Vector Text
I started on the vector text section by trying out a couple of Profs examples.
The first image is a gradient fill with a nice effect for the stroke obtained by using another gradient with the repeats set to 999.
The second one is an effect obtained by deforming the text to taper it, then duplicating, mirroring the image and then merging

Text on a circle
I then followed THIS PSPUG tutorial to make an image of some vector text on a circle. Here it is.

{A word of caution here. The single word 'in' works in this case, just like raster text: ie it types in a straight line, because the vector is a circle with just a line thickness. but if your vector shape is a filled circular shape, when you activate the text tool (A), and try to click in the middle it will appear as the 'rocking A' and the text will jump onto the outer edge of the shape and the text will be curved. What you have to do to get it to behave, is to press the 'alt' key at the same time that you click on the shape. You will now get a staight line of text.}
My next stepwas to convert the vector to a raster and use an inner bevel setting, then add a drop shadow. This was raster 2 in my layer palette. Raster 1 at the bottom was still empty. So i made it the active layer and went to Effects>Artistic effects>Balls and Bubbles.
I chose the 'earth' preset and in the right hand pane checked 'single ball' and unchecked 'maximum posssible size.' I then drew out a frame in the left hand pane and clicked on OK. I made a lucky guess, but if I hadn't I would have used undo and started that bit again. Here is what I got, after adding a drop shadow to the world.

Then all I did was to resize the canvas height to be a bit larger, add a new raster layer which I moved to the bottom and flood filled with a nice blue, then added one of the edge picture frames. This is the finished image,
