This is one of the more mysterious companies. They made steam toys for sale in Queensland, NSW, Victoria and South Australia but where it was actually based has been lost in time. They made a 0-4-0T steam loco for 'O' gauge which is an almost direct copy of the Bowman 300 loco made in the 1930s in England. The had a rectangular plate fitted to the side tanks embossed with QR, NSWGR, VR or SAR, depending on which state they were sold in. AN oval plate with the name 'Victor' was also on the back bunk.

The 1930 Walther & Stevenson catalogue also advertised a Victor Steam roller but no examples are known to exist or even if any were ever made.
