There are a couple of ways to add glitter to a name or your image.
I prefer using the Noise effect that comes with PSP, or you can use a filter,
such as DSB Flux, which you can get
here. It's a great filter for other effects, too.
I'll tell you how to use both the filter and the standard Noise effect. Make sure you have
the filter saved to your plugin folder before you open PSP, or you'll need to restart it.
We'll be making a simple glitter name, but you can select any area of your
image to glitter, by using the selection tool or your magic wand.
Creating the name will be the same with either method. Let's get started!
Open a new image, any size. Start big, and you can crop later. Flood fill white.
Select your text tool and set it to Create as Vector. Choose a chunky style font,
such as Impact. Scripty ones don't do well for glittering. Choose a large size and set your
background to the color or gradient you want to use. Type your name and click Apply.
Center it in the canvas (Objects>Align>Center in Canvas) then convert to raster layer.
Duplicate his layer twice so that you have three identical layers.
First, we'll use the built in filter,
Add Noise.Click on the top layer and go to Adjust>Add/Remove Noise>Add Noise.
These are the settings I use, but you can play with it, and see what you like.

Click on the Random, Uniform and Gaussian, to see the differences.
Keep Monochrome selected, unless you want a slight rainbow effect in your glitter.
Depending on your color, and your preference, you may want a higher or lower percentage.
Now click on the second layer and repeat the Add Noise effect.
Increase your percentage by 3-5%.
Repeat again on the bottom layer, increasing your percentage by the same amount.
Crop your image to your liking. Hide the top two layers by clicking the eye on your layer palette.

Now go to Edit>Copy Merged (Ctrl+Shift+C). Open your Animation Shop
and Paste as a New Animation (

or Ctrl+V).
Back in PSP, hide your bottom layer and un-hide the middle layer.
Copy Merged and Paste After Current Frame (

) in Animation Shop.
Repeat for the top layer, giving you three frames in Animation Shop.
View your animation (

). If happy, save!
Next, let's try using the
DSB Flux Filter.
Repeat the steps for making your name. Click on your top layer.
Go to Effects>Plugins>dsb flux>Bright Noise.

Once again, the amount of Intensity will depend on the amount of glitter
you want and the color you're using. Mix almost always works best.
On your next layer, go to Effects and Bright Noise should be
at the bottom of the list. Click on Mix one time.
Repeat with your bottom name layer. This time click Mix twice.
Repeat the same steps as above for getting your image into Animation Shop.
View your animation and save!
Play around with it. Try adding some elements. Have fun with it!
