Spencer Thomas was born in New York City. He quickly found that he was a natural aviator. He spent time as a commercial pilot, but decided he should join the air force. After serving for a long time, winning many awards for skill and bravery, he was promoted to Wing Commander. On an attempt to prevent what he might become, someone sabatoged his plane. He crashed and was severely injured and unable to fulfill his duties as a wing commander.

He then became an ambassador to England. This was too quiet and peaceful for him. Compared to his old hometown in New York, London was a ghost town. After hearing reports of high crime in NYC, he decided he better pack up and move back. On suggestion from his friend, Shadow Strife, he joined the Fourth Precinct.

He was part of the SWAT team for awhile, but terrible news came. The founder and chief of the Fourth Precinct, Angel Ramos, was being possessed by a demon as a bizarre side-effect to an age reversal treatment. Before completely succombing to the evil inside him, Angel appointed Spencer as the new chief. Now he's trying to carry out the reformations that Angel wasn't given time enough to do.
