Article I
The name of this organization shall be the Marion County Teenage Republicans Club.
Article II
The purpose of this organization shall be:
To further an understanding of and commitment to the Republican Party in Marion County’s teenagers.
To encourage and aide the activities of the Republican Party and to promote its ideals.
To show the teenagers of Marion County that one voice can make a difference.
To educate, introduce, and join Republican teenagers in Marion County.
Article III
Membership in this organization shall be limited to those teenagers between the ages of 13-19 (with associate members no younger than 11) who are willing to support the goals of TARs.
Active members shall be those who have paid current club dues of $10 and is in good standing with the club’s bylaws.
Only active members shall have voting privileges at any club meeting.
If any member misses three consecutive meetings, that member must renew his/her membership.
Article IV
This organization shall have the following elected officers: Chairman, Vice Chairman, Secretary, and Treasurer.
The officers of this organization shall be elected for a term of one year and shall serve until their successors are duly elected.
The powers and duties of the elected officers shall be:
The Chairman shall be the chief officer of the organization and shall conduct all meetings of the general organization and the Executive Board. He/she shall make all committee assignments with the approval of the Executive Board, and shall be a member ex-officio of all committees. He/she shall have general supervision over all of the organization’s programs.
The Vice Chairman shall in the case of the resignation, disqualification, or absence of the Chairman, perform the duties of the Chairman. He/she shall be the Chairman’s chief assistant, and shall be responsible for such additional duties as may be prescribed for him by the Executive Board.
The Secretary shall keep the records and proceedings of the organization. He/she shall be responsible for the minutes of all meetings of the club and the Executive Board. He/she shall keep a record of all projects and official actions taken by the club.
The Treasurer shall be responsible for the funds of the club and shall keep a record of its receipts and expenditures. He/she shall submit reports on the financial condition of the club to each club meeting and Executive Board meeting and shall submit a written report to the annual meeting each year or at the end of his term as Treasurer.
Article V
This organization shall have the following officers appointed by the Marion County TARs Chairman: Parliamentarian and Sergeant-at-Arms.
The Parliamentarian and Sergeant-at-Arms shall be appointed by the chairman for a term of one year and shall serve until their successors are appointed.
The powers and duties of the appointed officers shall be:
The Parliamentarian shall be responsible for knowing and advising the club on correct parliamentary procedure at each club meeting.
The Sergeant-at-Arms shall be responsible for keeping violence to a minimum at all meetings. He/she shall also be responsible for expelling unruly members and shall lead the recitation of the Pledge of Allegiance at every club meeting.
Article VI
Election of officers shall take place in the March meeting of each year.
Voting shall take place on private ballots unless otherwise agreed upon by the general membership.
Vacancies in any office shall be temporarily filled by election of the Executive Board.
Any Executive Board appointee shall not hold the office for any longer than two months before the general membership votes in an official replacement officer.
Article VII
In case that an Executive Board member has committed an action worthy of impeachment (any action of a lesser moral or legal standard), two members of the Executive Board shall agree upon and present their decision for and reason why the impeachment is necessary to the general membership. After the facts have been presented clearly, a two-thirds membership vote will impeach the officer. The officer being impeached must be given a one meeting notice prior to impeachment.
Nothing less than a questionable moral or legal action or an action which violates the Marion County Teenage Republicans’ Constitution shall warrant an impeachment.
Article VIII
The Executive Board shall conduct the affairs of the club between regular meetings. The members of the Executive Board shall be elected officers and the chairman of the standing committee.
Meetings of the Executive Board may be called by the Chairman or by a majority vote of the members of the Board.
A majority of the Executive Board shall constitute a quorum necessary to conduct business. The Executive Board is not required to decide what the quorum is.
Article IX
Robert’s Rules of Order, Revised, shall govern all proceedings of the club, except when inconsistent with the constitution and bylaws.
Article X
The Standing Committees of this organization shall be: Membership Committee, Program Committee, Publicity Committee, and Finance Committee.
The Membership Committee shall be responsible for the recruitment and orientation of new members.
The Program Committee shall be responsible for organizing events and meetings to include a balance of political, social, educational, and community services.
The Publicity Committee shall be responsible for advertising all activities and projects of the club.
The Finance Committee shall be responsible for organizing fund-raising projects for the club and preparing a budget.
All members shall be required to be a member of a minimum of one committee.
Article XI
This club shall not officially endorse any candidates for public office prior to the Republican Party primary or nominating convention.
All members of Marion County TARs will be encouraged to endorse/work for candidates on their own.
After the time of the Republican primary, Marion County TARs will choose by majority vote a candidate to adopt and will provide the labor-force for this candidate’s campaign.
A mandatory minimum of three hours of community service involvement per month out of election season and five hours community service involvement per month during election season will be set for each TARs member. Community service involvement may include (but is not limited to): attending TARs meetings and functions, attending other Republican club meetings, attending county commission meetings, sign-waving, or campaigning for a Republican candidate.
Three missed community service hours per year are allowed. If any TARs member fails to meet the mandatory community service requirement and misses more than three community service hours, the TARs member must renew his/her membership.
Article XII
Marion County Teenage Republicans meetings shall always be opened and closed with prayer to Jesus Christ our Creator.
Article XIII
This constitution may be amended by a two-thirds majority vote of the general membership. Members must have at least one meeting (or 10 days) advance notice of the intention to mend the constitution. This constitution may be amended at either a regular monthly meeting or at a special meeting called for the specific purpose, providing members have a 10 day notice from the Secretary of the club.
No amendment shall take effect until the adjournment of the convention adopting them.
