Without me, the GRP-MILF Peace Talks have had started from early 2002 to 2005 but have merely running around the bush. Nothing tangible result has been gained from those eight (8) rounds of Peace Talks. They were but just exploratory talks ended with a most unfavorable result embodied in the JOINT STATEMENT of the 8th round of of Exploratory Talks between the Government of the Republic of the Philippines (GRP) and the Maguindanaon-Iranun Liberation Front (MILF). In the final ending of the 8th round of the Exploratory Talks what was only achieved is the extension of the Interim Guidelines of the Ad-Hoc Joint Action Group (AHJAG) for a period of one (1) year from June 21, 2005, subject to further discussions on proposed amendments to its guidelines.
In full cooperation as well as coordination the mechanisms for implementing the ceasefire have also been put in place with the strengthened Joint Coordinating committees on Cessation of Hostilities and the establishment of the OIC Monitoring Team, the Local Monitoring Teams and the Ad-Hoc Joint Action Group to stop criminal activity in the region. Civil society groups are also conducting their own "Bantay Cease-Fire" (Cease-Fire Watch) operations that are significantly contributing to peacekeeping while the talks are going on.
Agreement on General Frame-Work for Unity between the MNLF and the MILF, otherwise known as "THE BANGSAMORO SOLIDARITY CONFERENCE" (BSC) forged on the 7th day of August 2001 at Putrajaya, Malaysia seems to be in vain. Principally it is sponsored as it is politically motivated by the Libyan Jamahiriyah with the two co-member OIC states, Malaysia and Indonesia, but rejected by the 57 member states of the Organization of the Islamic Conference's General Secretariat. As it is manifested in the Positions Papers Presented to the 31st meeting of the O.I.C. Foreign Ministers by the Maguindanaon-Iranun Liberation Front (MILF) submitted by its Chairman, Alhaj Murad Ebrahim on June 7, 2004 corresponding to the 19th of Rabi-ul Akhir 1425H Camp Abubakre As-Siddique Maguindanao, Mindanao in the South of the Philippines.
In short, incorporated in the Draft Resolution of the OIC No. 2/3-on Question of Muslims in Southern Philippines, the Organization of the Islamic Conference decides to maintain the observer status and the parties of the MNLF in the activities of the OIC and its capacity as the sole legitimate representative of the Bangsamoro people in Southern Philippines in order to improve the conditions of this people in accordance with the position of the Peace Agreement.
Kaawa awa naman ang Maguindanaon_Iranun Liberation Front (MILF). Kung ako sila I have, by all means, to restore first the present five (5) divided Cotabato provinces; make again into ONE EMPIRE as it was before in the past, instead of extending their expansion/influence towards the territory of the Sultanate of Sulu and North Borneo (SS & NB) which comprises FIVE STARS such as Zamboanga Peninsula, Basilan, Sulu-Tawi-Tawi, Palawan, and North Borneo (Sabah). My God! Confining themselves in Maguindanao province alone with their several hundreds of RPG not facing squarely their common enemies in North Cotabato, Sultan Kudarat, South Cotabato and Sarangani provinces . It's an irony! Please, inform them that Zamboanga Peninsula and Basilan can neither be an integral part of Maguindanao nor its inhabitants can be Maguindanaon-Iranun. Over our dead bodies.
The Maguindanaon-Iranun Liberation Front (MILF) has nothing to boast with regard to its position in the activities of the Organization of the Islamic Conference (OIC). Its Bangsamoro Development Agency (BDA) is nothing compared to the SPCPD of the MNLF.
Million/s of people have attended from the four corners of Mindanao and outsiders irrespective of what affiliations do they belonged to, the MILF's General Consultative Assembly on May 28-30, 2005 with confidence of many dreams (illusions) such as, gaining of total independence of Mindanao, integration of the MILF elements in the AFP, PNP, pouring billions of dollars to Mindanao and the Maguindanaon-Iranun Liberation Front (MILF) recognition in the whole world. Ma' sha' Allah! The Assembly was only a Shura (Mushawara) Consultation and nothing more.
A US official made a statement when I met him on June 10, 2005 as follows: "I did not attend the MILF Consultative Assembly as you did. Despite the climate of optimism surrounding the talks between the government and the MILF, there is no guarantee that the talks will be successful. To be sure, there are some formidable obstacles along the path to a settlement.
When I arrived home three days after, he sent me the following txt message: "Gud am prof julabbi, dis so & so of us embsy. Any thots or coment on the recent death sentences of ASG members? Pls txt or cal. Shukran." My response: "Criminal people like them must be put behind bar of justice; justice must have no boundary." 2nd message I received recently from the same diplomat, says: "Any reaction (official or personl) 2 deles resignation and othr manila developments?" My response: "Whenever I am invited (MILF-BMA) to the negotiating table I reject outright Malaysia to host the peace talks and demand for the transfer of venue from KL to any US soil". The 3rd message I received from a guy of US Dept of States: "Cnt make any definite plans yet, we hav 2 b n country f der wil b changes, just d same in tch wt Washington 4 d trip."
