Go to Blue Glow

1. Open a New document and set your dimentions, making sure the color is set to RGB.

2. Color your background a color but not white. I recommend using a darker color for better results.

3. Write your text in what ever color you want. Im using Dark Green for this tutorial.

4. With your text layer selected, go to Layer Styles>Outer Glows. You can find this panel in the top-right hand corner.

5. Select Radioactive from the options.

6. To get a better result, Duplicate the layer, and in the new layer go to Filter>Distort>Liquify.

7. Set to Warp tool options to Brush size 30 and Pressure 50.

8. Move the glow outwards to make it look like its got a bigger glow, and wiggle your brush whilst doing this.
