Have your graphics/picture ready. The picture I chose is below:
Step Two
Go to Images>>Add Borders:
Step Three:
A new window should appear. Choose the pixel size, which determines how big the border will be. Make sure the Symmetric box is checked. I chose a 2 pixel border of white.
Step Four:
I added another blue 1 pixel border to finish it off.
