Only Kanto and Johto Pokemon have three sets of sprites. Hoenn Pokemon have the same sprite in FireRed and LeafGreen as in Ruby and Sapphire. The only exception to this is Teddiursa (who has two for some reason) and Deoxys (who has the total of four).
