that missing patches of hair was prominent and they looked like they had dandruff throughout their coat but it was actually lice. A "Hay 4 Horses" voucher for horses 1 and 2 was issued by Animal Control to Skagit County Animal Control, as no owner could be found and therefore deemed abandoned. Hay and a grain supplement delivery was coordinated with the relocation of the two equines to a temporary location on a Thursday. The following day, Friday, both were treated for their parasites. Tuesday morning, both were picked up by Hope for Horses of Woodinville, WA for further care.
