The story starts by introducing 17-year old (initially 16 years in the manga) high school student Shin'ichi Kudo who is a genius savant, and his childhood friend and crush, Ran Mori.
Shin'ichi treats Ran to a trip to a theme park named "Tropical Land" and encounters a murder.
After easily solving the case and showing off his detective skills, he notices two mysterious men wearing black.
Telling Ran to go on home, he tracked the men to a meeting place and witnesses an illegal deal. However, one of the men in black (known only as Gin) notices him and knocks him out.
Instead of directly killing him, the two men in black give him an untested experimental poison named Apotoxin-4869 (APTX4869), which was supposed to not only kill Shin'ichi, but also leave no trace of poison in Shin'ichi's body.
However, Shin'ichi wakes to find that he is still alive, but has now been shrunk, and his age reverted back to that of about his six year old self.

The series revolves around the kogal (also known as "gal") subculture in Japan.
The title character, Kotobuki Ran (Ran Kotobuki in the English anime: CMX maintains the Japanese standard of family name first, while ADV follows the Western order), is the self-proclaimed "world's greatest gal."
As a teenager in Shibuya, she's determined to live out the gal lifestyle for the rest of her life, and she has gained a reputation as the most respected gal in all of Shibuya.
However, she comes from a family of police officers - her grandparents, her parents, and her older brother are all officers, and her younger sister is set on following in their footsteps.
Ran has other dreams for her future, but as frequently shown, she has acquired the family's sense of justice and spirit.

Lucia, Mermaid Princess of the North Pacific Ocean, sets out to land to find the boy she saved from a shipwreck seven years before the beginning of the story, the boy to whom she entrusted her pink pearl.
She eventually found the boy: a surfer named Kaito Dōmoto.
But as the human form Lucia assumed, a girl named Lucia Nanami, bears very little resemblance to her mermaid form, Kaito cannot recognize her.
She cannot tell Kaito who she really is; otherwise, according to mermaid folklore, she would turn into foam.
So she tries to convince Kaito into figuring out who she really is (since the legend does not say anything about the other person discovering a mermaid's true identity by himself).

At the same time, Lucia has been told that a group of water creatures or suiyō (水妖) have invaded the marine world and she must gather the six other Mermaid Princesses and their pearls to bring back the legendary goddess Aqua Regina to stop them.
To fulfill this, she joins forces with Hanon and Rina, Mermaid Princesses who came up to dry land, use their pearls, turn into singing idols, and use their voices as an offensive.

Miki Koishikawa's ordinary life as a high school junior is turned upside down when her parents suddenly announce that they are getting divorced in order to swap partners with a couple they met in Hawaii.
They seek her approval of the shocking change, and at a dinner where Miki meets the other couple as well as their son Yuu, who is about her age, she reluctantly agrees to the arrangement.
Yuu, while at first a jerk who takes every opportunity to make fun of Miki, turns out to be fun and attractive, and Miki finds herself falling for him.
Little by little, she accepts her new family arrangement, and opens up to Yuu as they become friends.

Miki and Yuu's relationship starts to become complicated because of the previous relationships that they have and develop with other characters.
These include Miki's long time classmate and former crush, Ginta Suou, and Yuu's former girlfriend, Arimi Suzuki.
A secondary subplot develops when Miki's best friend, Meiko Akizuki, herself starts to have her own problems because of the relationship she has gotten into with one of the teachers, Nachan.

Throughout the series, Miki and Yuu's relationship is further developed and tried, influenced by other characters around them and the relationships that they develop with these characters.
