Constitution
Article I PREAMBLE
Section 1 Purpose
- The purposes of the Phi Alpha Honor Society are to provide a closer bond among students of social work and promote humanitarian goals and ideas.
- Phi Alpha fosters high standards of education for social work students and invites into membership, those who have attained excellence in scholarship and achievement in social work.
Section 2 Nondiscrimination/Hazing
- Membership to Phi Alpha Honor Society shall be available to all eligible persons without regard to race, religion, natural origin, ethnicity, color, age, gender, marital status, citizenship, sexual orientation, and disability.
- Neither the Phi Alpha Honor Society nor its members shall conspire to engage in hazing, participate in hazing, or commit any act that injures, degrades, or disgraces or tends to injure or degrade any fellow student or person attending the institution.
Section 3 Off-Campus Issues
- This organization or its members, when taking stands on issues, recognizes and will fulfill its obligation to make clear that it in no way represents the official position of the California State University, San Bernardino.
Article II NAME
- The official name of the organization shall be the Phi Alpha Honor Society at California State University San Bernardino and shall be known as Phi Alpha Honor Society throughout the rest of this document.
Article III MEMBERSHIP
Section 1 Eligibility
- An undergraduate student is eligible for active membership after achieving the following National minimum requirements and meeting local Chapter requirements.
- Declared social work as a major.
- Achieved sophomore status.
- Completed 8 semesters hours or 9 quarter hours of required social work courses.
- Achieved overall grade point average of 3.0 on a 4.0 scale.
- Achieved a 3.25 grade point average in required social work courses.
- Local chapter may establish higher eligibility requirements.
- A graduate student is eligible for active membership after achieving
- A minimum of one term of course work.
- A grade point average of 3.5 on a 4.0 scale.
- Local Chapters may establish higher eligibility requirements.
- A faculty member may be granted membership by invitation of the Executive Committee and approval of the Chapter membership.
- The Committee, with the approval of the membership, may grant Honorary Membership to a maximum of two individuals per year who have made outstanding contributions to the field of social work. Honorary members shall not be assessed membership dues.
- The method of granting membership shall be in accordance with procedures established by the local chapter.
- Qualified persons may be inducted into membership anytime of the year.
Section 2 Expulsion
- Any member may be expelled from membership for reason of academic or personal conduct unbecoming of a student of social work, by a three-fourths vote of the chapter, after a thorough investigation has been made by the Executive Committee and the member so charged has been granted an impartial hearing before the Executive Committee. Dismissal from the Social Work program or College/ University is cause for automatic recommendation for expulsion.
Article IV OFFICERS OF THE EXCECUTIVE COMMITEE
Section 1 Positions
- The officers of the organization shall consist of a President, Vice- President, Secretary, Treasurer and Junior Class Representative.
Section 2 President
- The President shall preside at meeting of the chapter
- Appoint such committees as may be provided for by Chapter Constitution or By-Laws or by vote of the chapter
- Call special meetings of the chapter
- Be responsible for all Chapters reports
- Perform duties or ritual chair at initiation ceremonies
- Promote the welfare of the Society and Chapter
Section 3 Vice-President
- The Vice-President shall perform all duties of the President in the latter’s absence or disability and any other duties assigned by the President.
Section 4 Secretary
- The duties of the Secretary shall be as follows
- To forward to the Treasurer of the Executive Council the following
i. The national initiation fee for each student and faculty initiate prior to his or her acceptance into membership.
- Fulfill such additional duties as may be required by the Executive Committee or by the Chapter Constitution, the By-Laws, resolutions, or vote of the Chapter membership.
Section 5 Treasurer
- The treasurer shall maintain records of all monies received or disbursed.
Section 6 Junior Class Representative

Section 7 Faculty Advisor
- A faculty member in the undergraduate or graduate social work program shall serve as the Faculty Advisor.
Article V ELECTIONS
Section 1 Nominations
- Nominations of officers shall be made from the floor by the person wishing to be an officer, a fellow club member, or by faculty advisor.
Section 2 Time of Elections
- Election of officers shall be held annually during the Spring Quarter
- Elections shall be held in the presence of majority membership and faculty advisor.
Section 3 Procedures
- Officers will be elected by a majority vote by the membership.
Section 4 Assumption of Office
- Chapter year shall being on July 1 and end on June 30.
- Newly elected officers shall take office at the beginning of the chapter year, and shall remain in their positions until the end of the chapter year.
Section 5 Vacancies
- In the case that an officer resigns or is unable or unwilling to keep office, vacant positions will be filled by an existing executive officer or through election by majority membership.
Section 6 Impeachment
- An executive officer is eligible for impeachment if they continually decline to perform their duties, or meet the above requirements for membership expulsion.
- Officers may be nominated for impeachment by any member or faculty advisor.
- Impeachment of office shall be confirmed by a three-fourths vote of the chapter and upon approval by faculty advisor.
Article VI MEETINGS
Section 1 Quorum
- A minimum of two executive officers must be present at a meeting to transact business.
Section 2 Schedule
- The Chapter shall meet in official session at least once each month.
Article VII FINANCES
Section 1 Banking
- The executive committee shall follow CSUSB guidelines to select a financial institution, open and maintain an account for Phi Alpha Honor Society.
- The Chapter shall maintain adequate and accurate records of its membership, activities and finances. Such records shall be kept in such a way as to serve as a permanent and historical record.
Section 2 Dues
- The initiation fee shall be of sufficient amount to include the following
- The initiation fee required by the National Society.
- The initiation fee required by the local chapter.
- Annual chapter dues shall be established in accordance with chapter needs by action of the Executive Committee and a three-fourths vote of the chapter membership present.
- Special fees may be levied by the Executive Committee with a three- fourths vote of the chapter membership present.
Article VIII CONSTITUTION AMENDMENTS
Section 1
- The Constitution may be amended by a majority vote of the Executive Committee and upon ratification by a three-fourths vote of the membership.
Article IX COMMITEES
Section 1
- Standing Committee may be appointed by the President with approval of the Executive Committee.
- Special Committees may be appointed by the President.

Section 6
