He can only be obtained by Geting the Aurora Ticket in Pokemon FireRed or LeafGreen.
You can get the Aurora Ticket from the Pokemon Rocks America event(it alredy happened in 2004)
Now,the only way to get him is Action Replay,Game Shark or Code Breaker.He will be normal

Defense(One to the Left)In leaf green and speed(one at the bottom of the page in emereld.
