NSU Search and Rescue
Constitution and By-Laws
2004-2005


PREAMBLE We the students attending Northeastern State University, in order to promote interest and awareness of this constituency as a legitimate student body in assisting the community in any search effort or in a state of emergency.

ARTICLE I - NSU Search and Rescue
Section 1
The name of this organization shall be the NSU Search and Rescue This organization shall be referred to as NSU Search and Rescue through the remainder of this document.
Section 2
NSU Search and Rescue logo and other insignia representations shall be well defined in the By-Laws.

ARTCLE II - Purposes and Goals
Section 1
The objectives of NSU Search and Rescue shall be:
A. To initiate and promote programs designed to enhance community awareness and social opportunities for these students and to encourage the membership at large to utilize services that are offered by the University that support community enhancement and social opportunities.
B. NSU Search and Rescue will facilitate the networking of search efforts for mutual problem solving and informing the membership and campus community at large on involvement and issues relating to the health and well-being of the effort.
C. To promote fellowship among students, faculty, staff, traditional students and the local community.

ARTICLE III - OFFICERS
Section 1
The Officers of NSU Search and Rescue shall be President, Executive President, Vice President, Sergeant At Arms, Treasurer, and Secretary.
Section 2
A. Officers of this organization must be active members and must be in good academic standing with the University and must attend three-fourths (3/4) of all meetings.
B. Officers of this organization must be full time students with a cumulative GPA of 2.00 for undergraduates and 3.00 for graduate students.
C. Officers may not be on any sort of academic suspension, probation nor have any type of enrollment hold.
D. Officers shall be elected by a majority vote an announced at the end of the fall semester.
E. Officers will be installed at the end of the fall semester and serve a one-year term.
F. Any officer found to be in violation of the Recognized Student Organization Policies either knowingly or unknowingly, shall be removed from office immediately and shall be ineligible to hold office for the period of one semester or until such time as the violation of office has been corrected.
Section 3
A. With the exception of the Presidency, the Executive Board will appoint an eligible NSU Search and Rescue member to fill the position of any elected officer, which becomes vacant. The new appointee will serve the remainder of that officer’s term.
B. In the event that the officer of the President becomes vacant, the Executive Board President shall automatically become President.
C. No officer shall hold two or more offices at the same time within NSU Search and Rescue.
D. If for any reason the best interest of the organization requires a change in officers or the election board members during the year, the matter shall be duly and carefully considered by the election board. A majority vote of the election board or a petition signed by ten percent of the members of the organization and submitted to the election board shall be necessary to call a board meeting, denoting the purpose of the meeting notice, or to consider and vote upon a recommended change. A two-thirds vote of the entire voting membership of the board shall be required to declare an office vacant. The vacant office shall be appointed by the Executive Board unless otherwise noted in this constitution.

ARTICLE IV - CAMPUS ADVISORS AND SPONSORS
Section 1
Advisor(s) and/or Sponsor(s) to NSU Search and Rescue shall be appointed by the Executive Board and/or a screening committee appointed for that purpose.
Section 2
There shall be at least one Advisor and/or Sponsor appointed to serve upon the Selection Committee.
Section 3
Advisors and Sponsors will be non-voting members of the Executive Board and whose presents will not count toward a quorum.
Section 4
Advisors and/or Sponsors will offer guidance and criticism without domination and will serve as a liaison between the organization members and the campus community.

ARTICLE V - ELECTORAL PROCESS
Section 1
The elected officers of NSU Search and Rescue shall be a President, and Executive Vice President, a Vice President, a Secretary and a Sergeant At Arms. They shall be regular members in good standing, as defined in Article 3 of the NSU Search and Rescue Constitution. In semesters with low membership, the Executive Vice President and Vice President offices may be combined, and the Secretary and Treasurer positions may be combined.
Section 2
All officers shall be elected by ballot at the annual meeting each year. They shall take office following the adjournment of the meeting at which they are elected. Elected officers shall serve a term of one academic school year or until their successors are elected. No member shall serve more that one academic year in the same office. If an officer assumes an office above him/her, that semester shall not be considered in relation to this section. A majority vote shall elect all officers.

ARTICLE VI - EXECUTIVE BOARD
Section 1
The Executive Board shall consist of all officers.
Section 2
The Executive Board shall meet at least once each month and report to the membership.

ARTICLE VII - MEETINGS
Section 1
NSU Search and Rescue shall conduct regular meetings to be held on every Tuesday and Wednesday of each month during the Fall and Spring semesters.
Section 2
Weekly meetings may be held any day defined as a regular meting date during the Fall and Spring semesters.
Section 3
An Annual Meeting will be held the first week of December for the purpose of electing officers, acceptance of faculty sponsors, receiving annual reports, the executive board and committees, and for other business that shall be deemed relevant at an annual meeting.
Section 4
Special meetings may be called by the President, the Executive Board, or the majority of the membership with a minimum of fourteen days advance notice prior to the date of the meeting. Special meetings may only be called during the Fall and Spring semesters.
Section 5
Summer meetings may be held for the purpose of planning and hosting events, appointing delegates to conventions and preparing the fall semester.
Section 6
Executive Board Meetings may be called as needed at a time and place determined by the President. Executive Board meetings shall be closed to anyone who is not specifically on this board.
Section 7 Quorum
A. Regular Meetings. The quorum for regular meetings and special meetings shall be determined at the beginning of each semester by the Executive Board.
B. Executive Board Meetings. The quorum for Executive Boar Meetings shall be a majority of those members that make up the executive board that semester.

ARTICLE VIII - Amendments
Section 1 All amendments must be submitted in writing and be reviewed by the Executive Board.
Section 2
All amendments shall be voted on at the next regular meeting and must be passed by a two-thirds vote of the active members of NSU Search and Rescue. Amendments are subject to NSGA approval before implementation.

ARTICLE IX - SUPREMACY CLAUSE
This constitution shall be subsidiary to the Constitution of NSGA of NSU and shall operate in accordance with the NSGA Constitution; the student Code of Rights, Responsibilities and Conduct; and in other ways determined by the committee itself.

By-Laws for NSU Search and Rescue
Membership
Section 1
Regular membership is open to any NSU student who has completed a membership application and been approved, and whose dues are not delinquent.
Section 2
Members shall be considered in good standing who have turned in a membership application and whose dues are not delinquent.
Section 3
Regular membership dues shall be $20.00 per year payable by the third week and/or no later than two days after the first University disbursement date each semester.
Section 4
Membership in NSU Search and Rescue shall not be denied nor shall membership be discriminated against on the basis of race, color, creed, sexual orientation, physical handicap, or political orientation.
Section 5
Applications for membership shall be provided by the Sergeant At Arms to prospective members. Once the application to the Secretary for safe keeping.
Section 6
Members wishing to have a copy of the By-Laws for NSU Search and Rescue may request one from the Sergeant At Arms at any time.

Duties of NSU Search and Rescue Officers
A. President, the President shall chair meetings, serve as ex officio member of all committees with the exception of the election committee, attend all meetings of the Northeastern State Government Association (NSGA) unless he/she has delegated this responsibility to another officer of NSU Search and Rescue, and represent NSU Search and Rescue in any matter pertaining to the administration, faculty, staff, NSGA, or any other official body at Northeastern State University or elsewhere and perform oher duties appropriate to this office.
B. Executive Vice President, the Executive Vice President shall act in the capacity of President in his/her absence or when so directed by the President, sere as assistant to the President in his/her efforts for the good of this organization, perform other duties appropriate to this office, assume the office of President if that office is vacated for any reason.
C. Vice President, the Vice President shall act in the capacity of the Executive Vice President shall act in the capacity of the Executive Vice President and/or the President in his/her absence or when so directed by the President or Executive Vice President in their duties, perform other duties appropriate to this office, assume the role of Executive Vice President if that office is vacated for any reason.
D. Treasure, the Treasurer shall be responsible for the collection of membership dues and allocation of moneys used by NSU Search and Rescue, shall keep accurate and current records of monies received and expanded by this organization shall confirm to all NSGA rules in this regard and will attend NSGA Finance Committee meetings, shall work with an appointed auditor to complete and audit NSU Search and Rescue’s finances at least two weeks prior to the end of each semester upon which the final audit will be submitted in writing to the Office of Student Affairs. He/she shall submit a treasure’s report at least twice a semester to the executive board as to the financial situation of the organization.
E. Secretary, the Secretary shall record meetings minutes and maintain correspondence necessary to the function of the organization, shall be responsible for maintaining the membership applications, shall be responsible for maintaining archival records of all minutes, agendas, correspondence, and similar documents of this organization and performing other duties.
F. Sergeant At Arms, the Sergeant At Arms shall direct and superintend the pages and the delivery of mail and meetings literature, communications services and telephone directory for members, guide service and other visitor services, disposal of surplus, equipment, assisting the President and/or Executive Vice President or Vice President in maintaining order during meetings, and in restoring order when a meeting becomes non-productive, along with other duties appropriate to this office. He/shall act as the organization’s parliamentarian, shall assume the office of Vice President if that office is vacated for any reason.

Committees
A. Standing Committees
1. Public Relations Committee, The Public Relations (PR) Committee shall encourage new members and create means of retaining current members. The PR Committee shall work closely with the Events Committee and the Executive Board to promote a positive image of NSU Search and Rescue to the campus community and the general public.
2. Events Committee, The Events Committee shall research and suggest possible participation of events by making motions at meetings. If said motions are adopted, the social events committee shall be responsible for planning and hosting the event.
B. Temporary Committees, Temporary Committee chairs and members may be appointed by the President, subject to the approval of the Executive Board.
C. Elections Committee, The Election Committee shall be a temporary committee that will exist for the sole purpose of nominating and electing new officers. This committee shall disband immediately upon the election of the new officers for the year.

PARLIAMENTARY AUTHORITY
Section 1
The rules contained in the current edition of Robert’s Rules of Orderly New Revised shall govern the organization in all cases in which they are not inconsistent with the By-Laws and any special rules or orders the organization may adopt.

AMENDMENT OF BY-LAWS
Section 1
These By-Laws may be amended or revised by a two-thirds vote at any special meeting.

STATEMENT OF NON-DISCRIMINATION
Section 1
This organization shall not discriminate on the basis of race, color, sex, age, sexual orientation, marital status, national origin, disability, and status as a Vietnam Era Veteran. This policy will include but is not limited to recruiting, membership, organization activities or opportunities to hold office.

FINANACES
Section 1
NSU Search and Rescue sources of funding will come from the following:
A. Membership fees.
B. Fund raising events
C. Donations
D. Student Senate Fund
E. Any other appropriate funds

DISSOLUTION OF THE ORGANIZATION AND FUNDS
Section 1
NSU Search and Rescue may be dissolved upon the written and recorded “yes” vote to two-thirds of the membership, providing the advisors/sponsors and the President of NSU Search and Rescue agree to the termination ad there are no outstanding balances owed by the organization.
Section 2
Upon dissolution, all the organization’s property, of whatever nature or value, and whosoever situated shall vest itself immediately to Northeastern State University Senate Government Association to be used as determined by the Northeastern Senate Government Association.

STATEMENT ON NON-HAZING
Section 1
This Organization will not conspire to engage in hazing, participate in hazing, or commit and act that causes or is likely to cause bodily danger, personal degradation or disgrace resulting in physical or mental harm of any fellow student or person attending this institution.
