Picasa – my personal favorite. I downloaded this and use it when I have multiple images I need to either rotate or rapidly resize, it’s more practical and user friendly than Photoshop.
Gimp for Windows – appears to be a nice free program w/ layering options similar to Photoshop.
Free Artwork/Drawing Programs
Artrage - I LOVE this program. It's easy to get lost in Corel and Photoshop and get distracted with all of the wonderful shiny gizmos that they offer for enhancing your drawings, Artrage is pure drawing magic! All you do is draw with it can be used w/ a mouse or tablet. Basic version is free - full version is inexpensive to purchase.

Tutorialized - this is one of my favorite sites. There are thousands and thousands of Photoshop tutorials here. Pretty much anything you want to learn about Photoshop you can find by visiting this site and searching. I learned so much simply by experimenting and trying out the tutorials. Learn everything from Vectoring, to customizing fonts, to photo editing, and using advanced features in Photoshop. Also has tutorials for many other rendering programs.
