Item: Focus Band

Moveset: Ice Beam, ThunderBolt/Thunder, Tri Attack, & Nasty Plot.

Why: Porygon-Z's best stat is Sp. Attack, so although Modest is temting, Timid will aid you to outrun what Modest-packers can't. Ice Beam Will be your #1 attack against any non-speed boosting Natured Dragon type. Expect for Dialga & Palkia, & Focus Band/Sash, they don't stand a chance. ;D Between Thunderbolt & Thunder, it's all up to you. If you have an excellent Rain Dancer, or believe battles take some risks, Thunder would be the best. But Thunderbolt is, also another great Sp. Attack move. It'll be sure to leave a dent in any Water type, & with your max Speed 306, most Water types are pretty slow, & before they set up a Rain Dance+Swift Swim combo, (& it kinda hurts you if you set it up for them when trying to get Thunder ready... |P) they sould be blasted into next week. XP Tri Attack will be your greatest attack for any sturdy types that don't fear both Thunderbolt/Thunder & Ice Beam. First off, you gain STAB, then when you see your chance, Nasty Plot will raise your Sp. Attack sharply, & thus giving you the better chance of O.H.K.O.ing everything in it's path. :O

For the item, Focus Band, is a risk using it, but if you gave it the Focus Sash, chances are if Porygon-Z's Close Combat'ed, then yes, the Sash will be handy. But when it gets hit by like Surf & survives, that already makes Focus Sash useless. & even if you get hit by a fighting attack, hopefully the Focus Band will kick right in! ;D
