Step One

Start off by locating your image. This is mine.

Step Two

Go to Edge Preserving Smooth.

Step Three

A new window should open. Now set your settings to mine. If wished to make a dramatic effect, make amount of smoothing higher. If you'd like to make a less dramatic effect, make amount of smoothing lower.

Press "Ok"

Step Four

You're image should look something like this:

Step Five

You can stop there, or like me you can add borders and duplicate the base to Hardlight 100%. Voila!
