KEIGHLEY & DISTRICT POOL LEAGUE

LEAGUE CONSTITUTION

 

 

 

1.       The league shall be known as the Keighley & District Pool League

2.      The league shall be affiliated to the English Pool Association (E.P.A.)

3.      The purpose of the league is to promote and administer World 8-Ball Pool in Keighley and its outlying districts.

 

4.      The league will administer two seasons per calendar year. A summer league will run during the summer months and a winter league will run during the winter months.

 

5.      Committee

a)       The committee will consist of a Chairman, Secretary, Treasurer, and up to ten general committee members.

b)       There will be no maximum length of service for any of the committee posts

c)       Committee members will remain in post, unless opposed at an AGM.

d)       Members may oppose an existing committee post if a proposer and seconder sponsor them and the secretary receives the nomination before the deadline set before an AGM.

e)       If a committee post is opposed, a ballot will be conducted at the AGM.

f)         Should any person on the committee resign during the season, the committee will be allowed to co-opt a member from the league onto the committee, for the benefit of the league.

g)       A co-opted committee member must be elected to the post at the next A.G.M to continue that position.

h)       Any member at an A.G.M who wishes to be on the committee must have a valid proposal and secondary, and then have to be voted onto the committee.

i)         A majority vote will be carried in any situation that requires a committee vote. Should the vote be tied, the Chairman will have the casting vote, in addition to his vote as a member.

j)        At least two-thirds of the total number of committee members is required to be present at a vote for the vote to be carried (to form a quorum).

 

6.      Registration.

a)        Before the start of any season, any outstanding trophies will be returned on the registration night or teams will not be allowed to register.

b)        The league reserves the right to refuse registration of a team if the committee deems that the standard of the pool table at the venue does not meet the expectation of the league.

c)        A registration night will be held immediately after an A.G.M

d)        A team will only be accepted as registered when the treasurer receives: the subscription fee, any appropriate bonds, and any debts outstanding to the league.

e)        A team may register after the registration night only if one or more byes exist in the league. If no byes exist, the team cannot register.

f)         A team cannot register after the league fixtures have been posted before the start of a season.

g)        A player who is suspended or excluded from the league cannot register for a team.

 

7.      Meetings.

a)        Changes to the constitution or the league playing rules may only be made at an annual general meeting (AGM) or a special general meeting (SGM). Amendments can only be passed by a majority of at least two-thirds of the members present.

b)        An AGM will be held approximately four to six weeks before the scheduled start of a season. At least ten days notice will be given.

c)        A SGM will be called by the secretary if instructed to do so by the committee, or, by request in writing, signed by at least one-seventh of the team captains registered to the league, stating the special object in question.

d)        League meetings will be held during the two seasons approximately once per month. Each team must send a representative, who is registered to that team, to each league meeting. Teams not sending a representative will be fined in accordance with the current league playing rules.

 

8.      League Rules

a)      Amendments to the League Rules do not need to be passed at both a summer and winter AGM.

b)      An amendment passed at a summer AGM will automatically be incorporated into the League Rules of the following winter league (and vice versa).

c)      League Rules pertaining to the match format may be adapted without a separate amendment if an amendment is made to the match format.

 

9.      Cup Knockouts

a)        All cup rounds will be on a knockout basis.

b)        Players are to be cup tied once they have played in any round of any cup/plate.

c)        A player who registered after half way point is NOT eligible to play in any cup /plate games.

d)        Team knockout competitions can be rearranged from the specific dates but only under VERY special circumstances, and on the approval of the committee, and to be played before the next league meeting.

e)        Semi finals and finals will be held at neutral venues, chosen by the committee.

f)         SUMMER LEAGUE.

                                  i.      There will be four team cup competitions in the summer league: League Cup, Supplementary Cup, Harry Cole Cup and the Phoenix loser’s plate.

                                 ii.      Harry Cole Cup matches will be scheduled for Tuesday nights and will run over one leg only.

                                iii.      In the qualifying round Premier teams will be omitted for the draw the winners will go into the 2nd qualifying round and the losers will go through to the Phoenix loser’s plate.

                               iv.      In the 2nd qualifying round, the winners will qualify for the League Cup: the losers will go through to the supplementary Cup.

                                v.      There will be four individual/double cup competitions in the summer league.

·        Individuals (Open to all registered members)

·        Ladies Individuals (Open to females only)

·        Doubles (two partners of the same gender)

·        Mixed Doubles (one male and one female)

                               vi.      Members cannot enter both the individual and ladies individual competitions.

                              vii.      Professionals cannot enter any individual competition.

                             viii.      Individual cup competitions will only run if a minimum of sixteen entrants register for that competition.

                               ix.      Individual cup competitions will be on a knockout basis.

                                x.      Separate rules will be provided for individual competitions.

g)        WINTER LEAGUE.

                                  i.      There will be two team cup competitions in the winter league: League cup and League plate.

                                 ii.      In the qualifying round, the winners will qualify for the League cup: the losers will go through to the   League plate.

 

10.    Trophies

a)        The winners and runners-up in each division and cup competition will receive an annual trophy for the season, which must be returned at the next summer/winter season registration night or teams will not be allowed into that season.

b)        The winners and runners-up in each division and cup competition will receive individual trophies, which are to be kept on a permanent basis.

c)        The committee will announce at the final league meeting of the season the maximum number of free individual trophies each team is entitled too (dependant upon the available finance).

d)        Teams may request additional individual trophies, but will be charged the cost price of the trophies.

 

11.     Complaints & Disputes

a)        Complaints and disputes should be presented in writing to the committee.

b)        The committee will investigate the complaint or dispute and the secretary will reply in writing to the complainant when the facts have been obtained.

c)        If a complaint is upheld, the secretary will write to the party who the complaint was made against, outlining the complaint and any action the committee will take.

d)        The committee reserves the right to discipline any guilty party as in point 12.

 

12.    Discipline.

The committee reserves the right to fine, suspend, expel, or take any other action necessary against any team or member of the league for:

a)        Breach of the League Playing Rules

b)        Breach of the E.P.A. World 8-Ball Rules

c)        Any act deemed by the committee to have brought the league into disrepute

Before the committee takes disciplinary action, any team or member accused of an offence as in 11.a) will be asked to appear in front of the committee to explain their conduct, and be given an opportunity to defend their actions.

 

13.    Finance

a)        All fees to be paid by teams wishing to register will be set at an AGM.

b)        All fees, with the exception of a refundable bond, are non-returnable.

c)        A financial report for the previous summer or winter league will be provided at each summer or winter AGM respectively.

d)        Honoraria may be paid to the committee members at the discretion of the committee.

e)        Any expenditure by the league will only be granted on receipt of a valid invoice/receipt.

f)         Any expenditure other than petty cash will be made by cheque, which will be countersigned by the treasurer and one other nominated committee member, petty cash kept will not exceed £30.

g)        The treasurer is responsible for all financial matters of the league.

 

14.     Referees

a)        The League will provide an EPRA qualified referee for cup finals.

b)        When possible the league will provide EPRA qualified referees for cup semi-finals.

c)        A second referee may only act as a timekeeper if that referee is EPRA qualified, or has been approved by the Head Referee prior to the match

d)        The league will nominate a qualified referee to act as a Head Referee for the league.

e)        The Head Referee will adjudicate on any disputes involving the E.P.A. World Rules (when presented at a league meeting)

f)         The Head Referee will act as the Head Referee of both cup finals (as in E.P.A. rule Z1).

g)        The league will nominate a Deputy Head Referee for the league that will act as the Head Referee if the Head Referee is unavailable.

 

15.    Variations to the E.P.A. 8-Ball World Rules

The league shall not enforce the following rules and guidance to referees.

a)        E.P.A. rule I (Time allowed). There will be no sixty second time limit to play a legal shot. Rule I is ignored. Except in cup finals and semi-finals.

b)        Guidance to referees note 24 paragraph 2 (alcohol and cigarettes). Referees refereeing matches within the league are exempt from the restrictions on drinking alcohol and smoking. However, referees are not permitted to be intoxicated while refereeing a frame or match.

 

16. County Inter-league

a)        The league shall pay the registration fee for up to two Keighley Teams to enter the County Inter-league, should sufficient players register an interest.

b)        If teams are formed, they will be called “Keighley A” and “Keighley B”.

c)        The committee will nominate a Team Manager to administer the Keighley Teams.

d)        The Team Manager will choose Team Captains for the teams.

e)        The Team Manager will organise trials for the Keighley Teams.

f)         The Team Manager and Team Captains will select players for the Keighley Teams, from the players attending the trials.

g)        Those players selected from the trial must register with the County Inter-league.

h)        Players registering with the County Inter-league for the first time will be responsible for paying their own registration fee.

i)         Registered players with the County Inter-league may apply to the treasurer for re-imbursement of the registration fee.

j)         The treasurer reserves the right to refuse reimbursement of the registration fee

 

17. Champion of Champions Competition

a)      The winners and runners-up of the Premier Division in the Summer League    may be eligible to enter the Champion of Champions Competition.

b)      Any team which enters the Champion of Champions Competition must pay the entrance fee. The entrance fee will be refunded by the League if the team turns up and enters the tournament.
