There are many different types of decoration, but here is a simple tutorial on one of the easiest, and very pretty, ways to decorate a graphic/layout.
1. Open up PSP, and open the graphic you would like to decorate. I'm decorating a small scene from HanaKimi drama.

2. First, you might like to hich up the contrast and brightness, to make it look more fancy. Click Colors::Adjust::Brightness+Contrast. Change the settings until you are happy with it. My settings were Brightness:33 & Contrast:28.

3. There's the brightness adjusted, now for the real stuff. Select the pencil tool, and change the style to Point To Point, and choose a fancy line. Select a colour and carefully click your way around the main part of the image.
4. At the moment all we have is a little image with an outlined person. Now we want to add a few small touches: words, scribbles, that stuff. We are going to make a transparent strip.
5. Select the Shape Tool, and change the setting to Rectangle. Make sure your stroke&fill colors are both black. Make a rectangle wherever you want your strip.
6. Click Layers::Properties, and change the Opacity to 50. You now have your transparent strip to add text/your sign. Adding a few bits&bobs at the side with the pencil tool also makes it look good, as i have done on the left&right hand side. Ta-ra!
