Article I: Statement of Purpose

 

       The objectives of the Association are:

 

                                     I.     To elevate the standards of wrestling officiating

                                    II.     To provide a means for the correct interpretations of the wrestling rules and mechanics.

                                  III.     To promote good fellowship among the members.

                                  IV.     To secure a close cooperation and understanding between inter-school athletic officers.

                                   V.     To encourage and assist in developing junior wrestling officials.

                                  VI.     To foster a high standard of ethics.

                                VII.     To further the interests of athletics generally by fostering a spirit of sportsmanship and fair play.

Article II Definition of Membership

 

1. Policy Prohibiting Discrimination:

A, No person shall be denied membership or access due to race, color, creed, religion, sex, or national origin.

1. None of the above shall be criteria for the receiving of assignments.

2. None of the above shall be criteria for the level of assignments received.

3. None of the above shall be criteria for holding office

4. Race, color, creed, religion, sex, or national origin shall not be a factor in any portion of the operation and governance of the NCWOA.

 

2. Process/Qualification for Membership/Certification

a.       Active members:

1.  Officials who have paid the current dues prior to the start of the season.

2.  Officials who have passed the current state examination with a satisfactory mark of 80%. These tests shall be supervised and are subject to review by the President and the Executive Board.

3. Officials who have demonstrated satisfactory ability and evaluations from senior officials and coaches.

                                  4. Officials that have met the apprenticeship criteria in either this association, or another association by approval of the NCWOA Executive Board.

                                      5. Rating will be the basis for number of assignments and competition level of the assignments.

                                      6  A minimum of 20 hours of training as outlined in section 3 following.

                               

    b. Meetings

                       1. The meeting of this Association shall be held and the time and place designated by the Executive Board.

                       2. All active members shall attend all meetings. Any active member who fails to attend each meeting without a valid excuse shall not be eligible for the first match on the nest assignment sheet. Contact must be made with an Executive Board Member 24 hours, before or 24 hours after the meeting.

                       3. NCWOA is a Non-Profit unincorporated Association.

 

              c. Training

 

                                  1. There will be three required training meetings the second, third and fourth Sundays in November with a fourth meeting by the second week in December.  (These meetings will last approximately 3 hours.) A post-season meeting will take place following the North Sector’s Tournament.  Other mid-season meetings will be called by the executive board as needed with a minimum of four (lasting approximately two hours each).

                                  2. Each official must attend a minimum of 20 hours of training consisting of, but not limited to, reviewing rules/case book, testing, constitution/by-laws, videos, situational calls, holds, wrestling clinics, elections, one-on-one training at individual and tournament situations, working with local high school teams, etc.

 

           d.. Active Dues

                       1. The Executive Board shall set dues for active membership in the Association,

      2. Applicants for membership in the Association shall pay dues and other fees prior to taking the examination(s), receiving instructional material or receiving assignments.

 

Article III: Due Process

 

1. Disciplinary Action and Conflict of Interest

a, The Executive Board is instructed and empowered to take disciplinary action including loss of membership from the Association for a member whose conduct and/or ability as an official is such as to reflect unfavorably upon the Association or its objectives, including the wrestling official’s Code of Ethics.

b.. The Executive Board has the right to expel any member that is officiating for any organization that is in direct competition or conflict with the NCWOA.

c.. Any individual expelled from membership may seek reinstatement after one full season from the date they were expelled. The individual shall present to the Executive Board a petition signed by seven (7) active members, requesting reinstatement. If favorably acted upon by the majority of the Executive Board, the condition of the probation shall be determined by the Executive Board and shall not exceed one (1) year,

d.. A request for reinstatement shall not be made until at least one (l) full season after the individual was expelled or more then once in a two (2) year period.

e.. Any official charged with disciplinary action has the right of due process.  The official will be notified of the charges being made, the date, the time and place of the hearing, his or her right to testify and bring witnesses, and the right to appeal.

f. The NCWOA Executive Board will meet to review the testimony of all parties and decide the disposition of changes within 10 working days of the notification of the violation.  The member may be suspended prior to review if charges are considered severe enough.

g. After conducting a hearing, at which the accused official has the right to appear and give testimony.  If the accused is found guilty by a majority vote, he or she may be placed on probation, suspended or expelled or other appropriate consequences.  The decision of the executive committee will be final.

 

2. Grievance

a. Any member who has a grievance must bring it to the Executive Board in writing.  The Executive Committee will come to a decision on the grievance and notify the member of their decision within 10 working days either verbally or in writing.  If the said member is not satisfied he or she has the right of Due Process.

 

3. Leave of Absence/Resignation

                                            a.  A member may request a leave of absence by submitting a request in writing to the NCWOA Executive Board, If accepted this leave will be honored for the subsequent season of the wrestling. The member may return with all previous benefits during this period, unless limited by other reasons.

                                             a. A member may voluntarily resign at any time. If a resigned member should re-apply his/her application would be treated as that of a junior member.

 

Article IV: Clarification of Liability

 

 1. Indemnification and Liability

a. The NCWOA is not responsible for and indemnifies any injuries, accidents and/or damages.  All Association members are required to obtain personal liability insurance with the minimum coverage of one million dollars ($1, 000, 000). The NFIOA (National Federation Interscholastic Officials Association) is an adequate membership insurance provider.

 

Article V: Management Structure

 

  1. Executive Board

a.  The Executive Board of the Association shall be a President, a Secretary/Treasurer, and three area representatives (Northern, Southern, Mountain) and the past years President. *(The past years president and the current president may be one of the same, but is still only one vote)  Each elected officer shall be a member in good standing of the Association.

b.  Duties of the Executive Board are to govern the Association in accordance within the by-laws.

c.  The Executive Board shall have the authority to limit or stop an active membership.

d.       The Executive Board shall be governed by the by-laws.

e.       The Executive Board will use the Robert’s Rules of Order.

f.       In the event of a vacancy or resignation of any member of the Executive Board the remaining Board members shall appoint a replacement to fill the unexpired term form a member of his respective area.

 

 

1.   Officers Duties are as follows, but not limited to:

a.  The President

1.  The President will serve a two-year term and shall be elected by a majority vote of the members

2.  Shall preside at all meeting of the Executive Board and the general Association

3.  Shall put the monies of the Association into one fund and furnish a financial statement at each meeting.

4.  Shall pay current operation expenses and make other disbursements.

5.  Shall be responsible for the necessary printing and other publication as ordered by the Association and the Executive Board.

 

b.  The Secretary/Treasurer

 

1.  The s/t of the Association shall serve a period of two years and shall be selected by the president.

2.  Shall keep the record of all meetings

3.  Shall keep the records of all active members of the Association.

4.  Shall take care of the monies, accounting and assist with the President with regards of his/her duties.

 

c.  Area Representatives

1.  a/r shall serve for a period of one year and shall be elected by their area members

2.  Shall attend all meeting of the Executive Board

3.  Shall work closely with the President and represent the members in his/her geographical area in areas of assigning, training, testing, evaluating and other matter that may affect them.

 

d.  Assignor

 

1.  The Assignor shall serve for a period of two years and shall be elected by majority vote of the Association (NCWOA) and the approved by the Executive Board.

2.  Shall attend all meetings

3.  Can be tow officers at one time, example; President and Assignor.

4.  To assign matches and tournaments in accordance with the by-laws

5.  Shall have assignments prepared on a monthly basis.

6.  Shall work closely with the President in training, testing, evaluation and other matters that may affect them.

 

 

Article VI: Operational information:

 

1.  Records

a. Association records are maintained by the secretary and are stored in a location approved by the Executive Board.

 

2.  Dues

a.  Will be established annually by the Executive Board and will be collected by the President and/or Treasurer. These funds will be kept in the NCWOA bank account.

 

3.                                                                        3. Finances

a.  The Treasurer and or the President who will issue a statement at the start of every Executive Board meeting to show the maintained records.

 

4.  Governance Procedures

a.  The elected Executive Board will be responsible for policy and decision- making working within the by-laws of the NCWOA. Any decisions of the board may be appealed to the Executive Board upon the written request of the five members.

 

 

5.  Election Procedures

a.  The Executive Board shall be elected for the specified terms listed in Article V Section B, 1-4 of the NCWOA by-laws. These elections will be conducted among the junior and senior officials.

 

 

Article VII: Policies to Officials

 

1.  Training of Junior Officials:

a.  New member will become a junior member.

b.  Any junior member missing Instructional Clinics will be penalized at the discretion of the Executive Board.

c.  Apprenticeship shall be for the least two J.V. Matches and on J.V. Tournament under the supervision of a top-rated official without compensation. The monies generated from the tournament/Matches will be place in the Association funds for training supplies and mileage for leaving to other Northern CIF Areas or other Association areas.

d.  Written evaluations from supervising officials and coaches with three form each dual meet and five from each tournament will form the basis for ratings.

e.  Rating will be the basis for the number of assignments and competition level of the assignments.

f.   J.V. Tournament time will be spent practicing other needed skills such as (but not limited to) supervising and running scoring tables, acting as an assistant referee, and ensuring the mate are safe.

 

2.  Evaluation Process

a.  Ballots are to be sent out to all coaches and NCWOA officials with time to receive and return the ballot, the ballots should all be received prior to league tournaments and matches. (Estimate the second week in Feb). Each coach and senior official rates each senior official with one vote.

b. These ratings are the tabulated once and official receives a minimum of 15 ratings.

c. These rating are converted to rankings that are then used as basis for assignment, league meets and the Masters Tournament (weighted towards those with more ratings in a toss up).

d. During the break between the last round and the Masters Finials a vote for next year’s state representiveswill be taken by NCWOA members. 

 

Article VIII: Voting and Order of Business

 

1.  All votes shall be by verbal or written ballots. There will be no voting by proxy.

a.  Order of business and procedures shall be by the Robert’s Rules of order.

 

Article IX: Amendments to by-laws

 

1.  The by-laws may be amended after a written proposal has been read to the Association members and taken into review by the Executive Board before the next meeting. After presentation to the Executive Board, two-thirds majority of the membership may pass the amendment.

 

Article X: Governing Rules

 

1.  The Association shall be governed by the NCWOA by-laws.

2.  The Executive Board shall consider all written complaints and take appropriate action as determined by the Executive Board.

3.  Any action taken by the Executive Board shall be finial.

4.  Association reinstatement may be accomplished as set forth in Article III, A, 4

5.  The Executive Board shall recommend to board of managers, CIF Sections, the schedule fees proposed. The President of the Association or his duly appointed representative(s) shall meet with the Board of Managers to negotiate a fee schedule acceptable to all concerned.

 

Article XI: Assignment of officials

 

1.  Level of officials: Officials will be assigned based on the ballot rankings

2.  Assignment Period: Each day of competition is considered a new assignment.

3.  Number of Assignments: Is governed by ranking official’s location and availability

4.  Length of Assignment: Is the time the day’s event start to the end of the Last Match.

5.  Descending Order: The highest rated officials in descending order for each assignment.

6.  Assignor: The assignor is voted and approved by the senior Officials and approved by the Executive Board only.

 

Article XII: Recruiting of Officials

 

1.  The NCWOA uses (but not limited to) local newspapers, word of mouth and current members to recruit junior officials.

2.   The level of recruiting will be established by the need for personnel to officiate contests. However, The NCWOA encourages interested persons to apply.
