Open a new page with any size that you want


edit> fill and fill it with gray


copy/ past you image to the new image that you create
and edit> free transform it as you like


with the rectangular marquee tool make a rectangular
litlle bit smaller then the image size


then click on the mask button
what will make a layer mask near the layer with the image you choosed


now stand on the layer mask that show up
and go like that


these are my settings, you can play with that as you want


now, if your gray layer isn't so dark as it need to be
just click CTRL+U when you on the gray layer
and dark it a litlle bit..


now stand on the top layer
and go like this


play with the colors as you like..

now you shouls strok the image layer
just be sure you are not on the mask layer
the color of the strok is gray, dark or bright> your choice

now make a new layer under the top one
over the image layer
sellect> all
and go like this

thats it! you can add some text or what ever you want, now..
