Tools needed, no plugins for this one, just tube, brush & font of choice. I used Luxury RoyaleJF.

Font for the buildings Little City Here

Open a 550 x 550 workspace, floodfill white

New Raster layer & with colour Black, apply your brush twice top left of your workspace

Duplicate & move down & centre. Duplicate again, move down & right

With Font Little City, colour Black, Size 300, type an uppercase L

Convert to Raster layer, add drop shadow H2 V2 Opacity 50 Blur 5

With your Selection tool, hold down shift and draw around each block of the windows in the buildings

New raster Layer, do not deselect. Floodfill with a pale gradient

Deselect & move layer down under the buildings

Adjust > Hue & Saturation > Colourize, any colour, saturation 25

Paste your tube & Position, add Drop shadow as before

Add your text & Artist copyright

Copy merged & take to AS

Effects > Insert Image Effect > Rotate colours

Adjust frame properties to 25

Crop & resize if necessary, & save
