Choose a picture and make sure the it's more of a person's face. Otherwise, if the picture is small it'll be really hard to edit the eyes. I chose this picture:
Step Two
Get your freehand Selection tool.
Step Three
Under selection type, choose Point to Point and set your settings to mine.
Step Four
Now, trace over the person's eyes. When you're done you should see a little dotted layer over the eye as below:
Step Five
Go to Adjust>>Hue and Saturation>>Colorize.
Step Six
Now look for the color you want the eye to be. These are my settings:
Step Seven
Press "Ok" and one of the eyes should be the different color you chose. Now do the same for the other eye, and you're done!
