To be kage you must be ANBU or higher-to replace him/her you must be a clan jonin and beat the kage 4 times in a row.

To be Jonin you must be Missing-nin or higher.

To be chunin you must be Chunin or higher

To be genin you must be a genin and have 1 char unlocked
