Gaussian Blur

Step One

Get a picture. You may use my picture to follow along.

Step Two

Duplicate the base.

Step Three

Now go to Adjust>>Blur>>Gaussian Blur.

Step Four

Now set the Radius to 2.5 and press "Ok".

Step Five

Now locate your color palette. If you can't see it go to View>>Palettes>>Layers.
Set the layer to hardlight 100% (depending on what looks best on your image).
