This tutorial was written using Paint Shop Pro 9, How ever with a few minor adjustments can be done in other versions  My supplies HERE Font Apple Butter HERE Thanks you to Lisa from Sophisticated Scraps for allowing me to use part of her scrap kit to creat e this tut. »Any resemblance to anouther tutorial is purely coincidental.«

1. Open a new canvas 500 by 500 and flood fill with white. 2. Now open up the Word art Falling star - Copy and paste as a new layer Move it up to the left top corner - you are going to use the curve of the text to guid you for your circle size 3. Open the SS - Floral Grunge Revisited - Paper 1 set your fill to the pattern and stroke to null - Preset shapes - Ellipse - draw- out a circle so the text sits around it. convert to raster layer - add a drop shadow - V & H both 0 - Opacity 70 - Blur 10.00 -colour black 4. Open the SS - Floral Grunge Revisited - Paper 5 - set your fill to the pattern and stroke to null - Preset shapes - Ellipse - draw out a smaller cirlce - convert to raster layer add a drop shadow - V & H both 0 - Opacity 70 - Blur 10.00 -colour black you should now have something like this 6. Open the SS - Floral Grunge Revisited - Wrap Bow - Pink - Copy and paste as a new layer Move in to place - lower the opacity of the bow layer to 50 and with your eraser tool set on +round 10 and the below setting Erase the edge away like below 7. Open your doodles - Copy and paste your Doodle one - drag it down under your preset shapes set in to place and erase the excess if you have any - Repeat the same  with Doddle two 8. Open your Suzanne Woolcott tube - i used Wish you were here from pack 9 - copy and paste as a new layer - image - mirrow - i resized mine by 85 and sharpened once. 9. Move down so she sits under the bow and erase the excess from under it. 10. Now you can add your name - i used Apple Butter in bold and in black. I added it on a curved path - im to lazy to write tut for it so il link to the one i learned from  http://www.designsbyjoy.net/curveText/curvetext.htm If you want to add the animation follow me. Open Animation shop and the swirly star - delete the black layer Edit - Select all Animation - Mirror. Back in psp you need to x out the following layers - name layer/bow/tube/top circle so all you should only have this Copy merged - paste as a new animation and dulpicate till you have the same amount of frames as the animated star - Edit - select all - and drag the first frame of your animation on to first frame of the merged tag layer. you may need to play around untill you get the right placement. when you have that done go back in to psp and un x the layers  - then you need to x out your bottom layer untill you have this Copy merged - paste as a new animation - make sure all the layers are selected on your animated tag, Make sure your Propagate paste is on - to do this go to Edit and click on Proagate paste. Drag the top layer of the tag on to the animated layer - if you have done it correct the top part of your tag should now be on all of the animated layers. Check animation and then save.
