Radial Blur

This tutorial will show you how to use a background radial blur. Do not redistribute in any way.
1. Open up any picture. Or save mine to follow along. (Please not that I colorized this picture) I am using this picture of Ashley Tisdale:
2. Right click on your picture on your layer palette and click "duplicate layer" from the menu.
3. Go to FILTER > BLUR > RADIAL BLUR and match the follow settings:
Amount: 12
Blur Method: Spin
Quality: Good or Best
4. Now, use your Eraser tool to erase the parts that you do not want blurred.
5. Your finished product should look something like this:
