Step One

Open the image you want the words to look like. I'm gunna choose this Naruto BG.
Step Two
Change the foreground color to white. Click the Type Tool (T) and pick a font you want your text to be. Now, pick a certain spot on the image you opened and type your text on the background. NOTE :: Make sure the text layer is not on the same layer as the opened image.
Step Three
Now use the Magic Wand Tool (W) and select the white stuff on the text. [The above image was enlarged and isn't animated]
Step Four
Now, select the layer your image is on. Then press Ctrl+C[copy].
Step Five
Go to File >> New. Change the CONTENTS to Transparent. Then press Ok. After that, press Ctrl+V[paste]. The above image is how mines turned out. You can stop on this step if you're happy with your result. However, to make it more neater, you can read the rest of the steps.

Go to Image >> Canvas Size and then change the
Right click on the words "Layer 1"(aka the layer you have your image on) and click Blending Options... A pop-up will pop up and it's called Layer Style.
Step Seven
On Layer Style, find Stroke[it should be all the way on the bottom] Click on Stroke. NOT THE CHECK BOX. You can change the size if you want to but I'm going to stay with 3. Next, you can change the COLOR of the stroke. I'm going to change mines into a dull red color to match the texture. The image shows you how the textured words look without the stroke and with the stroke. HINT :: If your texture color is DARK[like mines is], the stroke should be a light color. If the texture color is LIGHT, the stroke should be a dark color.
